• This application calls for the demolition of a non-contributing c.1952
building and in its place the construction of a two-story, 2276 sq. ft.
addition to the south elevation of the contributing Copeland house.
Demolition of a building requires a public hearing per (10.13.14(3)(b) of
the Boulder Revised Code.
• On August 16~'', 2006 the design review committee reviewed preliminary
plans for an addition to the south elevation of the contributing house. At

that meeting the applicant was informed that the proposed demolition
would require the full Board's review.
• The non-contributing house proposed for demolition was constructed
sometime shortly after the main house was moved onto the property in
1952. Because of its relatively recent date of construction, the house was
not inventoried as part of the historic building inventory for the West
Pearl historic district.
• The 1868 Copeland house was moved to its current location from Water
Street in 1952 and survives as one of the five oldest houses in Boulder.
Staff considers it contributing to the West Pearl historic district, that it is
eligible for local landmarking and individual listing in the National
Register of Historic Places.
• Staff considers removal of the 1952 house to not have an adverse effect on
the property or the district as a whole and recommends that the Board
issue a landmark alteration certificate for the project once the following
conditions have been met:
1. That the plate height of the proposed addition be reduced to 3' in height;
2. That the south elevation of the proposed addition (inciuding dormers) be
redesigned;
3. That details regarding windows, doors, roofing materials, and color be
submitted for review and approvai:
4. That all of the above information be submitted to the design review
committee for review and approval.

BACKGROUND:
On August 16~'', the Design Review Committee reviewed preliminary plans for
the rehabilitation of and addition to the house at 500 Pearl Street in the West
Pearl historic district. At that time, the applicant was advised demolition of the
non-contributing building at the south side of the property would be subject
to a public hearing by the Board pursuant to Section 10-13-18 B.R.C. This
application represents the property owner's request to demolish the house and in
its place construct a two-story, 2,276 sq. ft. addition at the south side of the
contributing house.
BUILDING DESCRIPTION:
The two frame buildings at 500 Pearl Street face west onto a small pocket
park and are connected by way of an open breezeway. Archival research
indicates that the 1 1/z story house at the north end of the lot was constructed
about 1878 and moved from its original location at 1508 Water Street in 1952. An
1878 stereo photograph by Ed Tangen shows the Copeland house (probably
under construction) at its original location on a knoll in what was then an
uncultivated field on 15~'' and Water (Canyon) Streets prior to the development of
this part of Boulder. In this view, the house features a cross-gable roof, one over

one, double hung sash, board and batten siding, and a small shed addition at the
rear.
The Copeland house retains the essential form of the 1868 photo with its
cross-gable roof and original fenestration. The existing porch is not in evidence
on the 1868 photograph and while the house survives in relatively good
condition, proper maintenance has been lacking in the recent past. Historic
building inventory forms completed in 1988 and 1995 for the house (prior to the
designation of the West Pearl historic district), incorrectly list the date of
construction as 1920 and identify the building as not individually eligible for
local landmark designation or individual listing in the National Register of
Historic Places.

Constructed in 1952, the simple one-story frame house at the south end of the
property can be best described as proto-ranch in form with its rectangular
footprint, low pitch side gable roof, and distinct lack of architectural detail. Like
the Copeland house, this building is in relatively good condition, but has not
been well maintained over the years.

ANALYSIS OF HISTORIC SIGNIFICANCE:
A native of Dexter, Maine, Samuel Copeland (b. 1819) constructed the
house at the corner of 15~'' and Water Streets after arriving in Boulder in 1860 in
search of gold. In 1862, Copeland married Ellen Barnard in Saginaw, Michigan
and the same year brought her back to Boulder. Copeland is credited with
having started the first sawmill in Boulder County while working as a merchant
and mining for some gold. The property was in possession of the Copelands
until 1944 when it was sold to Ray Collins and soon after to Ralph Joyce who
operated Joyce's Supermarket just north of the property (now the Liquor Mart).
In 1952, intending to expand his store, Joyce sold the building to Dean
Horton who contracted with the Duffy Transfer Company to move the house to
its current location on Pearl Street.
As has been mentioned, the 1988 and 1995 historic building surveys (see
Attachment A- undertaken prior to the 1996 designation of the West Pearl historic
district) misidentify the Copeland house as having been constructed in 1920
when its date of construction is actually c.1868. This date of construction puts it
among the five oldest surviving buildings in the City of Boulder. Despite
moderate alterations to the house, it survives with a high degree of integrity and
is eligible for listing in the National Register of Historic Places and as a local
landmark. As such, staff recommends that the house be considered contributing
to the West Pearl historic district as defined in the Gerieral Design Guidelines.

