The following aze the action minutes of the January 4, 2006 City of Boulder Landmarks
Preservation Advisory Board meeting. A permanent set of these minutes and a tape recording

1. CALL TO ORDER
The roll having been called, Chair T. Plass declared a quorum at 6:02 p.m. and the following
business was conducted:
2. APPROVAL OF NIINUTES FROM THE DECEMBER 7, 2005 LANDMARKS
PRESERVATION ADVISORY BOARD MEETING
On a motion by L. Rucker, seconded by N. Kornblum, the Landmazks Preservation
Advisory Board approved (5-0) the minutes of December 7, 2005 boazd meeting.
3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA
None.
4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION
APPLICATIONS ISSUED AND PENDING
Staff gave an update on the landmark alteration and demolition applications issued and
pending.
5. ACTION ITEMS
A. Public hearing and consideration of a demolition permit application for a non-
landmarked building over 50 years in age (constructed c.1932) at 704161° Street, as per
Section 10-13-23 oF the Boulder Revised Code (HIS2005-00245).

Board members were asked to reveal any ex-pane contacts they may have had on this item.
L. May and T. Plass reviewed this project at a Landmarks Design Review Committee meeting.
Public Hearing
Carol Stern, of 700 16`~ St., spoke in favor of keeping the building.
Motion
On a motion by R. Salance, seconded by L. Rucker, the Landmazks Preservation Advisory
Board approved (5-0) a stay of demolition not exceeding 180 days for a non-landmarked
building over 50 yeazs in age (constructed c. 1932) at 704 16~' Street, adopting the staff
memorandum dated January 4, 2006 as findings of the board.
B. Public hearing and consideration of a Landmark Alteration Certificate for an addition
to the Contributing Howe Mortuary building and the erection of two adjacent free-
standing houses with a combined floor area of approximately 7000 sq. ft. at 2121 11`~
Street in the Mapleton Hill Historic District (HIS2005-00062).

Board members were asked to reveal any ex parte contacts they may have had on this item.
L. Rucker, T. Plass, N. Kornblum and R. Salance Kornblum reviewed this project at various
Landmarks Design Review Committee meetings and site visits. T. Plass had a discussion with
C. Schweiger and email correspondence with B. Fargus.
Public Hearing
S. Woodard, 2734 4`" St., spoke in support of the application.
M. Hansen, of Historic Boulder, 4735 Walnut, spoke in favor of the revised design.
S. Gwozdz, 928 Pine St., spoke in opposition to the proposed design in regards to scale and
mass.
S. Colt, 1026 Spruce St., opposition to the proposed design in regazds to scale and mass.
C. Sanders, of DTJ Design 1881 9`h St. spoke on design issues.
Motion
On a motion by T. Plass, seconded by L. May, the Landmarks Preservation Advisory Boazd
approved (4-1, R. Salance opposed) the request for the demolition and addiUOns to the historic
Howe Mortuary building; the new construction on the site at 2121 11`~ Street (HIS2005-00062),
adopting the staff inemorandum dated January 4, 2006 as findings of the board, with the
following conditions of approval:

That the Board of Zoning Adjustment and Building Appeals (BOZABA) approve the
variance for an east facing porch on Unit #3.
2. The final design of the new construction be reviewed and approved by the Landmazks
Design review committee. The final design should address all final design details
including hardscaping vs. planted areas, window design, front porch enu-ies, as well
as details such as siding, roofing, decorative details, and color.
Friendly amendment by L. Rucker to include roof terrace plan.
Friendly amendment by N. Kornblum to include restoraUon in list of final design details.
The friendly amendments were accepted.
