STAFF RECOMMENDATION:
Staff recommends that the Landmarks Preservation Advisory Board recommend to City
Council that the designation of the house and a portion of the site at 1802 Canyon
Boulevard, to be named the Montgomery-Calabrese House, conforms with Sections 10-
13-1 and 10-13-3 of the Boulder Revised Code and that it adopt the staff inemorandum as
findings.

SUMMARY:
• The purpose of this item is for the Board to determine whether the proposed
designation of 1802 Canyon Boulevard conforms with the purposes and standards of
Sections 10-13-1 Legislative Intent and 10-13-3 City Council May designate Landmarks and
Historic Districts of the Boulder Revised Code (BRC).
• The c. 1895 house at 1802 Canyon Boulevard survives as an excelient example of
vernacular masonry construction with late Italianate decorative elements and meets
the criteria for historical, architectural, and environmental significance.
• Through the site review process, the applicant agreed to file a landmarking
application and move the structure to accommodate construction of 4 dwelling units
on the property. The site review has been approved, and the applicant has approved
building permits for all proposed units on the property.
• Staff recommends that the Board find that the designation of the house at 1802
Canyon Boulevard conforms with Sections 10-13-1 and 10-13-3 of the Bouider
Revised Code and recommend to City Council the approval of the application for
landmark designation, adopting the staff inemorandum as findings.
THE BOARD'S DECISION:
Section 10-13-5 (c) Public Hearing Before the Landmarks Board, of the historic preservation
ordinance specifies that in their review of an application for local landmark designation.,
"the landmarks board shall determine whether the proposed designation conforms wit11
the purposes and standards in Sections 10-13-1 Legislative Intent, and 10-13-3 City Council
May Designate Landmarks and Historic Districts".
The Board may approve, approve with modifications, or disapprove the application.
Findings must be adopted within 30 days of the hearing date. Should the Board
disapprove the application, the Board must notice City Council of that action within
fourteen days of the hearing date. City Council may call up a decision disapproving a
designation. Should an application be disapproved, the same application may not be
submitted for a period of one year.
If the Board finds that the proposed designation conforms to Sections 10-13-1 and 10-13-
3 of the code, it shall adopt specific findings and conclusions approving or modifying
and approving the application. If the board approves the proposed designation, the
application will be forwarded to City Council (within 90 days) for a public hearing.

DESCRIPTION:
The one-and-a-half story vernacular house at 1802 Canyon Boulevard appears to have
been constructed about 1895, perhaps as part of the reconstruction of the area that took
place following the great flood of 1894. Constructed of brick and cross-gable in form, the
house represents a rare well preserved example of the gabled-L subtype of vernacular
masonry architecture. It features Italianate decorative elements, including the decorative
carved window lintels and stone sills.

A single-story masonry addition to the rear of the building was constructed by 1906 anc~
may have been original to the building, as it appeared to match the original in material>
and detailing, while a shed-roofed frame addition was added to the rear at an unknow~rl
date and likely served as an early garage. Both of these additions have been removed as
part of the move of the building 30' north on the property. The porches were also
dismantled at this time and will be reconstructed during the structure's subsequent
rehabilitation once it is moved and a new foundation is constructed.
Window proportions and design match the L-shaped portion of the building. It features
a north-south gable of similar pitch to the main structure with an inset porch facing to
the west. The porch roof has a shallower pitch. Porch columns on the addition are
simpler than those on the main building and may not be original. A stone column on trte
south end of the porch and a stone bench underneath the porch were likely added
within the past 50 years. A frame addition with a shed roof located at the southernmost
end of the building was likely built sometime before 1931 and originally served as a
garage. Another addition extended that section to the east at an unknown date. These
tc~~o additions were removed prior to the structure's planned move to its new location on
the site.
Additional changes to the original building include the addition of brick supports
beneath the porch columns on the front fa~ade and the covering of the transom windo~~
over the front door.

ANALYSIS OF LANDMARK ELIGIBILITY SIGNIFICANCE FOR DESIGNATION
AS AN INDIVIDUAL LANDMARK UNDER CRITERIA ADOPTED AS
ADMINISTRATIVE POLICY,1975
Staff considers the property at 1802 Canyon to have sufficient signiEicance for
designation as an individual landmark under the criteria for Historical, Architectural
and Environmental significance, adopted by administrative policy in 1975 (see attnchmerit X).
HISTORICAL SIGNIFICANCE:
Summary: The residence at 1802 Canyon Blvd has historical significance under criteria 1, 3,
and 4.
1. Date of Construction: ca. 1895
The one-and-a-half story residence at 1802 Canyon Boulevard was likely constructed in
1895, as evidenced by deed and directory research. This would have followed the flood
of 1894 which destroyed many early buildings in the area.
The single-story masonry addition to the rear of the building was constructed by 1906
and may be original to the building, as it appears to match the original in materials and
detailing. A shed-roofed frame addition was added to the rear at an unknown date and
likely served as an early garage.
2. Association with Historical Persons or Events: None observed
Residents and owners of the property throughout its history are representative of the
working class character of the neighborhood, but are not individually significant at the
local, state or national level (see Attachment X: Directory and Deed Research).