The 1952 proto-ranch house adjoining the Copeland house is not
architecturally notable and out of the defined period of significance for the West
Pearl historic district. For these reasons staff considers that it does not contribute
to the historic character of the district. It is staff's estimation that its removal
would not constitute an "adverse effect" to the special historic, architectural,
aesthetic character of the district (Section 10-13-18 (b)(2)).
REQUEST FOR NEW CONSTRUCTION:
Plans call for the Copeland house to be rehabilitated to a state close to that
of the 1920s (see figt~re 4). The exterior rehabilitation is shown to include the
recreation of the porch and portico on the west face and raising the house onto a
stone facec ~~undation to more closely approach the height and proportion of
the buildir: _ ~rior to the 1952 move to Pearl Street.

In place of the existing c. 1952 building, the applicant proposes the
construction of a 2276 sq. ft. two-story addition at the south elevation of the
Copeland house. Elevations show the proposed addition (approximately 2'
higher than the Copeland house) to connect to the south elevation of the main
house by way of a lower connector and to feature gable dormers on the west
elevation. An entrance to the north bay of the addition on the west elevation is
shown to be accessed by way of a small porch. The south unit on the proposed
addition is shown to be entered through a small enclosed, shed roof portico. The

THE BOARD'S DECISION
The Historic Preservation Ordinance specifies that a Landmark
Alteration Permit may not be approved by the Board or City Council unless it
meets the conditions specified in Section 10-13-18 B.R.C. Specifically:
(a) The landmarks board and the city council shall not approve an
application for a landmark alteration certificate unless each such agency
finds that the proposed work is consistent with the purposes of this
chapter.
(b) Neither the landmarks board nor the city council shall approve a
landmark alteration certificate unless it meets the following conditions:
(1) The proposed work preserves, enhances, or restores and does not
damage or destroy the exterior architectural features of the landmark or
the subject property within an historic district;
(2) The proposed work does not adversely affect the special character or
special historical, architectural, or aesthetic interest or value of the
landmark and its site or the district;
(3) The architectural style, arrangement, texture, color, arrangement of
color, and materials used on existing and proposed structures are
compatible with the character of the existing landmark and its site or the
historic district; and

(4) With respect to a proposal to demolish a building in an historic district, the
proposed new construction to replace the building meets the requirements oE

STAFF RECOMMENDATION:
Given its 1952 date of construction and lack of architectural significance
staff is of the opinion the removal of the proto-ranch house will not have an
adverse effect on the property or the historic district as a whole. In terms of
siting, mass, and scale the proposed addition is generally consistent with the
General Design Guidelines and West PearI Historic District Gttidelines. However,
staff considers that the height of the addition should be reduced by lowering the
plate height to 3' as recommended and that revisions should be made to the
south elevation of the proposed addition to ensure consistency with the design
guidelines and the historic preservation guidelines. To this end, staff
recommends the Board approve the demolition of the 1952 house and approve
the proposed addition as to siting, mass, and scale with the following conditions:

Staff recommends that the Board issue a landmark alteration certificate for the
project once the following conditions have been met:
1. That the plate height of the proposed addition be reduced to 3' in
height;
2. That the south elevation of the proposed addition (including
dormers) be redesigned;
3. That details regarding windows, doors, roofing materials, and
color be submitted for review and approval:
4. That all of the above information be submitted to the design
review committee for review and approval.
Provided these conditions are met, staff is of the opinion that the proposal
will be consistent with Section 10-13-18(a)&(b)(1-4) of the historic preservation
ordinance.

With the conditions outlined in the staff recommendation, the request for a
landmark alteration certificate to remove the 1952 building, to rehabilitate and
add to the contributing Copeland house all at 500 Pearl Street, will be compatible
with the Historic Preservation Ordinance, in that:
1. The proposed work will not damage or destro}' exterior
architectural features of the subject property within an historic
district.
2. The proposed work will not adversely affect the special character
or special historical, architectural, or aesthetic interest or ~~alue of
the landmark and its site or the district;
3. The architectural style, arrangement, texture, color, anangement of
color, and materials used are compatible with the character of the
existing landmark and its site or the historic district.
4. The request is generally consistent with adopted design guidelines
from the General Desig~r Guideiilles, including Sections 3.1, 3.4, 3.5,
3.7,3.8,4.3,4.4,&4.5.

The house at 1506 Water, known
by long-time residents of Boulder'
as the Copeland home, was moved

Fifth and Pearl. Moving was in
charge of the Duffy Transfer and
Moving Co. of Denver to whom
