STAFF RECOMMENDATION & FINDINGS: Staff recommends that the Landmarks Board disapprove the application to designate the 700 block of 16t'' Street as a historic district as it considers that such designation would not conform with Section 10-13-3a(2) of the historic preservation ordinance which states that a historic district should possess, "a special character and historic, architectural, or aesthetic interest or value that are united by historic, architectural, or aesthetic characteristics". Given these considerations, staff recommends the Landmarks Preservation Advisory Board adopt the staff inemorandum as findings. STATISTICS: 1. Boundaries: The area including both sides of 16~h Street between 700 and 71616t'' Street, the centerline of Baseline Road, the rear alley centerlines forming its west and east limits, roughly 1.2 acres in size. (See Figure 1.) 2. Zoning: LR-E (Low Density Residential - Established) 3. Applicant: Historic Boulder, Inc. SUMMARY: • The City received an application on June 27, 2006 requesting designation of the properties at 700, 701, 704, 711, and 716 16~'' Street as the 16"' Street Huntington Historic District. (See Attachment AJ (Four of the five property owners (80%) signed a letter to the Landmarks Preservation Advisory Board dated June 19, 2006, in support of the district designation. (See Attachment BJ ~ Memo to the Landmarks Preserva6on Adwsory Board Re: 16'" Street Huntington Landmark DisVict ^ The letter to the Landmarks Board describes the homes as being built and designed in the late 1930s by Glen Huntington, representing a unique grouping of a nationally renowned architecYs work during a historic period in Colorado's and the country's history. Also, the homes are said to represent an important and significant example of the craftsmanship of this period and provide a"historic entrance" to the University Hill area. ^ Staff has met with three of the five property owners to discuss the implications of local historic district designation and answer their questions. • The purpose of this item is for the Board to determine whether the proposed designation of 16"' Street Huntington Historic District conforms with the purposes and standards of Sections 10-13-1 Legislative Intent and 10-13-3 City Council Mny designate Landmarks and Historic Districts of the Boulder Revised Code (BRC). • Staff has found no evidence to suggest that noted Boulder architect Glen Huntington was involved in the design or construction of any of the five buildings proposed for district designation. • Architecturally, the buildings, as a group, do not represent a builder of prominence, particular artistic merit, examples of the uncommon, or recognizable indigenous qualities. ^ Staff does not consider the proposed district boundary to represent a distinct concentration of buildings with a unifying historic theme ~ Staff recommends that the Landmarks Board disapprove the application to designate the 700 block of 16'" Street as a historic district as it considers that such designation would not conform with Section 10-13-3a(2) of the historic preservation ordinance which states that a historic district should possess, "a special character and historic, architectural, or aesthetic interest or value that are united by historic, architectural, or aesthetic characteristics'. • However, preliminary research indicates that the larger contiguous area of the 700 block of 16~h Street may meet the Significance Criteria for District Landmarks. BACKGROUND: On December 5, 2005, a demolition permit application for the house at 704 16~ Street was received by the Planning Department. The Landmarks Design Review Committee reviewed the application on December 7, 2005 and determined that there was "probable cause" that the building at 704 16~h Street may be eligible for designation as an individual landmark. At the March 1, 2006, April 5, 2006, May 3, 2006, and June 7, 2006 LPAB public hearings, staff presented updates on the 704 16th Street stay-of-demolition set to expire on June 15th, 2006. Several neighbors spoke at the hearings on May 3, 2006 and again on June 7, 2006 to voice their support for landmarking the property. A representative of Historic Boulder aiso spoke in support on June 7, 2006. The property owner spoke against landmarking the property. No action was taken by the Board and the stay-of- demolition was allowed to expire on June 15, 2006. On June 15, 2006, a letter to Frank Bruno, City Manager was sent by two of the neighbors, urging the City to promote a public and open process with respect to the proposed remodeling plans for 70416'" Street. (See Attachment CJ On June 19, 2006, LPAB was sent a letter from four of the five property owners, not including the owner of 704 