physically separated the north and south sides of the town for several days. The Da~li~
Cantera headline read "Flood in Boulder-The Windows of Heaven Opened and Boulder
was Submerged-Many Lives are in Danger-And Thousands of Dollars worth of Property
Completely Destroyed-Boulder Creek on a Rampage." 1
4. Recognition by Authorities: 1986 Survey by Front Range Research Associates
The Architectural Inventory form completed in 1986 by Front Range Research Associat~es
recognized the building as being in good condition and having minor alterations.
ARCHITECTURAL SIGNIFICANCE:
Summary: The structure at 1802 Canyon Boulevard has architectural significance und er
criteria 1 and 4.
1. Recognized Period or Style: Vernacular Masonry
The house at 1802 Canyon represents an excellent example of the gabled-L subtype ~~f
vernacular masonry architecture. It features limited Italianate elements, including t~le
decorative window lintels and stone sills (see Attachmerzt X: Photos).
Vernacular buildings generally lack ornamentation and architectural details that would
distinguish a specific style. Instead, they are categorized by roof shape and floor plan.
While not as common as the vernacular frame building in Colorado, vernacular masonry
buildings are common enough to warrant a separate discussion in Pearce's A Guide to
Colorado's Historic Architecture and Engineerin~. They are generally composed of
brick, stone, or concrete block. The gabled L subtype features a front gable intersected by
a side gable.
The example at 1802 Canyon is brick. Character-defining features include: low-pitched
intersecting gable roofs; hipped roof porches on the north elevation beneath the front-
facing gable and at the intersection of the front and side gables; four-over-four wood
framed windows with strong vertical proportions and shallow-arched brick lintels;
decorative window lintels and stone sills on select windows on the north and west
elevations; and, the general lack of ornamentation or detailing.

4. Example of the Uncommon: Decorative window lintels
The Italianate inspired shallow-arched brick lintels; decorative window hoods, and stone
sills on select windows on the north and west (street facing) elevations are uncommon
on many of Boulder's simple brick vernacular buildings.

ENVIRONMENTAL SIGNIFICANCE:
Summary: The residence at 1802 Canyon has environmental significance under criteria 3
and 5.
1. Site Characteristics: None observed
2. Compatibility with Site: None observed, the site is being extensively modified as pat
of the redevelopment.
3. Geographic Importance: Prominent corner location
The house at 1802 Canyon is a prominent visual feature on the corner of 18t'' and Canyon
Boulevard, which serves as a one of the major east-west connectors through the city. The
house relates to the surrounding historic buildings and structures within the
Chamberlain Historic District which is located across Canyon Blvd. See below for a
more detailed analysis.

4. Environmental Appropriateness: Located across Canyon Blvd from the Chamberla in
Historic District, and included within the potential Goss Grove historic district, tYie
surroundings of 1802 Canvon complement the structure and retain the historic nature ~~f
the eastern edge of downtown Boulder.
5. Area Integrity: contributing building in a potential historic district
The house at 1802 Canyon contributes to the character of the potential Goss-Grove
historic district. The most recent survey of the area (1998) redrew the potential district
boundaries in order to include the house and the other historic buildings along 18~h
Street, in recognition of their historic value. The potential Goss-Grove local historic
district is environmentally significant because much of the landscape still represents
qualities integral to Boulder's early neighborhoods, including: houses ~~ith similar
setbacks facing front yards with floral plantings and grass, projecting porches, low
fences, sidewalks flanked by tree lawns, alleys and rear outbuildings. Also important is
the North Boulder Farmer's Ditch which flows through the area.
BACKGROUND ON MOVING THE STRUCTURE & THE LANDMARKIN~G
APPLICATION:
On October 6, 2005, the Planning Board approved Site Review LUR2004-00042 in
compliance with all approved plans dated August 29, 2005 with several conditions of
approval. The plans called for moving the historic structure 30 feet north on the
property onto a new foundation no more that 12 inches high. Also included in the
approval was a condition that the owner submit an application for designation as an
individual landmark. Below is a chronology of the review process regarding 1802
Canyon Boulevard:
In January of 2004 the Landmarks design review committee reviewed a demolition
application for the building and referred the application to the Landmarks Board fo2~
a public hearing based on the design review committee's finding of probable cause t~
believe that the building may be eligible for designation as an individual landmark.
The applicant submitted an application for Site Review for 1802 Canyon Boulevard
that included demolition of the c.1895 building on the property with new
construction. As part of the comments in the preliminary review of the proposal Staff
provided comments on the project stated that the extant building was potentially
eligible for local landmark designation.
At its November 4~'', 2004 meeting, the Landmarks Board imposed a stay of
demolition on the property finding it potentially eligible for designation and that thE~
building could be incorporated into the proposed site review project along with

