CALL TO ORDER The roll having been called, Chair T. Plass declared a quorum at 6:03 p.m. and the following business was conducted: 2. APPROVAL OF MINUTES FROM THE AUGUST 2, 2006 LANDMARKS PRESERVATION ADVISORY BOARD MEETINGS On a motion by L. Rucker, seconded by T. Plass, the Landmazks Preservation Advisory Boazd approved (5-0) the minutes of the July 5, 2006 board meeting. 3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA There was no public participation 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING Staff gave an update on the following landmazk alteration and demolition applications issued and pending: 3805 North Broadway, expires October 10`h, 2006 563 Arapahoe Avenue, expires October 10`", 2006 2958 6`h Street, expires September 25`~, 2006 5. ACTION ITEMS A. Public hearing and consideration of an application to designate the property located at 1802 Canyon Blvd. as a local landmark as per Section 10-13-5(c) of the Boulder Revised Code,1981(HIS2005-00081). Applicant: Landmarks Board Owner: Norman Murphy Board members were asked to reveal any ex-parte contacts they may have had on this item. N. Kornblum, L. May and T. Plass visited the site and reviewed the project at Design Review Committee meetings. L. Rucker visited the site. K. Watson visited the site and had a conversation with Norm Murphy. Applicant's Presentation Norman Murphy, 2025 18`~ Street, stated his concerns as expressed in his letter. Public Hearing No one from public addressed the boazd. Motion On a motion made by L. Rucker, seconded by L. May, the Landmarks Preservation Advisory Board recommended (4-1, N. Kornblum opposed) that City Council designate the house at 1802 Canyon Boulevud (ffi52005-00081) as a local landmark and naming it Montgomery-Calabrese House, adopting the staff inemorandum dated September 6, 2006 as findings of fact. B. Public hearing and consideration of a demolition permit application for a non- landmarked building over 50 years in age at 1210 Jay Street, as per Section 10-13-23 of the Boulder Revised Code (HIS2006-00192). Applicant: Michael Kaplan Board members were asked to reveal any ex-parte contacts they may have had on this item. L. May and K. Watson visited the site and reviewed the project at a Design Review Committee meeting. T. Plass visited the site. Applicant's Presentation Michael Kaplan, 1210 Jay Street, presented the case to the board. Public Hearing No one from public addressed the board. Motion On a motion made by N. Kornblum, seconded by L. Rucker, the Landmazks Preservation Advisory Board issued (5-0) a demolition pernvt for the house and gazage located at 1210 Jay Street (HIS2006-00192), adopting the staff inemorandum dated September 6, 2006 as findings of fact, subject to the following conditions of approval: Issuance of the demolition permit for 1210 Jay Street is appropriate based on the criteria set forth in section 10-13-23(g) B.R.C, in that the building: a. Is not eligible for individua] landmazk designation; b. The building does not contribute to the chazacter of the neighborhood as an intact representative of the area's past; The boazd further recommended that the demolition be conditioned upon submittal of the following to the Planning Depar[men[ for archiving with Carnegie Library: 1. A detailed scaled site plan showing the location of all existing improvemen[s on the subject property; 2. Black and white archival quality photographs of all exterior elevations of [he house and garage. C. Public hearing and consideration of a Iandmark alteration certi6cate to demolish a contributing garage and in its place construct a new 620 sq. ft. two-car garage and studio building at 2529 6th Street in the Mapleton Hill Historic District (ffiS2006- 00169). Applicant: Scott Coburn This item was postponed. D. Public hearing and consideration of a landmark alteration certificate to demolish a non- contributing house and to rehabilitate and construct a side facing addition to a contributing c.1868 Copeland house located at 500 Pearl Street in the West Pearl historic district (HIS2006-00195). Applicant: Telemark Homes, LLC Board members were asked to reveal any ex-pane contacts they may have had on this item. L. May and K. Watson visited the site and reviewed the project at a Design Review Committee meeting. T. Plass visited the site. Applicant's Presentation CJ Davis, 3160 6~h Street, gave a presentation to the board. Public Hearing K. Badgett, 200 5`~ St. B, spoke in suppoft of the project. Phil Shull, 497 Peazl Street, spoke in support of the project. Motion On a motion made by L. Rucker, seconded by N. Kornblum, the Landmarks Preservation Advisory Board issued (5-0) a landmark alteration certificate for the project located at 500 Pearl Street (HIS2006-00195), adopting the staff inemorandum dated September 6, 2006 as findings of fact, subject to the following conditions of approval (Note: T. Plass offered a friendly amendment to add condition #3, which was accepted by L. Rucker and N. Kornblum): 1. The south elevation of the proposed addition (including dormers) be redesigned; 2. The details regarding windows, doors, roofing materials, and color be submitted for review and approval; 3. The details of moving and raising will be submitted for approval by staff and 4. All of the above information be submitted to the design review committee for review and approval. 6. MATTERS FROM THE LANDMARKS BOARD, PLANNING DEPARTMENT, AND CITY ATTORNEY a.
