The following are the action minutes of the August 2, 2006 City of Boulder Landmarks
Preservation Advisory Board meeting. A permanent set of these minutes and a tape recording

1. CALL TO ORDER
The roll having been called, Chair T. Plass declared a quorum at 6:07 p.m. and the
following business was conducted:
2. APPROVAL OF NIINUTES FROM THE JULY 5, 2006 LANDMARKS
PRESERVATION ADVISORY BOARD MEETINGS
On a motion by L. Rucker, seconded by N. Komblum, the Landmarks Preservation
Advisory Board approved (5-0) [he minutes of the July 5, 2006 boazd meeting.
3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA
Anne Riley, 256 Briarwood, spoke in support of designating of the properties at 700, 701,
704, 711, & 716 16"' Street as a local historic disuict (Agenda Item Sc).
Joyce Davies, 4475 Laguna Place #207, introduced the new Executive Director of Historic
Boulder Abby Daniels.
Abby Daniels, 1915 Pine Street, spoke about her new position as Executive Director of
Historic Boulder.
Michele Bishop, 1705 Arapahoe Avenue, spoke in support of saving the building located at
1802 Canyon.
Jackie Deane, 1728 Grove, spoke in support of saving the building located at 1802 Canyon.
4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION
APPLICATIONS ISSiJED AND PENDING
J. Hewat said an application to landmark the building at 1802 Canyon has been put on hold
until the building is moved. The developer has been asked to submit plans and a timeline to
staff regazding the move of the building.
Staff gave an update on the following landmark alteration and demolition applications issued
and pending:
3805 North Broadway, expires October 10`h, 2006
563 Arapahoe Avenue, expires October 10`~, 2006
2958 6~h Street, expires September 25`h, 2006
5. ACTION ITEMS
A. Public hearing and consideration of the adoption of Design Guidelines for the
University Place Historic District as administrative regulation of the Landmarks
Preservation Advisory Board.
Public Hearing
Phyllis Klein, 881 14~' Street, spoke in support of approving the guidelines.
Jyotsna Raj, 14~h Street, spoke in support of approving the guidelines.
Ruth Schrock, 860 14~h Street, spoke in support of approving the guidelines.
Motion
On a motion made by L. Rucker, seconded by N. Kornblum, the Landmarks Preservation
Advisory Board adopted (5-0) the Design Guidelines for the University Place Historic Distric[ as
administrative regulation of the Landmarks Preservation Advisory Board.
B. Public hearing and consideration of a recommendation to City Council regarding the
designation of the property located at 70016`~ Street as a local landmark as per Section
10-13-5(c) of the Boulder Revised Code,1981 (HIS2006-00142).

Board members were asked to reveal any ex-pane contacts they may have had on this item.
No ex-parte contacts were noted.
Public Hearing
Carol Stern, 700 16~' Street, spoke in support of landmazking the building only if historic
district is designated.
Alan Stern, 700 16~' Street, spoke in support of landmazking the building only if historic district
is designated.
Gail Gray, on behalf of Historic Boulder Inc., spoke in support of landmarking, regardless of the
historic district outcome.
Motion
NOTE: THIS WAS ACTED ON AFTER SC WAS SUPPORTED BY TI~ BOARD AS
A HISTORIC DISTRICT. On a motion made by N. Kornblum, seconded by L. Rucker, the
Landmazks Preservation Advisory Board Landmarks Boazd recommended (5-0) to City Council
that the building and its site located at 700 16`" Street (HIS2006-00142) be designated as an
individuallandmazk, adopting the August 2, 2006 staff inemorandum detailing the significance
criteria as findings of the boazd.
C. Public hearing and consideration of a recommendation to City Council regarding
designation of the properties at 700, 701, 704, 711, & 71616`" Street as a local historic
district (HIS2006-00147).
Board members were asked to reveal any ex-parte contacts they may have had on this item.
K. Watson had a conversation with A. Stearn on June 8th regarding the purchase of 704 16`"
property. T. Plass reviewed the 704 16~' Street project at a Landmazks Preservation Advisory
Board Design Review Committee meeting and visited the site. L. May visited the 704 16`h Street
property.