16"' Street, presenting their homes as a potential historic district. A formal application, submitted by Historic Boulder, Inc. was received on June 27, 2006 requesting designation of the properties at 700, 701, 704, 711, and 716 16"' Street as the 16~h Street Huntington Historic District. At the July 5, 2006 LPAB public hearing, a representative of Historic Boulder, Inc., spoke regarding their application for historic district designation of 5 buildings on 16th Street. Staff inet with three of the five property owners and a representative of Historic Boulder, Inc., at a July 17, 2006 public meeting to discuss the application, benefits and responsibilities of historic designation, and the anticipated process, including the public hearing on August 2, 2006. THE BOARD'S DECISION: Section 10-13-5 (c) Public Hearing Before the Landmarks Board, of the historic preservation ordinance specifies that in their review of an application for local landmark designation, "the landmarks board shall determine whether the proposed designation conforms with the purposes and standards in Sections 10-13-1 Legislative Intent, and 10-13-3 City Council May Designate Landmarks and Historic Districts'. The Board may approve, approve with modifications, or disapprove the application. Findings must be adopted within 30 days of the hearing date. Should the Board disapprove the application, the Board must notice City Council of that action within fourteen days of the hearing date. Should an application be disapproved, the same application may not be submitted for a period of one year. If the Board finds that the proposed designation conforms to Sections 10-13-1 and 10-13-3 of the code, it shall adopt specific findings and conclusions approving or modifying and approving the application. If the board approves the proposed designation the application will be forwarded to the City Council (w~ithin 90 days) for a public hearing. DESCRIPTION OF THE PROPOSED HISTORIC DISTRICT: Situated at the southern entrance to University Hill neighborhood, the five properties are located on the east and west sides of the 700 block of 16th Street, just aff Baseline Road. The properties are in the potential University Hill Local Historic District and potential National Register Historic District. As shown on the accompanying map, the proposed 16t" Street Huntington Historic District encompasses both sides of 16~h Street, from 700 16~'' to 716 16t'' Street, the centerline of Baseline Road, the rear alley centerlines forming its west and east limits. HISTORY OF THE PROPOSED HISTORIC DISTRICT: The original University Place Addition to Boulder embraces an area from Sixth through Eighteenth Streets and from College Avenue to Baseline Road (excluding a triangular area which would later become University Park Addition), was laid out and subdivided, and platted in 1890 by the Denver and Boulder Land and Investment Company'. The company purchased 194 acres of land adjoining the city in June 1890 from William Arnett. The land was divided into -,820 lots. The route from the Depot at 14th Street and Water Street (now Canyon) traveled on Walnut to Broadway, up 13th Street to College Avenue, and then up 9th Street to Baseline Road and onto the Chautauqua grounds. The rehirn route went down 10th Street to Aurora, to 14th Street and then to Broadway to Walnut and back to the Depot. In addition, the proximity and steady growth of the University of Colorado attracted residents to the neighborhood, as people moved to the city to work, or study at the growing institution. Early in the neighborhood's history, a building covenant of sorts existed and was written into the buyer's deed agreement by the investment company. It stated that, "no building can be constructed to cost less than $1500 and must be built of brick, store, or a combination of the two."3 In 2005, the 700 and 800 z Simmons, R. Laurie, and Thomas H. The 700 block of 16~'' Street had only a few houses through the late 1920's, with the majority of the homes being built during the 1930's and early 1940's. Contributing to the development of the block were Clyde Woodell Totten and Mary Porter Totten. The Tottens, originally from Oklahoma, spent their summers in Boulder beginning in 1931. The Tottens were associated with all five properties at 700, 701, 70~, 711, and 716 16"' Street and could be considered small scale developers and property managers in the University Hill neighborhood during the period from 1932 through 1943. They purchased land, desigi-ed and built residential structures, and either sold or rented these dwellings on numerous iuts in University Place Addition. SIGNIFICANCE ANALYSIS OF THE PROPOSED HISTOIZIC DISTRICT: The following is an analysis the proposed district's significance