additional residences. The stay would expire on May 1, 2005.
^ On April6t'', 2005 staff received a letter from the applicant indicating that, for legal
reasons, he would not be submitting an application to landmark the building.
^ At the April6~h, 2005 meeting the Board voted unanimously to initiate the process for
landmarking the property as per Section 10-13-3 (BRC)(with no action by the Board
the stay of demolition was due to lapse on May 1, 2005.
^ On June 1, 2005, the Landmarks Preservation Advisory Board made a motion to
continue the application for landmarking with consent of the property owner, for a
period of up to one calendar year to allow for the site review approval process and
house moving to be complete.
^ On October 6, 2005, the Plaruling Board conditionally approved the site plan. One of
the conditions of approval was that prior to applying for a building permit, an
application for designation of the historic house on the property as an individual
landmark be submitted.
• On January 26, 2006, an application for an individual landmark was submitted by the
property owner, Norman Murphy, thereby transferring the application by the
Landmarks Board to the property owner.
^ On February 15, 2006 a Landmark Alteration Certificate was issued to remove the
rear additions, and to re-locate the house.
^ On February 27, 2006, a demolition/moving permit was issued to remove the rear
portions of the house.
^ On Apri14, 2006, a building permit was issued to move the house, and to construct a
new foundation for the relocated house.
^ On May 3~d, 2006 the Landmarks Board continued the landmark designation
application for 1802 Canyon Boulevard for an additional 120 days, contingent upon
written consent from the applicant within 14 days. If written consent was not
received within 14 days, the designation hearing would be held at the June 7, 2006
Landmarks Preservation Advisory Board meeting.
^ On May 15, 2006, staff received a letter from property owner indicating his
agreement with the Board's request for an extension but noting his preference for a
shorter period of time.
^ At the end of June/beginning of July the property owner contacted staff and met with
the Landmarks design review committee with concerns about the condition of the
building as part of the moving process. He specifically wanted to discuss
demolishing the building, which would require his site review approval to be
amended.
^ On August 1, 2006 the property owner wrote a note to staff supporting continuation
to the Landmark's Board September meeting.
• On August 2, 2006 after meeting with on site with staff regarding the delay in the
move of the house, the owner and his house moving contractor submitted a letter

stating the next steps in moving the house and indicated the house would be in its
new location by August 16, 2006, although to date the work has not yet been
completed.
On August 29~'', the house moving contractor stated that the house would be lifted ~~y
September 6, 2006, but first needs to construct an interior brick wythe on the west
wall for stabilization.

NEIGHBORHOOD COMMENT:
At the June 1, 2005 meeting, three attendees, including the property owner and a
representative of Historic Boulder, Inc. spoke in support of the landmark application.
As the structure began to deteriorate during the preparation for moving, 2 residents of
the Goss Grove Neighborhood Association expressed their concern regarding the
condition of the building at the August 2, 2006 Landmarks Board Meeting. Staff has
received several phone calls from neighborhood residents supporting the designation of
the building. One resident called against the designation and felt the building should be
demolished.
STAFF RECOMMENDATION:
Staff considers that the designation of the house conforms with Section 10-
13-1 Legislatiz?e Interit of the Code which states that, "The purpose of this chapter is to
promote the public health, safety, and welfare by protecting, enhancing, and
perpetuating buildings, sites and areas of the city reminiscent of past areas, events, and
persons important in local, state, or national history or providing significant
architectural styles of the past" and to, "foster knowledge of the city's living heritage".
Furthermore, staff considers the house to have, "a special character and historic,
architectural, or aesthetic interest and value" as per Section 10-13-3(a)(1).
Given these considerations, staff recommends that the Board recommend to City Council
that the designation of the house at 1802 Canyon Boulevard conforms with Sections 10-
13-1 and 10-13-3 of the Boulder Revised Code and that it adopt the staff inemorandum as
findings.

