1. Leslie Durgin will be at the January meeting. Welcome back, Leslie!!
2. We have completed interviews for the full-time preservation planner and have offered the position
to our top candidate. Additionally, we hope to advertise for the new half-time design review planner
early in January. We will have more information on these two positions at the January 5 meeting.
3. Attached is a letter from the State Historical Society informing us that the SHPO submitted
Grandview Terrace for an official determination of eligibility by the Keeper of the National Register.
4. Attached is a memo to Council in response to questions about demolition permit review. Also
attached is a follow-up hotline question and staff response.
5. Attached is a letter from Dan Corson, our CLG liaison, regarding the Historic Preservation Fund.
6. Attached is the letter to our CLG coordinator with an attached resolution passed by Council renewing
our commitment to be the reviewing entity for the State income tax credit program in 2000.
7. Attached is the year 2000 CLG grant application. The proposal is to continue the modern
architecture surveys and to provide funding for Board members to attend preservation training.
Depending on the final amount of funding that is approved, the Board can decide on slight revisions
to these priorities.

Dear Board Members:
I am writing to notify you that the nomination for the listing of Grandview Terrace, located in Boulder,
in the National Register of Historic Places was forwarded by Georgianna Contiguglia, State Historic
Preservation Officer, to the keeper of the National Register on December 10, 1999. Based on the
affidavits received in our office, five of the seven private owners within the proposed district have
officially objected to the nomination. As stipulated in Federal regulations 36 CFR Part 60.6 (n), due to
the objection to the listing by majority of the private owners, the nomination is being submitted only
for an official determination of eligibility by the Keeper of the National Register.
The Keeper will make an official determination of eligibility within 45 days of receipt of the
nomination materials. We will inform you of the Keeper's decision when received by our office.

Thanks for the info on Boulder's demolition policies. It would be helpful, in
addition, to have some statistics re the success of these programs. Are such
statistics available?
Staff Response: The following information is intended to supplement the
November 18, 1999 Weekly Information Packet - Information Item : Demolition
Regulations
DEMOLITION PERMITS, Information provide by Ruth McHeyser, Planning
On an annual basis since 1995, the landmarks design review committee has
reviewed 11- 18 demolition permits for buildings over 50 years old. Of these,
10 - 12 were demolished, and 1 - 6 were saved annually. The breakdown is as
follows
1995: 18 reviewed, 12 demolished, 1 moved, 5 saved in place
1996: 15 reviewed, 12 demolished, 3 saved in placed
1997: 11 reviewed, 10 demolished, 1 moved
1998: 14 reviewed, 12 demolished, 2 saved in place
1999: Records have not yet been updated
RESOURCE 2000, Information provided by Mona Newton, BECC
In 1998, BECC received materials from approximately 6 deconstructions and 7
remodels. In 1999, BECC received materials from 16 deconstructions and 7
significant remodels. BECC has distributed 7500 ReSource 2000 brochures,
several hundred copies of the job site recycling guidelines, and mails 800
copies of the ReSource, the BECC newsletter, to all of the contractors
registered in the City of Boulder each quarter. By the end of September, we
had diverted 232.55 tons by weight and 577.86 cubic yards by volume.
GREEN POINTS, Information provide by Mike Weil, Environmental Affairs
The data provided below refers to the number of building permit applicants
that earned part of their required Green Points by selecting the measure 2.2,
"construction debris recycled". 1999 Green Points data is not currently
available. We do not have the ability to track the actual volume of material
recycled through the Green Points program.
In addition to contractors selecting the Green Points measure 2.2
"construction debris recycled." the OEA also developed a handbook for
remodelers that includes information on ReSource 2000, salvaging materials,
and recycling construction and demolition debris. The number of Green Points
Remodeling handbooks we've distributed is also provided. While we have not
been able to quantify how many remodelers take our advice, there is certainly
a lot of interest in "green remodeling".