relative to the criteria for district landmarks adopted by the Landmarks Board on October 29, 1975. A. Historic Significance: 1. Association with historic persons or events: In 1931, chemistry instructor Clyde Woodell Totten, his wife Mary Porter Totten, and young daughter Tricia spent the summer in Boulder, escaping the heat of Oklahoma during summer break. This initial visit became an annual event and the Tottens began purchasing lots in University Place Addition beginning in June 1932. During 1932 to 1943, their real estate holdings included the lots upon which 700, 701, 704, and 716 16th Street were built and a portion of the lot that eventually became 711 16t'' Street. The Tottens would spend their summers constructing residential structures, the designs for which had been developed during their winters back in Oklahoma. In 1937, the Totten family permanently relocated from Oklahoma to Boulder. The couple could be considered small scale developers and property managers in the University Hill neighborhood. They purchased land, built residential structures, and either sold or rented these dwellings on numerous lots in University Place Addition. The Tottens also constructed and operated a six-unit apartment complex at 1203 17'n Street. The Tottens sold all of their real estate holdings by the end of 1943 and moved to San Diego, California where they continued to acquire, develop, and manage residential properties. While the story of the Totten family is an example of a resourceful couple eking out a decent living during the days of the depression, there is no evidence to suggest that they or any persons associated with the five properties are of local, state, or national historic significance. Several current residents of the properties in the proposed historic district were told their structures had been designed by Glen H. Huntington. However, a review of Huntington's work provided no direct, primary evidence to support this. Interviews with the Totten's two children, Tricia and Porter, confirmed that the structures were not the work of Huntington. Rather, Clyde and Mary Totten designed the buildings, with 700 16~' Street inspired by a home shown in a Sunday Denver Post newspaper feature. 2. Distinction in the development of the community of Boulder: The potential University Hill district is significant as an example of an early to mid 20t'' century S:~PLAN~dataUongrang~I-I[ST1Historic Districts\1(th Stree[ historic district\LPABMemo-August2.2006district.final.doc ~ Memo to the Landmarks Preservation Advisory Board Re: 16`" Street Huntington Landmark District residential development in Boulder, but the development of the five properties in the 700 block of 16t'' Street is limited to the period from 1932 to 1939. 3. Recognition by Authorities: The larger potential University Hill historic district which includes the proposed 16~h Street NLmtington Historic District was first identified as eligible Eor designation, as a local historic district and for listing in the National Register of Historic Places, in 1991 bv professional architectural historians who surveyed the area at that time. In 2001 the area was resurveyed, confirming the areas status as eligible Eor local and National Register designation. A polic~~ encouraging designation of historic districts and a map of existing and potential districts were subsec~uently adopted in the Boulder Valley Comprehensive Plan. The University Hill area has also been mentioned, referenced, and photographed in numerous publications, including but not limited to Denver: Minin~ Camp to Metro~olis by Thomas J. Noel and Stephen J. Leonard, A Look at Botilder by Phyllis Smith, and Boulder: Evolution of a Citv by Sylvia Pettem. According to the initial 1991 inventories and subsequent 2001 updates (see Attachrnent D), 700 16'" Street is individually eligible for listing in the National Register of Historic Places. None of the other four properties was identified as such. 4. Date of Construction: According to assessor card information (see Attachrnent G), the garage/apartment at 704 16t'' Street was built in 1932, 701 16th in 1933, 711 16"' in 1935, and 700 and 716 in 1939. The building permit for 700 16"' was issued in 1938 but the property was not assessed until 1939. In the early 1930's ery few residential dwellings were under construction. For example, just five new homes were built in 1932 and three in 1933. Eleven homes were under construction in 1935. ' By 1938, when 700 16"' Street was under construction, residential building activity wa~ on the upswing, with 40 new homes underway.