Steep fron[ gabled roof. Brick vall surface extends into gables Without a
break. Tall narrow windovs with etone sills and arched stone lintels and
keystones. Second story vindow extends into gable. Tvo, symmetrically-placed
windows on each the first-floor front and side facades. Full-vidth, one-story
porch with shed roof supported by three columns. Addition to rear.
Construction History:
Historical Background:
Little is known of the history of this house. In 1900, James C.
Montgomery, a miner, lived here with three of his children: Mabel, a school
teacher; Walter~ a blacksmith; and Florence, a college student.

SIGNIFICANCE CRITERIA
Individual Landmark
September 1975
On September 6, 1974, the City Council adopted Ordinance #4000 providing procedures
for the designation of Landmarks and Historic Districts in the City of Boulder. The purpose of
the ordinance is the preservation of the Ciry's pemvtted cultural, historic, and architectural
heritage. The Landmarks Board is permitted by the ordinance to adopt rules and regulations as it
deems necessary for its own organization and procedures. The following Significance Criteria
have been adopted by the Board to help evaluate each potential designation in a consistent and
equitable manner.
Historical Significance
The place (building, site, area) should show chazacter, interest or value as part of the
development, heritage, or cultural chazacteristics of the community, state or nation; be the site of
a historic, or prehistoric event that had an effect upon society; or exemplify the cultural, political,
economic, or social heritage of the community.
Date of Construction: This area of consideration places particulaz importance on
the age of the structure.
2. Association with Historical Persons or Events: This association could be national,
state, or local.
3. Distinction in the Development of the Communitv of Boulder. This is most
applicable to an institution (religious, educational, civic, etc) or business structure,
though is some cases residences might qualify. It stresses the importance of
preserving those places which demonstrate the growth during different time spans
in the history of Boulder, in order to maintain an awazeness of our cultural,
economic, social or political heritage.
4. Reco¢nition bv Authorities: If it is recognized by Historic Boulder, Inc. the
Boulder Historical Society, local historians (Bazker, Crossen, Frink, Gladden,
Paddock, Schooland, etc), State Historical Society, The Improvement of Boulder,
Colorado by F.L. Olmsted, or others in published form as having historical
interes[ and value.

Thank you for taking the time to speak with me today conceming the Landmark
application for my property at 1802 Canyon. As I mentioned on the phone, since the stay
was put in place on 1802 Canyon by the Landmarks Board on November 3, 2004, I've
been working diligently with the Goss/Grove Neighborhood Association to develop a
plan that includes the L poRion of the original house per my agreement with the
Landmarks Board of last summer. With significant contribution from the neighbors, I
have created a five unit plan, including the house, which will requite moving the house
approximately ten feet to the North. Brent Wilson, the City's project manager, reviewed
that plan recently at a staff ineeting and we are in the process of putting together final
drawings to be submitted by Friday of this week. As I mentioned we've gone to great
expense to create a plan that includes the house and I'll need the help of the Landmarks
Board to get this plan approved.
With respect to our discussion of placing a landmark designation on the house, I am not
comfortable beginning that process while the Planning Board is determining the ultimate
use of the property. I therefore object to any action the Landmarks Board might take at
this time to Landmark the house at 1802 Canyon. Instead I propose the Landmarks
Board, the Planning Board, and I work together to come up with a procedure that will
ensure a streamfined process that will benefit everyone.

Dear James,
Thanks again for speaking with me today conceming the Landmark designation for house
at 1802 Canyon. As you may recall when we submitted plans for a six unit development
to the City of Boulder last summer, we agreed that a landmark designation, which we
negotiated and clearly spelled out at that time would be a condition of the approval.
Once we received comments from the City staff and the neighborhood association on the
six unit plan we went back to the drawing board and created a four unit plan that called
for the demolition of the existing house. The Neighborhood Association was in
agreement with that plan and we together presented it to the Landmarks Preservation
Board. The Board reviewed our application for the demolition in November, issued a six
month stay and asked us to look at ways to save the house. On that evening the
Landmark Preservation Board also agreed to help us with a reduction in parking if we
would come up with a plan that saved the house.
With those instructions, I, with help fi•om the Goss/ Urove Neighborhood Association,
have created a five unit plan which meets my original agreement with the Landmarks
Preservation Board by retaining the original L portion of the house while moving the
structure closer to Canyon. That plan has been submitted and is awaiting review by the
City's Planning Department (please see attached comments from Brent Wilson, City
Planner, for the timeline).
I continue to oppose the designation of 1802 Canyon as a Landmark until the City of
Boulder's Planning Board has reviewed and approved the site plan I have before them.
Instead may I propose that the Landmark Preservation ~~ard make the Landmark
designation a condition of the approval as we had originally agreed.

