This relocahon is contmgent on the satisfactory conclusion of public and Land Use review and approval BACKGROUND: Ne~ehborhood concerns. Neighbors have raised concerns with reloca[uig the platform tenms courts on-srte at NBRC. The expanded footpnnt of the Center would require that the courts be relocated approximately 50 feet to the south and rotated from a north-south to an east-west alignment Ne~ghborhood concems mcluded the followmg items: AGENDA ITEM # Paee 1 Noise and light impacts Issue associated with placmg the PTC m proximity to the Commumry Housmg (3120 '"~'• Broadway), --' Issue of usmg a portion of open grass area for PTC In response to neighbors' concems, a subcommittee of the PRAB was identified to study the issue. The subcommittee made the followmg recommendaUOns • Lower PTC to ground level to rcunimize v~sual impact, muffle noise from balls on deckmg, and to provide accessib~hty, • Provide new hghts wrth "wt-ofP' fixtures to mimmize glaze and hght sp~llover, • F1ip the location of the bike path and PTC, placmg the PTC immediately south of the tenms courts, to mcrease the distance of the relocated courts from homes and preserve more of the open grass space. A[ternate Sites Only sites ]ocated ad~acent to the recreat~on centers were considered for the PTC due to the programmmg needs for the courts. The PRAB toured Olmsted Pazk/North Boulder Recreation Center (NBRC), Hazlow Platts Park/South Boulder Recreation Center (SBRC) and East Boulder Commumty Pazk/East Boulder Communiry Center (EBCC) to rev~ew poss~ble locations ~dentified by staff In addition to these azeas, the Board cons~dered remov~ng an ex~stmg tenms court at the NBRC and EBCC srtes and replacmg the tenms court with PTC Removmg a tenms court was considered at NBRC because u preserved open o ass space desired by the neighbors, and at EBCC because the ad~acent walls of the handball couRS prov~de some wmd protection ~ Staff does not recommend removmg a tenms court at e~ther locat~on due to the high demand for tenms fac~lrties Please refer to Attachment A for a d~scussion of the tenms program. EVALUATION: North Boulder Recreation Center (NBRC): • Neighborhood Input: The neighbors have expressed strong oppos~tion to relocadng the courts on-s~te. • Platform Tennis Players Input. The platform tennis players prefer this srte due to the central locaUOn and effechve wmd screemng provided by the recreation center • Size of pazk• The NBRC s~te is 5 acres. The open pazk area south of the tenms courts is roughly .4 acre The PTC and relocated walks would reduce the open pazk by an area 30'X150' leaving .3 acre. • D~stance to nei h~bors: The exist~ng PTC aze160 feet from the neazest homes. Relocauon of the courts on this s~te would be accomplished m con~unction of the recreapon center construction The courts would be unava~lable for play for a few months th~s fall. • Pubhc Process Relocahon of the courts at NBRC would require a pubhc heanng by the Plamm~g Boazd and modificahon to the approved Srte Rev~ew Plans ~ ~ • Cost $83,000 `.. South Boulder Recreation Center (SBRC): • Neighborhood Inout Neighborhood review and mput would be required • Platform Tenms Plavers Input: The platform tenms players first preference is NBRC The players aze concemed about vandalism and wmd protechon at SBRC. • Size of ~ark: The SBRC s~te is 51 acres. • Distance to nei he bors: The proposed PTC would be located 600 feet from the neazest homes. • Views: The proposed PTC would not block any sigmficant views. • Wmd: Tesung would need to be completed to detemune the potential wmd issues at tlus srte. Dunng this programmed hme, 2-3 couRS are used for each class, leavmg 1-2 courts for pubhc drop-m use Many of the classes aze offered evenmgs and weekends which is also the most populaz time for drop-m use. If one of the courts was to be replaced by the platform tenms courts, that would leave potent~ally no courts avulable for public use dunng some of the prime hme hours Other courts nearby have been reserved and rented by the Boulder Tenms Association and other orgamzations for league play, so there aze not adequate neazby alternative locahons for players who could be d~splaced as a result of removmg one court at NBRC. NBRC has four of the eight l~ghted tenms courts m the Pazks and Recreaaon system (four hghted courts aze located at Tom Watson Park on 63rd Street by IBM). Lighhng from each tenms court at NBRC is used to partially l~ght the ad~acent courts. Relocahng the Platform Tenms Courts (PTC) to a tenms court may result m the need to ad~ust and/or possibly add some lightmg to the rema~mng courts The requirement for fire truck access to the east side of the Center would mean that the westem tenms court could not be used for the relocated PTC. East Boulder Commumty Center Approximately 35-40 tenms classes each summer and more than 25 m the spnng and fall aze provided annually at the five tenms courts at East Boulder Commumty Center (EBCC). The City's Youth Sport Camp utilizes 2 of the courts for 8 weeks each summer as part of daily activ~tres. Dunng ttus programmed hme, 2~ courts are used for the Sports Camp, leavmg 1-3 courts ava~lable (mcludmg the court with the practice wall, IE "pract~ce court'~. The pracdce court is primanly used by senior citizens and youth to work on specific skills. The pmximity to the community center makes this an attractive location for all ages, particulazly for the younger and older populations.