~ This momentum carried into 1939, when the Boiclder Daili~ Cnrnera reported 54 permits issued for new homes during that year. Architectural Significance: 1. Architectural Identity: Each of the five houses has a unique architectural style, with the properties sharing some similar details. Because 704 16~'' Street was built as a garage/apartment, it is more vernacular and significantly less ornate than the other four houses. 7001b~h Street :~~ ~.~\ R~ _ _ ~ Figt~re 4. 700 16'h Street, 1938 Stylistically, the one and one-half story house can be described as Elizabethan/ jacobean Revival with steeply-pitched rooflines intersected by gables, rounded arched windows and front door, and decorative stone and brickwork. The walls are constructed of a combination of brick types set in a random pattern with stone and brick projecting from or penetrating into the fa~ade. The vertically-oriented windows are divided light, with similarly shaped panes utilized in all glazing. The house is a slightly modified and rotated "L" shape, with a rounded, single-story tower softening the rectangular lines of the footprint. A few brick steps lead up to the modestly-scaled front porch. Two large gables extend toward the street from the main side-gable roof. The variegated tile roof features minimal eaves with limited overhang to protect the decorative half-timbering. 700 16~h Street is individually eligible for listing in the National Register and is considered a contributing resource if University Hill Historic District were designated. The cross-gabled brick structure is rooEed in red tile. The front gable end has a series of round arches, including a round arched entrance to an inset porch. Between the two arched windows on the rront elevation is a round arched platEorm and base and decorative glazed tiles. The south side gable end contains a round arched louvered vent. The simple rectangular design includes a single side gable with overhanging eaves and wood shingle rooEing. The gable ends have wood siding and vents. The exterior walls are built of randomly placed, irregularly shaped stone. The centered, decoratively gabled, two-story entrance baj= clad in stone and wood siding is the dominant feature of the structure. Double-hung windows with have flat arches and stone sills and lintels. 704 16"' Street is not considered individually eligible for listing in the I~latioilal Register and but would be considered a contributing-restorable resource if the University Hill Historic District were designated. 711 16'" Street Figcirc 10. 711 16~" Street, 1935 This house, constructed on a portion of a property at one point owned by the Tottens, was not designed nor built by the couple. Its style is considered Colonial Revival, another popular Colorado style from the early 20"' century. The dominant feature of this brick structure is the projecting front gabled porch, centered on the fa~ade. The classically styled porch has a gabled roof with the curved underside supported by two sets of identical square wooden columns. On either side of the glazed front door are sidelights. Symmetrically placed three-over-one light windows with flat arches and brick sills flank the entrance. 711 16~'' Street is not considered individually eligible for listing in the National Register and but would be considered a contributing resource if the University Hill Historic District were designated. The front gable end has a single round arched, multiple light window. Side elevations also inclt~de round arched windows. The predominate feature of the fa~ade is the unique octagonal entrance bay with corbelled cornice, round arched inset platform, and very tall, narro~~ windows. 716 16~'' Street is not considered individually eligible for listin~~ in the National Register and but would be considered a contributing resource if ~ University Hill Historic District were designated. 2. Architect or Builder of Prominence: Clyde Woodell Totten and his wiEe Mary Porter Totten designed and built 700, 701, 704, and 716 16''' Street. Their only association with 711 16t'' Street was their ownership of a pc~;-tion of the parcel upon which the residence at 711 16"' Street was built. Although the Tottens could be considered successful small scale developers in the University Hill neighborhood, they were not locally, state-wide, or nationally recognized for their expertise. 3. Artistic Merit: While the Tottens were not classically trained architects, they had a knacl: for developing thoughtfully designed and well executed structures. As their daughter Tricia Totten Martin observed, "they (the homes) were built in the day when there were skilled craEtspeople and trades."g The property at 700 16~ Street is considered to "possess high artistic values" according to the 1991 historic survey of the building by Front Range Research Associates (see 8 Tricia Totten Martin, telephone conversations July 25- 26, 2006 S:\PLAN~data\Iongrang~Hl571Hisroric Districts\16th Street historic district\LPABMemo-August2.2006district.final.doc ~~ Fi~ure 13. 