Your help is much appreciated. We essentially need two comments from the Landmarks
Committee.
1. The original structure is not overshadowed or dwarfed by the new houses,
they blend well together.
2. Landmarks is in agreement that the reduced parking works significantly better
to minimize the impac[ of the project on the existing house. The original plan,
which met the requirements for parking, contained an underground parking
structure and over twenty spaces. We are asking for a 33% reduction which is
stiil more than one parking space per bedroom.

SUBJECT: Site Review application for 1802 Canyon Boulevard.
The design review committee of the Landmarks Board directed staff to write a
letter commenting on preliminary drawings for the proposed redevelopment of
1802 Canyon. As you know, the Landmarks Board has initiated the designation
of the house as a local landmark as a condition of site review. On June 1~', 2005,
the application for the designation was continued for a period of up to one year,
with the applicant's concurrence. The purpose of the continuance was to allow
the site review process be completed prior to the building being designated.
The design review committee (dre) generally considers the mass and scale of the
proposed development of the property appropriate. However, to the extent
possible, the dre considers that the height of the new construction should be
lowered as much as possible, especially those buildings adjacent to the historic
house (which is to be moved north on the site). Details regarding the fenestration
of the building have not yet been reviewed by the dre.

DEVELOPMENT AGREEMENT
A. This Agreement is entered into this ~ day of ~cc~••, 6~ r , 2005, by
and between Norman E. Murphy, the Owner (the "Owner"), of certain property,
more particularly described as Lots 1 and 2, Block 21, Culver's Subdivision, Ciry
of Boulder, County of Boulder, State of Colorado (the "Property"), and the City of
Boulder, a Colorado municipal sorporation (the "Ciry"). By this Agreement, the
Ciry desires to ensure that all ordinances and regulations of the City of Boulder are
met in order to protect the general public's hea3th, welfare and safety as well as
that of the occupants and users of 1802 Canyon Boulevard (the "Development°).
By this Agreement, required as a condition subsequent to development approval,
by Section 9-4-5, B.R.C 1981, the Owner wishes to obtain and maintain the
approval of the Development.
B. This Agreement is binding upon the Owner and the Owner's heirs, successors-in-
interest and assigns, both jointly and individually. Further, the Owner agrees to
and shall afFirmatively notify any subsequent purchasers from Owner of the
Property described in Paragraph A above of the existence of this Agreement and of
the Development's conditions of approval and the purchaser's potential obligations
hereunder.
C. The Owner shall comply with ail conditions of approval contained in the attached
Exhibit "A" (Pluuung Board Notice of Disposition dated October 6, 2005)
incorporated herein by reference, even if the language in said condition refers to
"the Applicant." ,
D. The Owner shall provide a financial guarantee prior to the issuance of any
temporary or permanent certificate of occupancy or certificate of completion for
the Development, in an amount sufficient to secure the installation or completion of
all items required by the buiiding permit, this approval, and Title 9, B.R.C. 1981.
E. The Owner shall comply with the time limits as noted in Exhibit "A" . The Owner
acknowledges that failure to comply with such time limits will result in the
expiration of the DeveloQment's approval, without further ac[ion on the part of the
City and without any requirement of notice or hearing.
F. The Owner shall defend and hold the City harmless for any and all claims or
damages that may arise from the Owner's actions in connection with the
Development, including but not limited to the construction of any public or private
improvements or the failure to construct same.

G. If the Owner breaches this Agreement in any respect, the City may withhold
approval of all building permits and other development applications requested for
the area within the development until any such breach has been cured. This
remedy is in addition to all other remedies available to the City at law or equity.
H. The terms and covenants of this Agreement are in addition to, and do not
extinguish, unless expressly stated, any other agreements between the parties.
I. If this Agreement is deemed to create an interest in land, this Agreement shall be
enforced, if not sooner completed, during the lives of the undersigned plus twenty
years and three hundred sixty-four days.
J. This Agreement is effective on the date above indicated upon the a~xing of the

