I will be passmg it along to the Pazks and Recreation Advisory Board so that they may also be awaze of your level of concem. As you know, all three of my boys play soccer I am very awaze of the field space crunch. Unfortunately, we aze challenged with crunches m many development azeas Fundmg for further development of the East Boulder Communrty Pazk site is tentauvely ~ scheduled for 2005 and subsequent years m the Capital Improvement Budget. It has been pushed back over time to allow the development of the Foottulls Commumty Pazk m north Boulder wluch was purchased in 1981 and had received no development fundmg until recendy. 'The Foothills Commumty pazk site Phase 1 development, completed this year, does provide a lazge open turf azea for non programmed uses such as soccer The concept plan for East Boulder Commumty Pazk, created m the late 1980's, shows development of the currently undeveloped area of the pazk with imgated turf, a lazge group picmc shelter, and roads and pazkmg along the south property lme. The proposed ~mgated turf azea in that plan was mtended for mformal play - meanmg no scheduled practices or games The boazd has recently expressed mterest m revisrtmg that pohcy ~ssue for all our pazk sites. Some temporary uses, mcludmg a fenced dog pazk and expenmental flower gardens, have been created witkun the undeveloped azea of the park m response to emergmg recreauon mterests and needs. Tlus srte has also been idendfied for consideration of the potential relocahon of platform tenms courts from the pazk property ad~acent to the North Boulder Recreauon Center. Any sigmficant development at this site will require a full pubhc process to update the plan so that it satisfies current recreation needs. Mmimal development to create imgated bluegrass turf for an additional full sized soccer field for prachce, even on a temporary basis, would require a public rev~ew process and roughly $130,000 to $170,000. We aze also unsure at tlus time what direcuon the board is leanmg toward m regazd to the development of a velodrome. Although community members mterested m ttus venue would ~ dispute your take on velodrome use, the representahves w~ll have to make their case before a r... The lugh schools have more participants than ever, wrth limrted space Ttus spnng we are losmg pracrice space to Lacrosse, wluch is amachng more pamctpants Little League Baseball and Youth Football aze also m a pmch as faz as findwg prachce/pla}wg space I know that the adult soccer program has seen a tremendous growth the last few yeazs I don't know what the s~tuat~on is u~th other aduit programs such as ultimate fnsbee and softball, but I can imagme that they are m smular situahons In short, more and more pazvcipants are lookmg for space to pracrice and play Which bnngs me to my concems Firstly, what are the plans for the East Boulder Park area Terry James has mformed me that the plans to fimsh that pro~ect have conhnually been pushed back to later dates It seems to me that upgradmg the azea to the east of East Boulder park would be a rather mexpensive proposmon which would defimtely allev~ate a s~tuation wluch is becoaung more and more ,r~ mtolerable ~ SOCCER CLUB 2769 Ins, Sude 717 Boulder, CO 80304 303-443-8877 Secondly, Pm not sure what direcrion the Board is leamng to m regards to the Valmont City Pazk pro~ect, however, a velodrome is not m the best mterest of the City of Boulder Growmg up m Holland, wluch has azguably more bikes per square mile than any other country m the world, I have seen the use of a velodrome The facts are that only the ehte nders make use of a velodrome They will use rt as a traimng sue to work on the~r speed trammg The average recreanonal nder will not use a velodrome The average nder uses thetr bike to reach a certam deshnanon, defimtely not to nde around and around on an oval My viston for the Valmont City Pazk is to have a large grassy area with trees, a bike path, volleyball courts aad tenms courts Ttus way, the park can be used by btkers, rollerbladers, ~oggers, cross-country skiers m wmter, soccer players, fnsbee pamctpants and oihers ~ Lookmg at the Partnerslup Policy, I believe a plan can be formulated m which the cu~zens of Boulder can panc~ipate m bnngmg the Valmont City Park to reahry ~ I beheve that the Board has a tremendous opportumty to do the nght thmg and send a cleaz message that recreahonal opporturuties aze a very important part of hvmg m the Ciry of Boulder Thank you Smcerely, ~, ~l/`- ~~.~~~ John Welsch ~ ..., Doug Hawthorne - fieid situation From: "John N" <welsch@bouldernews.mfi.net> To: <counal@ci.boulder co us> ~ Date: 3/8/2001 10 01 AM Subject: field situation Dear Counal, After attending the Parks Board meeting this past February 26th, I am compelled to take action in regards to the athletic fieids situation in Boulder As Director of Coachmg for the Boulder County FORCE Soccer Club, obviously I have a vested interest in getting more field space for tha soccer playing commurnty Our club has over 1000 players, BJS/Nova has about 2000 players, there are over 750 adults playing soccer through the various City leagues The YMCA has over 500 players Needless to say, field space is at a premwm Besides the soccer community Lacrosse is getting more and more popular, ~Itimate frisbee reqwres space, rugby is a presence in our commurniy, and of course the multitude of youth baseball, softball and football players In short, the City of Boulder is a very active community~ We need more space for the vanous athlet~c activities One immediate solution for this field crunch is to firnsh the East Boulder Park area Grade and sod the area to the east of the current grass area I cannot imagine that this is an expensive venture, especially, since there are numerous volunteers in our orgarnzation who would be able to do much of the work A second solution is the Valmont City Park pro~ect My vision is to have a large grass area with Vees, bike paths, tennis courts, voileyball courts, etc This way a vanety of actiwties can take place and the park can be used by many active residents Finally, I would like to invite you to dnve by the East Boulder fields on any Monday through Fnday between 4 30 PM and 6 00 PM This situation is indicatroe of other field space throughout the aty ~ Thank you John Welsch Dvector of Coaching Boulder County FORCE Soccer Club file.//C \WINDOWS\TEMP\GW}00010 HTM 3/9/2001