716 16~h Street, 2006 Memo to the Landmarks Preservation Advisory Board Re: 16'" Street Huntington Landmark Dislrict Attachment D.) The decorative brick and stonework are described as "exceptional" and the property has been deemed eligible for listing in the National Register of Historic Places. 4. Examples of the Uncommon: On 700 16"' Street, the use of various types and shapes of brick and stone, which are laid in a random, organic pattern, is very unusual and not likely seen on any other building in Boulder. Mary Totten created the unique patterns and instructed the mason in placement of the bricks and stones. Smooth, high-fired brick is set alongside of rough, wire-cut brick. Stones and brick are both recessed into and project from the exterior wall planes. At 704 16"' Street, the stone building is an unusual example of a one and a half story garage in Boulder 5. Indigenous Qualities: The use of native field stone on the two properties at 700 and 704 16'" Street is recognized as being characteristic of buildings in Boulder, although the University Place addition usually required homes to be constructed of brick or stone. B. Environmental Significance: 1. Site Characteristics: Due to the age of the residential development, mature landscaping, containing coniferous and deciduous vegetation, frame the sites. Small stone walls at the back of the properties at 700 and 716 16'h Street are similar to the walls along other sections of the alleys. 2. Compatibility with site: The four houses are in scale with their sites, with fa~ades is in alignment with most of the buildings on the block. 704 16`h Street, originally built as an accessory building containing a garage on the lower level and apartment above, is the obvious exception. 3. Geographic Importance: Sited at the southernmost entrance to the University Hill area at Baseline, the properties provide a"historic entrance' to the neighborhood. SUMMARY OF SIGNIFICANCE In analyzing a historic districYs significance it is critical to consider its historic and architectural significance, historic integrity, and the proposed district boundaries. A historic district should be unified by history, architecture, integrity, and defined by a logical boundary that reflects these factors. The National Park Service's, Bulletin 16A How to Apply the Nntionnl Register Criteria for Evaluntion, describes a historic district as "a significant concentration, linkage, or continuity of sites, buildings, structures, or objects united historically or aesthetically by plan or physical development". Historic Significance: Staff has found no evidence to suggest that noted Boulder architect Glen Huntington was involved in the design or construction of any oE the five buildings proposed for district designation. In fact, primary research indicates that four of the five buildings were designed and built by the Totten family of Oklahoma in the years between 1932 and 1939. The fifth building (711 16~" Street) was constructed in 1935 by another owner. While the story of the design and construction of 700, 701, 704, and 716 is interesting, staff does not consider the Totten's to have local, state, or national significance. Nor does it consider these five buildings to have distinction to the City of Boulder as a whole. While the fact that all of the buildings were constructed during the 1930s may have some significance given the dearth of new construction in the city during that decade, the 700 block of 16'h Street as a whole contains a majority of buildings constructed during the Great Depression years. Architectural Significance: As outlined, each of the five buildings proposed for inclusion in the proposed 16'" Street Huntington historic district has sufficient architectural significance to be considered potentially contributing resources to the larger identified local and National Register University Hill District. Architecturally, the buildings, as a group, do not represent a builder of prominence, particular artistic merit, examples of the uncommon, or recognizable indigenous qualities. Environmental Significance: Staff does not consider the proposed district to represent a". ..distinct section of the city", or one that enhances, ". .. the variety, interest, and sense of the idenrity of the community. ..", as defined in the criteria for Environmental Significance. Typically, districts in Boulder have been drawn to include a larger area rather than carving out particular buildings in an area without there being strong justification for such a district. Staff considers that the five buildings presented for designation do not constitute