CONDITIONS OF APPROVAL
1. The Applicant shall be responsible for ensuring that the development shall be in
compliance with all approved plans dated August 29, 2005 and on file in the City of Boulder
Planning Deparhnent, except as modified by these conditions of approval.
2. Prior to a building permit application, the applicant shall submit, for the review and
approval of Planning and Development Services as part of a technical document review, the
following:
a Detailed engineering drawings for proposed public and private utility systems
meeting the requirements of the City of Boulder Design and Construction
Standazds;
b. A detailed erosion control plan meeting the requirements of the City of Boulder
Design and Construction Standazds;
c. A detailed Final Stormwater Report and Plan meeting the requirements of the City
of Boulder Design and Construction Standards;
d. Detailed landscape including size, quantity, and type of plants existing and
proposed; type and quality of non-living landscaping materials; any site grading
proposed; and any irrigation system proposed, to insure compliance with this
approval and the City's landscaping requirements; and
e. Submit an application for designation of the historic house on the property as an
individual landmark undcr the requirements of Chapter 10-13, "Historic
Preservation," B.R.C. 1981.
3. Prior to a building permit application for each building, theApplicant shall submit, for
the review and approval as part of a tectuucal document review final architectwal plans,
including materials and colors, to insure compliance with the intent of this approval. The
architectural intent shown on the approved plans dated July 8, 2005 provide a conceptual concept
for the arclutechue. Final architectural plans for the non historic portions of the site shall be
submitted for the review and recommendation from the design review committee of the
Landmarks Boazd to the Planning Director. Any portions of the property that designated as an
individual landmazk shall be subject Chapter 10-13, "Historic Preservation," B.R.C. 1981.
4. Prior to eacecuting a development agreement, as required by Section 9-4-5, "Finat
Approval Requirements," B.R.C. 1981, the Applicant shall ~~ibmit a 5na1 site plan as part of a
technical document review. The site plan shall be modified to ensure compliance with this ~
approval and reflect the following:
a. Maximum building floor azea shall not exceed 6,032 square feet.
b. All new homes shall have a minimum &ont porch with a depth of at least 6 feet
and width of 10' (units 2 and 5 must be increased).
c. All parking shali meet city dimension requirements.
d. The community courtyard wall shall extend to property line along 18~' street. The
fence shall not be taller than 42" in height and shall be conshucted as a picket

fence or similar fence within the front yard azeas extended north towards the
Canyon Boulevard right of way.
e. Fenced yards along Canyon shall not be taller than 42" in height and shall be

f. All fences shall be constructed in a location permitted by Section 9-33-6, "Fences
Hedges and Walls," B.R.C. ]981.
g. Alley shall be paved to have a width of 12' and the parking shall be adjacent to
alley.
h. Five pazking spaces shall be provided adjacent to the alley at the south end of the
alley.
i. Street trees along Canyon shall not be removed without approval of the City
Forester. ~
j. Idew units shall be constructed with only two bedrooms on the second
floor and no more than a half bath on the first floor. .
k. All internal fences between units or separating gazdens shall not exceed 42" in
height.

A. Demolition of Existin~ Kitchen Wing
Al] utilities have been disconnecied from 1802 Canyon. The Kitchen wing will be
demolished and any materials that can be reused will be taken away by the Resource
yazd. The rear enuance will be covered by plywood.
Contractor: TBA (possibly Colorado Hauling)
B. Scope of work and orocedure for moving house
Relocate 27' x 35' house at 1802 Canyon approximately 30' to the North of the existing
location. Procedure for lifting the house is to cross steel above main beams to support
the weight of the house. Weight will be determined by hydraulic pressure system gauge.
House will be lifted a few feet above grade to await new foundation. House will be
rolled above the new foundation and set no more than 12" above its original height.
Owner will notify when kitchen addition has been demolished and work can begin.
Contractor: CCI House movers
If inembers of Planning Board or staff are interested in walking through the house I can
arrange for a tour or arrange for the house to be opened at any time.

Thank you for your efforts to keep me informed of the
developments with the Landmark's Board pertaining to
1802 Canyon. We are in a critical stage with the move
of the structure and an extension of the Landmarlting
praess is in order. The house movers have been
praeeding at an intentionally slow pace but within
the next thirty days we will have a much better idea
of how the house has held up through the move.
While I am willing to agree to the Landmark Board's
request for a Nree month e~Rension, I would request
that the board consider a shorter period of perhaps 30
days.
Please let me know if [here are any requestr from the
Board members Por an update on our progress.

