Pro~ect planmng is under way, and the first public open house meeting will be held on Thursday, May 17, 2001, from 4 p.m. - 7 p m m the Boulder Mumc~pal Buildmg Lobby, 1777 Broadway. Broadway (Colorado State Highway 93) is classified as a Pnncipal Artenal that runs north and ~~ south m the crty of Boulder In the area of the pro~ect, Broadway is a 4-lane urban secuon ~"r carrymg approximately 30,000 vehicles per day It is one of the city's mulhmoda] comdors servmg automobile, pedestnan, bicycle and transit modes The Broadway Reconstruchon Pro~ect is made up of two separate mterrelated pro~ects: roadway reconstruction between Umversity Avenue and Pme Street, and reconstruchon/rehabilrtauon of the bndge over Boulder Creek The roadway reconstruction pro~ect abuts the bndge pro~ect to the north and south The overall pro~ect mcludes reconstruction of Broadway, replacemendrehab~htation of the bndge, improvement to the exishng grade-sepazated crossmg of Broadway at Boulder Creek, local storm drainage improvements and flood control improvements to Boulder Creek The roadway reconstrucuon pro~ect has rece~ved Federal fundmg through the Transportahon Improvement Program (TIP) from the Denver Regional Council of Govemments (DRCOG) The southem limits of the roadway reconstruchon pro~ect aze between Umversity Avenue and Arapahoe Road, the noRhem limits are between Canyon Boulevard and Pme Street. In both, the roadway is to be reconstructed m concrete pavement The total length of roadway to be reconstructed between Umversiry Avenue and Pme Street is approximately 3,500 hneaz feet. There will be no mcrease m number or width of travel lanes The estimated cost of this pro~ect is $3 6 mmlhon, funded by FHWA ($1 8 milhon), CDOT ($0 9 rrulhon), and the city of Boulder ($0 9 aulhon) ~,"`^ ~ The Colorado Department of Transportation (CDOT) has ~dentified the bndge reconstruction ~ pro~ect as a bndge replacement pro~ect to replace the existmg 100-foot long bndge over Boulder f ~ Creek mcludmg cequired approaches and ad~acent Broadway roadway reconstruction between Arapahoe Road and Canyon Boulevazd As part of CDOT's capital improvement plamm~g, the strucmral condition of the bndge was identified m the 1980s as bemg structurally defic~ent and contmues to be one of the lowest rated on-system structures m CDOT Region 4. The esumated cost of this pro~ect is $3 1 milhon, funded by FHWA and CDOT ($2.6 milhon) and the city of Boulder Pubhc Works - Transportahon and Uhhties Drvisions ($0.5 cmllion) for bndge enhancements and floodplam related work A Histonc Buildmg Inventory Record for the Broadway Bndge was prepared m 1995 This bndge is generally considered el~gible for the National Register of Histonc Places, although the bndge has not yet been formally subrcvtted to deternune eligibility for the National Register. The consultant team will conduct a Secaon 106 Review, which is the Federal process to consider acuons on histonc strucmres wh~ch provides the public and histonc preservation commumty with the oppoRUmty to comment on Federally funded pro~ects pnor to implementahon This ~omt city of Boulder/CDOT pro~ect is bemg managed by the city of Boulder Department of Public Works - Transportation Drvis~on through an mtergovernmental agreement between the two enuties The city has selected the firm Carter & Burgess, Inc (C&B), a Denver-based transportahon plamm~g and engmeenng firm, to design the pro~ect, includmg tustonc landmazk, civil and structural engmeenng, envuonmental analysis and documentahon, azchrtecture, and other des~gn tasks. The C&B team, city staff and other consultants have begun eazly pro~ect plamm~g work. ~ PUBLIC INPiTI': .,,,• Staff mtends to conduct an open and mclusive pubLc process to provide a lugh level of pro~ect mformahon and to obtam meanmgful mvolvement of local citizens and busmesses This pro~ect will be reviewed by City Council through the Commumty and Env~ronmental Assessment Process (CEAP) and will be subirutted to the Landmarks Preservahon Advisory Board (LPAB), Downtown Design Adv~sory Boazd (DDAB), Pazks and Recrea[ion Advisory Boazd (PRAB) and to the Transportaaon Advisory Boazd (TAB) for recommendauon to City Council on [he CEAP The pubhc process begms on Thursday, May 17, from 4-7 p m. at the Boulder Mumcipal Buildmg L.obby with an open house pubLc meehng. The purpose of the meehng is to review the pro~ect issues and to obtam pubhc comment as a part of the issues idenuficahon for the pro~ect A second open house meeung will follow up on the feedback given at the first meetmg and gam mput on a preferred design altemative A third open house meeung w~ll display the final design solution and focus on construction impacts. Staff will also make pro~ect presentat~ons to local groups and orgamzahons The pro~ect websi[e and pnnt and electromc media will be used extensrvely to convey information to mterested parties. Pro~ec[ newsletters w~ll be dismbuted to interested citizens and orgamza[ions/busmesses and to residents and propeRy owners in the azea ~ 2 COUNCIL INPUT REOUESTED ~, Staff will contmue to mform Council on the status of the pro~ect with penodic submittals of Weekly lnformation Packet memoranda and pro~ect newsletters Staff is mterested m receivmg any mput Council members might have at this stage of the pro~ect. Staff would also be happy to arrange a field tnp for any mterested Council members.