a distinct section of the city. Bulletin 16A How to Apply the National Register Criteria for Evaluation, specifies that a historic district should represent, "a significant concentration, linkage, or continuity of sites, buildings, structures, or objects united historically or aesthetically by plan or physical development." For the reasons outlined above, staff does not consider the proposed district boundary to represent a distinct concentration of buildings with a unifying historic theme. However, preliminary research indicates that the larger contiguous area of the 700 block of 16'h Street may meet the Significance Criteria for District Landmarks. DISTRICT SPECIFIC DESIGN GUIDELINES: Because staff does not consider the five building area presented as eligible for designation as a District Landmark, staff has not developed district specific guidelines. PUBLIC PROCESS The public process followed is consistent with the currently proposed changes to the historic preservation code. These changes have included one neighborhood meeting. A survey gauging owner support was not taken given that four of the five property owners signed a petition for designation, with the fifth voicing opposition to its creation. THE BOARD'S DECISION: Section 10-13-5 (c) Public Hearing Before the Landmarks Board, of the historic preservation ordinance specifies that in their review of an application for local historic district designation, "the landmarks board shall determine whether the proposed designation conforms with the purposes and standards in Sections 10-13-1 Legislative Intent, and 10-13-3 City Council May Designate Landmarks and Historic Districts". The Board may approve, approve with modifications, or disapprove the application. Findings must be adopted within 30 days of the hearing date. Neighbors also have complained that Lau's plan violates the city's "set-back" requirements, and say they're considering legal actwn to stop it. But Lau said he plans to submit a final version that conforms with all aty codes. lau sa~d he's not surprised at the resislance he's encountered from neighbors. For the past 70 years, he said, the empty lot on the front of his propeAy has served as a kind of unofficial park for people on 16th Street. "Now that there's going to be a neighbor, there's going to be construction noise. This park for them is going to disappear, and iPs very upsetting to them," he said "i can understand where they're coming from, and if I were in the same situation, I would do as much as I can to stop people f~om blowing up my park" Lau said he reached a compromise with the aty that preserves the historic value of the existing building while allowing him to build a house in front of it. His plans call for an attachment that will connect the apartment to the new house. That attacnment will change only about 20 percent of the front of the historic apartment, he said. "What I'm trying to do is preserve the (historic) value as best 1 can and at the same time derive some economic usage out of it," Lau said. It is ouc understanding that Mx. Lau submitted for a permit, case number HIS2005-00245 requesting to enclose che front wall which in tum triggered a demohtion revie~~~. Presende we have not been privy to any other planning applicaaon cegacding rhe aforementioned addition. This has created much acvciery to the sunounding neighboxs. Ic is our espe=ience that a vacuum of informauon is o&en filled with negative assumpdons. Specifically we have several azeas of concems; Historical Disttict - We aze m the piocess of fmalizing tiie 16'h Stseet Huntington Histozic District, which t}us house would be a part o£ The architecture in this district is very unique and we aze vigilante in procecting that architectutal feel and sty, le. Besides the bull; requirements as set fozth in che Land Use Code, we want to ensure that Mr. Lau conforms co lustorical landmaxk procedures and protocol with sespect to his p:oposed Pxoject. Bullc Requirements - The lot in quesdon is a severely non-confornzing lot. In actualitr' the lot is approxitnately 40 ft by l?5 ft, or 4,900 ft2 (pec City's website). ~1 conEorming m;n+,,,~n lot size in a LR-E zone is 7,000 ft2. This non-confonning lot size triggers cercain code items as set forth in the Land Use Regu]adons, Chapter 3.5. In addtdon to non-conforming lot size, the existing house does not conform [o set back re9uuements pec the Land Use Code. This agau~ triggets ceztain non-conforming reqwremencs as set Eorch in chc Land Use Code. We aie most concerned that the setbacks conform in such a way to promote continuiry within the neighborhood. ~ The non-confozming tequuemencs also will influence the allowed height. Sine the loc is less than [he min~r„um requirement lot size for