On going cosfs related to the maintenance of tlris pmperty will be covered by a dedicated allocation of funds from the 1995 bond issue for maintenance of newly_acquued properties. ,..~ ,,,,,~ PURPOSEā€¢ To obtain Parks and Recreation Advisory Board's recommendation and appmval to City Council to authorize the purchase documents necessary for the acquisition of these two parcels. The Ciry Charter, Section 163, Acquisition of Park Land states: "The council may acquire park land for the city, pmvided that the council shall not make any expenditure of money for the purpose of acquiring park lands without first securing a recommendation from the planning board and the parks and recreation advisory board. Provided, however, that the council can act without such recommendations if said boards fail to submit their recommendation to the council within thirty days after request therefor is made by the council. The recommendations of the said board shall not be binding on the council except that the recommendation of the parks and recieation advisory board concerning eacpenditures fmm the permanent pazk and recreation fund shall be binding on the council pursuant to Section 161 of tiris charter. AGENDA 1TEM ~Y Pa¢e 1 In November of 1995, voters appmved a ballot issue wluch included $2 million dollars for the purpose of acquiring up to 350 acres of land through fee simple purchase and developing conservation easements on private lands in areas west of Mountain Parks. In November of 1998, voters appmved new ballot language which removed the acreage restrictions included in the 1995 ballot issue. The purpose of these land purchases and wnservation easements is to maintain and enhance the habitat quality of the Mountain Parks through protecting natuial resource values on nearby pmperties. The Mountain Parks staff has been worldng with the Real Fstate Department on these acquisitions. The parcel is in the Pine Netdle Notch development and is within the area targeted by Mountain Parks for protection. This parcel contains excellent wildlife habitat values and the development of this parcel would remove valuable habitat and further fragment the area. The parcel contains an access mad wluch would be developed if purchased by a private party. The property is condguous to the McIntosh acquisition and connects the Stoy purchase and a conservation easement on the Ciufolo property. The praperty is located in Section 11, Townslrip 1 South, Range 71 West. ANALYSIS: ~ Appmval of this purchase cont~act allows the City to expand its Mountain Parks holdings in an area targeted for acquisition wlrich will enhance pmtection of wildlife habitat, scenic views, and other natuiat resource values. If the City dces not purchase this parcel, eacisting wildlife corridors between the Counry's Walker Ranch and the Ciry Mountain Parks holdings will be further fragmented. A new road would most likely be developed by a private purchaser and ~ would negatively affect the habitat and visual qualities of the area. PUBLIC COD~IMIIVT AND PROCESS Staff has developed a Preliminarv Concept Plan for Preservation of Land West of the Boulder Mountain Parks and held two neighborhood public meetings on the overall acquisition plan. This item is being heatd at ttris public meeting and was advertised in the Daily Camera. If the Parks and Recreation Advisory Board appmves the pu~hase documents, this request will be forwarded to the Planning Board and City Council for action. STAFF RECOMMENDATION: Staff recommends that the Parks and Recreation Advisory Board appmve and recommend to City Council the acquisition of approacimately 40.00 acres located at 3203 Bison Drive from Alden C. and Barbara H~ Olson for Mountain Parks purposes.