I share your concems about the adverse impact the moying process is having on the building; and
it is barely underway. If the5e cracks could be.p{edicteA to be the only ones that will develop ~
during the move, they could be tolerated shvcturally. Boing highly visiblE frorn the outside, they
will require sicill to iepair after the building has been set on the new foundatiQn. And that woqld
be expected. However, I believe t~hey represent only a fiaction of the number"of crapks that will
~ontinue to develop as the work of moving thabuilding continues. -
The number and severity of the cracks indicate that the building has a very low tolerance to
movement. It has been fortunate during its lifetime that it was huilt on stable, well diaining soils;
Otheiwise the wealrn~esses in the savctune wou~d have been dxploited lqng agD,,and it is tikely ~ •
that it tirould tiave been obvious at thestart of your project,that the structure had oudived its ~' '~ I
useful ~ife. I am con~~inced that the stress and da~nage prodnced by the move will be equivalent
to that produced by au.originallypoor foundation: It seems to me that there is a significant, ~
finazicial risk in that a decision could be mad~ at the end of the move that the building suffered
too iauch d~mage to restore, ac which pajnt your pudget has already been spent on thc move.
It ~s true that wit~ good effort and skill by the mover a~id trades foliowing the mave, and wit~
good luck, the building might be safely' moved and placed on a new foiutdation. However, thera
are a number of significant obstacles along 1[he way, For example, [ understand that 1he mover ~ '
has notified you that the main level floor will need to be reato~ed to position the steel support `
fracning and that the steel fra,ming is to be placed pn 16"~centers, etoser than we i~ad hoped. In ..
addition, I understand he has wazued you Wat a wall may be destroyed in the process of makipg
the move; despite his best efforts. ~ , ~
Reinoving the floocis a serious matteY in that it fimctions as a horizontal diaphragm, preventing _ ~
the buildingfrom distorting into a,parallelogam during the move. The fotced distortion will put ~
the masonry under stress, loosening brick joints in randam and wide-spread fashion. It may be ;.
the i~over's experienFe that this distre5s ca~.result in a collapsed wall. _
The closely spaced, 8_' wide, ~cansverse beams create potenti~l instability at the point of ~
tradsferring Load to thc new foundetion. The load fliust be nansferred to narrow (6" maximum
width) masonry pedestals between the beams, many of which cannot be reinforced. The l~eams
will'have'to be removed without Irnocking over those pedestals. On other projects, the builders
have a larger space between the beams to work with making the transition less hazardous.
~ Finally, the lime-based mortar presents a long-term durabiliry pinblem. It is very vulnerable to
moisture; in that the moRaz tums to sand whea weried; Modem joint mpair methods, which are , ~_
'. li&ely,to be needed extensively structurally, are incompatible with tlus old mortar type. Moisture
Vavela through masonry &om either d'uection, inside or dut. The loosened joints will exacerbate
,, that bebaviour. •Efforts to seal the building may tap moisture in the vertical joint between ,•~ ~:" ,

I gr tly appreciate your help with this matter. Here is a brief background of the
project only es it relates to the Landmarks Boazd.
1. I su mitted an appGcation for demolition of the house in the fall of 2004 after
meeting wi the Design Review Committee. Several months of negotiation with the
Goss Grove Neighborhood Association (GGNA), the Design Review Committee and
staff result in sevoral site plan changes. The GGNA appeared with me at the
Landmazk's Board hearing in November 2004 to support the demolition. Oniy one
member of e pu6lic spoke out in favoz of keeping the hotiue yet I agreed to try to
incorporate t into the new plan and the Landmarks Boazd issued a six-month stay of
demolition.
2. At e end of six months I was sti]I embroiled in site plan changes and reviews by
City Staff. e Board voted to begin their own Landmark proceedings at a public
heazing wh e only two members of the public spoke in favor. 3 asked them to delay thc
proceedings since I had not yet been before Planning Board. 1'hey ageed to a one-yeaz
extension o their Landmazk action and mendonecl that they wanted me to fi-e the
Landmazk a lication.
3. Ov a yeaz and a half of submittals and reviews by the city whh comments from
three diffa t p~lanners resulted in a sile plaa that was uftimately approved by Planning
Board on th 6 of October. At that meeting there was unanimous concem over the
eacisting ho e and whether or not it should be a part of the site plan. One Planning
Boazd mem er even went as far as telling the Chaixman of the Landmark's Boazd that
essentiatly e Landmarks Board was forcing me to build a museum." His commenu
resulted in e d'uecdve listed in the disposition of asking me to work with the
Landmazk's Board to rotate the house. The Board recognized that I had been through a
very rime suming difticult process and did not want to delay the project.
4. I w given a Landroazk Alteration CeRificate iri the Spring of 2006. I
demolished e Kitchen wing of the old house and at that time was told the mortar and
brick came ari too easily. The contra~tor made me aware that moving the house would
be a major c ncern.