LR-E, the building height must be something less than the maximum allowed 35 feec. Complicaang this paracular issue is the grade of the loc. Parking zequuements foi LR-E 'ss one (1) space, but the bulk iequitement foomote tegazding that requuement refers the applicant to secrion 9-33-7 of rhe Iand Lise Code. Since the Property in question is a rental Property, the parking cequirement is based upon the number of rentable rooms. Surmising from the size of the proposed addiaon, there will be more than hvo bedtooms which would requue more than 1 pazking space. The floor area tatio is another concem. Per out understanding, the exisring house is 1000 ft2; the addiuon appears ro be tripling tha[ area. We believe the FAR which is restricted to 0.8:1 has been e~cceeded. '! / Thus, tt is our undetstanding [hat the Land Cse Code is and was created based upon secen guiding pnnciples. (A) Promote coordinated sound development, effective use of land, and high quality site planning considering and complementing the city's unique geographic setting, amenities of view, and open space; (B) Prevent overcrowding of land, overtaxing of public facilities and services, unregulated grovrth, poor quality development, waste and inefficient use of tand, danger and congestion in travel and transportation, and any other use or development that might be detrimental to the stability of the city; (C) Protect and promote public safety, health, and general welfare by providing adequate Iight and air, public uanspor[ation, water and sewage control, police and fire protection, educational and recreational opportunities, and wetlands protection; (D) Encourage innovation in residential development and renewal that meets the growing demand for housing by a greater variety in type and design of dwellings; (E) Preserve the chazacter and stability of neighborhoods and conserve property values by encouraging the most appropriate uses of land within zoning districts; (F) Support and implement the goals of the Boulder Valley Comprehensive Plan; and (G) Provide equal opportunity in housing to the handicapped. Rental Property - Per our understanding, the property in question is currently a rental property. We appreciate that property owners aze allowed to offer their property for rent. What we are concemed with though is that the rental requirements are very restrictive for LR-E zoned areas. We aze most concerned about the intentions of Mr. Lau in this respect. We strongly believe that not enough has been done to ensure that the above guiding principles have been upheld as well as the historical chazacter and nature of the street. Thus, we feel it is our responsibility as members of this neighborhood to stand up and ask the City to help to ensure that the above principles arc honorcd and respected for all paRies of this matter and that City treats this property as being in the 16`h Street Huntington Historical District which is currently being created. Vb'e further want to rebut some of the allegations set forth by Mr. Lau in the Daily Camera front page article dated 15 June 06. Specitically, Mr. Lau represented that the neighbor's are losing an ad-hoc pazk. To the contrary that is not the case. [t is a common argument used by people seeking to develop property, i.e., the park azgument that we have heard time and time again. Mr. Lau's front yard is not viewed nor has it ever been considered a"pazk". In reference to Mr. Lau's comments with regazds to the historical y~ qualities of the house, it is not necessarily our position that the particular house has '`historical" qualities, but rather it has unique architectural qualities that help to foster and encourage a unique neighborh-~od fapade. In addition, we ha~~e taken the i~berty of attacning some pictures of the immediate neighborhood and 704 16'h Street for your reference. So in conclusion: 1. We aze not against development of this general nature but want to ensure any such development in the aforementioned area, foilow landmark procedures and protocol. 2. We respectfully request an open and public forum to allow the immediate neighborhood members to shaze their concerns with Nir. Lau and to hear his concems. 3. We aze most interested in seeking an open and amenable solution to this Project while maintaining the ~ storical character of the neighborhood. 4. We aze most interested ;n ens..-.ng the architectural integrity and continuity of this particular block on 16~h Street. 5. We respectfully request that you direct the appropriate members of the planning department and building department to withhold any issuance and/or authorization of the any building permit and/or demolition permit until such time this Project can be fiarther reviewed and citizen input can be solicited.
