p_.~?It~sE:
To obtain the Parks and Recreation Advisory Board's approval of a utility comdor for the
City's Utilities Division across the site at the East Boulder Community Park to provide high
speed telecommunicahon services to the City's East Boulder Community Center and
Cherryvale Operations Centers. In the event that a utihty comdor or easement was granted to
any one other than another City department an approval of the Parks and Recreation Advisory
Board would be a requirement (Boulder Revised Code, section 160 and 162). This matter is
being bmught to the board due to the fact that it is, in most respects, very similar to an action
that would require the Board's approval.
Bob Harberg, Utilities Project Coordinator is requesting a utility corridor across the East
Boulder Commumty Center site. See ATTAC~IMENT A, Memo From Bob Harberg.
A map of the East Boulder Communiry Park area shows the general alignment of the proposed
utiliry corridor. See AITACHMENT B, East Boulder Commumty Park Area Map.

If the uhlity comdor is approved and constructed, a 10-foot permanent maintenance comdor
would result. Future construction of structures and the planhng of trees over this area would
be restncted. Care has been taken to select an alignment that would miniauze the aeed to move
the corridor, however, should rt become necessary to move the utility corridor for future
development, relocation would be pernutted and the cost of the relocation would be shared by
the Ciry's Open Space/Real Estate Deparunent and the Parks and Recreation Department.
The City's Open Space/Real Estate Department will pay for this project. A benefit to the Parks
and Recreation Department will be the installation of a fiber optic cable to the East Boulder
Communiry Center at no cost.
STA,_ FF F.I~MMENDATION:
Staff recommends that the Parks and Recreation Advisory Board approve the utihty comdor
for the City's Utilities Drvision across the site at the East Boulder Commumty Park to provide
high speed telecommunicahon services to the City's East Boulder Community Center and
Cherryvale Operations Centers with the following condmons:
• The facilities will be buried 48 inches.
• The surface condition of the site will be restored.
• The installarion of a fiber optic Ime to the East Boulder Community Center will be at
no cost to the Parks and Recreahon Department. "",!
• There will be an agreement that the utiliry comdor can be moved if future development "'""
requires relocation and the cost will be shared equally by the Ciry's Open Space/Real
Estate Department and the Parks and Recreation Department.

SUBJECT Telecommunications Conduit and Fiber Optac Cable
Request for Utility Comdor
East Boulder Commumry Center
Attached aze drawings depicting the proposed route for telecommunications condurt and fiber
optic cable across the park srte at the East Boulder Community Center. The U6liries Drvtsion
requests that a utility corridor be granted to construct, operated and maintain these facilihes. The
proposed facilities aze required to extend high speed telecommiuucatton services to the City's
East Boulder Communiry and Cherryvale Operations Centers.
The facihties will be buried approximately 3-4 feet deep and will consist of four (4) I-1/4 inch
diameter high densrty polyethylene (HDPE) conduit and 24 strand fiber ophc cable. The fiber
optic cable will be routed mto the East Boulder Communiry Center through a single 2 inch
,r-~ HDPE conduit. Several 48"x30" handholes will be required in order to pull the fiber optic cable
~..,.- through the conduit as shown on the drawings The handhole cover will be positioned flush with
the ground surface similaz to sprinkler system control boxes. We have attempted to locate the
handholes so that they will not interfere with any recreational uses of the area. Any facilities
could be relocated if necessary to accommodate future development of the pazk srte, with the
relocation cost borne by the parties usmg the conduit and fiber optic cable To minimize the risk
for relocation, the Conduit will be buried with 48 mches of cover through the undeveloped area
of the pazk site. This would allow for regrading of the park site for recreational purposes. Also,
50 feet of slack cable will be installed at each handhole to allow for relocation adjustments in
case the conduit conflicts with future pazk facilities.
I request a 20 feet temporary construchon comdor and a 10 foot permanent mamtenance comdor
be established for the telecommumcanon conduit and cable After construcrion, the corridor will
be restored to its original condition. Withm the 10 foot permanent maintenance comdor I
request that erecrion of structtues and plantuig of lazge trees be restricted. Tlus is based on the
concern that structures and lazge trees would limit our ability to access the conduit or cable m
case of needed repatr. Shrubbery and other types of landscaping as well as vanous types of
paved surfaces would not pose such a concem.
Only one of the four conduits will be used mitially for enclosing the fiber optic cable. The extra
condiut could be made ava~lable by sale or lease to private telecommunicaUOns providers such as
AT&T or US West or to other public agencies as part of a cooperative agreement such as ihe
,~.,
Boulder Reseazch and Admimstrative Network I suggest that such sale or lease be considered
by Pazks Boazd, Planning Boazd and City Council as a sepazate issue at a later date if necessary "'~
Any such sale or lease could be made contingent on relocatmg the facilities at the owner's or "~
lease holder's expense.
The City's Open Space Department is paying for this pro~ect. The Pazks Depaztment is not being
asked to pay for any costs associated with t}us work in consideration of grantmg the uhlity
comdor. The costs associated with providing high speed telecommumcations service to the
East Boulder Community Center will be much lower because of the availability of fiber optic
cable If the utihty corridor is not granted, the facilit~es would need to be routed along SSth St.
wluch would be more expensive and be subject to more scrutiny under the wetland permitting
process.
Ann FitzSimmons with the City's Open Space Department is coordmahng the wetlands and
floodplain development permit applications. I anticipate the construcrion to occur this spnng and
the project should be completed by July
I understand the fiber ophc cable is entenng a portion of the East Boulder Community Center
that is under the control of the Senior Services Drv~s~on. I will coordinate tlus pro~ect with the
appropnate staff as needed and they should also benefit from tugh speed telecommunicahons
service.
