Puruose• Information Item and Greenways Advisory Committee (GAC) Recommendation Staff is requesnng boazd members review and provide comments to your representahve to the Greenways Advisory Commmee or Anne Noble at 303-441-3242 on the attached final draft of the Greenways Master Plan The Greenways Advisory Committee will be meetmg October 17, 2001 to make a recommendation on the Master Plan to the Planning Board and City Council The attached dtaft Master Plan can be exchanged for the final document after final acceptance by City Council, which is anticipated m November 2001. Backeround: The Greenways Master Plan update has been completed m three phases Phase I mcluded an evaluahon of the program to date and historical information about the program This was completed m June 1999. The second phase, involvmg the adoprion of projects and oppomumttes far each prograni objechve, was accepted by City Council m September 2000. The final phase of the Greenways Master Plan update involved reaching consensus on the followmg issues • the development of procedures and processes for pro~ect planning and public involvement • an orgazuzational stcucture • a financing plan • a maintenance strategy In Mazch 2001, staff presented a recommendat~on to City Council for each of these issues, which have been mcorporated in the final draft of the Master Plan. StafPs recommendation was revised in June to include the establishment of a Greenways Advisory Committee (GAC) to review and make tecommendations to staff and City Council on the Greenways Capital Improvement Program (CIP) and approve the Community and Environxnental Assessment Process (CEAP) for Greenways pro~ects City Council will need to make a morion m order to give the GAC authonty to approve CEAPs. This will be requested as part of the City Council review and acceptance of the Greenways Master Plan The GAC will be made up of one representative from each of the five boazds that have an mterest m the Greenways Ptogram. The followuig representahves have been designated to participate on the GAC• Gil Barth from the Water Resources Advisory Boazd (WRAB), Alison Richazds from the Transportation Advisory Boazd (TAB), Ed von Bleichert from the Patks and Recreat~on Advisory Boazd (PRAB), Lmda Jourgensen from the Open Space Boazd of Trustees (OSBT) and Tma Neilsen from the Plannmg Board. In addition to reviewing and providmg recommendations to staff and City Council on the Greenways CIP and CEAPs, the members of the Greenways Advisory Committee will also act as the representahve and ha~son for their respective board on Greenways issues and interests.