5. Onc~ the house mover began the process of preparing the house for the move by
removing tl~e foundation and placing steel beams in betweEn each floor joist, he noticed
the house wps coming apart too easily with mejor crack systems forming an the exterior
walls. I ask~d a structural enginoer to loak at it and he wrote a report expressing major
concern ove~r weather the house would survive the move.
6. 3n J~ly, 2006 I asked members of staff and members of the Plazuung Boazd to
meet with u~y house mover, CCI, a very reputable firm that moved the Boulder Depot,
the structur engineer, my contractor and a member of the GGNA. At that meeting we
were told b the Chairman that he was not pleased and not likely to change his mind on
the house. e cven went as far as saying he would like to consider a new site plan with
the house reYnaining in iu current location. He did not believe the commeats of the house
mover not tt'e coavnents of the structural engineer and his desire for a new site plan
would resu11 in Chapter l 1. He was fuqy awarc that the power to delay is the power to
destroy a pr~ject.
7. To d~te CCI is not moving forward out of a fear that extensive damage will occw
if the move ~ontinues and the Landmark's Board nor staff will not give us an answa on
what will ~pen if eactensive damage occurs. Brent Bean has weighed in on the
Planning D aztmenu position and I've attached a copy of his omail.

Re: Strategy to complete move at1802 Canyon Boulevard, Boulder
CCI House and Building Movers employing the help of Ryberg House Movers will use
the following techniques to secure the house at 1802 Canyon and prevent further damage
during its move to the Northwest comer of the lot.
1. Run Cable azound the house over 2x6 strips of wood at the corners (use of angle
iron has a tendency to damage corners, whereas wood cushions the house from
the tension of the cable)
2. Reset brick that has dislodged.
3. Where appropriate shim and stabilize exterior and interior walls.
4. Remove floor joists on first ftoor.
5. Excavate Ihe eaRh under first floor.
6. Run cross steel be[ween North wall and South wall of the West wing.
7. Lift house.
8. Move house once foundation is in place.
Timeline:
CCI House and Building Movers will have the house iiiied by August 16, 2006 at which
point the foundation work will begin.

See attached letter from CCI regarding the move of 1802 Canyon. When I met with Norm, Bob, and Brent on
Tuesday I indicated that once we had received written notification that Norm would like the landmarking of the
building to be heard by the Board on September 6th and details and a timeline regarding the move from CCI, we
would release sign off on the building permit for the redevelopment of the property. We have now received both
of these items, so am signing off on the permit set of plans. However, we will require details regarding the
rehabilitation of the house prior to issuing an landmark alteration certificate for that work.

There is no stay-of-demolition to lift. As there is a pending application to Landmark the property, an application to
demoiish the house would need to be reviewed as a landmark alteration certificate in a public hearing by the full
Landmarks Board. Such an application would need to be completed and submitted 20 days prior to the public
hearing as required by ordinance. The next meeting you could get on the agenda for is October 3rd with an
application deadtine of September 14th. As you know, the Board will consider the Landmark application for the
house September 5th. Staff is recommending that the Board recommend to the City Council be landmarked. If
the Board chooses not to Landmark the building, a landmark alteration certificate will not be necessary.
Please update as to the status of the moving of the house which was to be completed by August t6th.

I spoke with Cindy Pieropan about trying to capture
some of the nearly $90,000 going towards the
affordable allocation and she said an off site
permanently affordable unit would have to be a singie
family residence within Boulder and ot course this
wouid not save us anything. Further, she said there
is no provision within the ordnance for exceptions to
projects that involve an historic component. Unless
you have other information, I must assume her answer
is final.
As to the decision to pursue lifting the stay of
demolition, I need to know what steps to take. I
would prefer the Board take action as soon as possibie
on this issue, perhaps the hearing in September would
be the time. Since we have already been tfirough a
hearing for demolition, in 2004, and a six month stay
plus all the delays, I assume that if the Board
decides not to pursue Landmarking, the stay would be
lifted.

Just had a long conversation with Doyle. He gave me his word that he would have the house lifted by
Wednesday, September 6th, but first needs to construct an interior wythe of brick on the west wall. I also spoke
with Ernie Ryberg who said he was waiting for poyle to call him regarding assistance with the move. Doyie is
calling him today to arrange that Ernie be on-site for the lift. Both indicated that they believe the house can be
moved without catastrophic tailure, provided the west wall is reinforced. Doyle does seem serious now about
getting cracking on the project. I will call him on Friday for a progress update.

The City of 8oulder LandmarKS Preservation Advisory Board finds tnat adoption
or guidelines for the official landmark names of structures and sites designatea
by the City Council as City of Boulder Landmarks will provide cons~stency in
meeting the historic preservation goals as set forth in the Historic Preservation
Code (10-31-1 and 10-13-3).
Criteria for Selection of Official Landmark Names:
1. The official landmark name of the site or structure should be based on one
or more of the following criteria:
A. Original owners, architect or builder;
B. Historically significant persons or prominent long term residents;
C. A commonly accepted name;
D. Original or later events or use;
E. Unusual or architectural characteristic which clearly identifies the
landmark; and '
F. The contributions of both men and women.
2. Owners requesting landmark designation for their buildings may be