Joyce Davies, 4475 Laguna Place #207, representing Historic Boulder Inc., gave a presentation
to the boazd.
Public Hearing
Alan Stern, 700 16°i Street, spoke in support of the historic district.
Carole Stern, 700 16~' Street, spoke in support of the historic district.
Abby Daniels, 1915 Pine Street, representing Historic Boulder, spoke in support of the historic
disuict.
Margie Ripmaster, 716 16`" Street, spoke in support of the historic district.
Joel Ripmaster, 716 16`~ Street, spoke in support of the historic dish-ict.
Ed Lau, 704 16`" Street, spoke in support of the historic district if the district includes the entire
block of 16`h Street. He did not support the proposed district with just the five homes.
Craig Pinkner, 701 16`~' Street, spoke in support of the historic district if the district includes the
entire block of 16`~ Street.
Gail Grey, Historic Boulder, spoke in support of the historic district.
Aane Riley, 256 Briarwood, spoke in support of the historic district.
Motion
On a motion made by L. Rucker, seconded by L. May, the Landmarks Preservation Advisory
Board recommended (3-2, T. Plass and K, Watson dissented) that City Council designate the
properties at 700, 701, 704, 711, & 716 16'" Street as a local historic district (HIS2006-00147),
with the name of the district to be considered at a later date and adopting the following findings
of the boazd:
1. The designation conforms to section 10-13-3a(2) of the historic preservation ordinance,
which states that a historic district should possess, "a special chazacter and historic,
architectural, or aesthetic interest or value that aze united by historic, architectural, or
aesthetic characteristics".
2. The designation specifically meets the following significance criteria: architect or builder
of prominence, artistic merit, examples of the uncommon, indigenous qualities,
environmental significance, geographic importance and proposed district boundaries.

D. Public hearing and consideration of a landmark alteration certificate to replace the
diamond pane glass and muntins on the front elevation of the contributing building
located at 553 Concord Avenue in the Mapleton Hill Historic District (HIS2006-
00114).
Applicant: Ken Foelske
Board members were asked to reveal any ex-Pane contacts they may have had on this item.

Board Design Review Committee meetings and visited [he site.
Applicant's Presentation
Ken Fcelske, 553 Concord, gave a presentation to the board.
Public Hearing
No one from the public addressed the board.
Motion
On a motion by N. Kornblum, seconded by L. May, the Landmarks Preservation Advisory
Board denied (4-1, K. Watson opposed) a Landmark Alteration Certificate for the application at
553 Concord Avenue (HIS2006-00114), finding that the application was inconsistent with
section 10-13-18(b), "Standards for Landmazk Alteration Certificate Applications" B.R.C., 1981
in that the proposed work would not preserve, enhance, or restore the exterior architectural
features, and [he proposed wark would adversely "effect the special character or special
historical, azchitectural, or aesthetic interest or value of the landmark and its site or the district "
Furthermore, the boazd found the application inconsistent with Section 3.7 "Windows" of the
General Design Guidelines, adopting the remainder of the staff inemorandum dated August 2,
2006 as findings of the board. The board found that the windows aze repairable, and that there
are other means of addressing energy efficiency concerns of this window.
E. Public hearing and consideration of a landmark alteration certificate to rehabilitate
and add a two-story addition to the contributing building located at 1116 Maxwell
Avenue in the Mapleton Hill Historic District HIS2006-00154.
Applicant: Christopher Spiewak
Board members were asked to reveal any ex-pane contacts they may have had on this item.
N. Kornblum and T. Plass visited the site and reviewed this project at a Landmazks
Preservation Advisory Board Design Review Committee meeting. L. May and L. Rucker
visited the site.
Applicant's Presentation

Jud Valeski, 1128 Ma~cwell, spoke in support of the project.

Motion
On a motion by T. Plass, seconded by L. Rucker, the Landmarks Preservation Advisory Board
conditionally approved (5-0) a Landmazk Alteration Certificate for the application at 1116
Maxwell Avenue (HIS2006-00154), adopting the staff inemorandum dated August 2, 2006 as
findings of the board, subject to the following conditions of approval:
1) That the amount of masonry wall area to be dismantled be only that which is
absolutely necessary. During deconstruction the applicant shall seek guidance from
staff and one LPAB design professional regarding the level of deconstruction
required for the north elevation and southwest corner, as well as the middle of the east
elevation;
2) That appropriate techniques for the repair, dismantling, and reconstruction of the
masonry be developed;
3) That the front porch be repaired in place rather than dismantled and reconstructed;
4) That details regarding conditions (1-3 above) in addition to details relating to
windows, doors, roofing, siding material, and color be submitted to the design review
committee for review and approval prior to the issuance of a Landmazk Alteration
Certificate.
5) That variances from the required setbacks be granted by the BOZABA.
6) That the work not include the following: Removal of the chimney's, installation of a
new diamond window on the north (front) gable and removal of the single historic
window on the south end of the west elevation.
6. MATTERS FROM THE LANDMARKS BOARD, PLANNING DEPARTMENT, AND
CITY ATTORNEY
On a motion by T. Plass, seconded by L. May, the Landmazks Preservation Advisory Board
voted (5-0) to schedule Washington School as an agenda item on the September Landmarks
Board agenda.
