The following are the action minutes of the December 5, 2007 City of Boulder Landmarks
Preservation Advisory Board meeting. A permanent set of these minutes and a tape recording

1. CALL TO ORDER
The roll having been called, Chair T. Plass declared a quorum at 6:03 p.m. and the
following business was conducted.
2. APPROVAL OF MINUTES
On a motion by N. Kornblum, seconded by L. May, the Landmarks Preservation Advisory
Board approved (5-0) the minutes of the November 7, 2007 boazd meeting as amended.
3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA
No members of the public addressed the board.
4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION
APPLICATIONS ISSUED AND PENDING
5653 Baseline Road- Demolition pernuts have been approved for the main house and
accessory buildings; a landmark designation application for the barn has been submitted and
will be reviewed at the Januazy 9, 2008 meeting.
5. ACTION ITEMS
A. Public hearing and consideration of a demolition permit application (HIS2007-
00285) for the demolition of the accessory structure located at S00 Arapahoe
Avenue, pursuant to Section 9-11-23 B.R.C. for non-landmarked buildings over ffty
years old. Applicant/Owner: Chris Maurer and West Arapahoe, LLC
Board members were asked to reveal any ex-parte contacts they may have had on this item.
T. Plass reviewed the case at a Design Review Committee meeting.
L. Podmajersky, K. Watson, and L. May reviewed the case for 800 Arapahoe Avenue at
various Design Review Committee Meetings. All members visited the site on separate occasions.
Applicant's Presentation
Bruce Dierking, 2595 Canyon Boulevard, presented an August 13, 2007 letter to the city stating
that the applicant's consent to the designation of the Barker house is based upon an
understanding that the alley house "would not be found to have material historic significance and
would be eligible for demolition in the future". The letter also stated that Mr. Andreas is
working with Historic Boulder on a Historical Preservation Grant to assist in the rehabilitation of
the Barker house.
Public Hearing
Abby Daniels, 1123 Spruce Street, spoke on behalf of Historic Boulder and stated that that
organization would not take a position on the demolition of the alley house and that their focus
was on the landmark designation of the Bazker house.
Applicant's Rebuttal
None
Motion
On a motion by N. Kornblum, seconded by T. Plass, the Landmarks Preservation Advisory
Board issued (5-0) a demolition permit for the accessory building located at 800 Arapahoe
Avenue, adopting the staff memorandum as findings of the board and conditioned upon submittal
of the following to the Planning Department for archiving with Carnegie Branch Library for
Local History:
1. A detailed, scaled site plan showing the location of all existing improvements on the
subject property;
2. Detailed, scaled drawings of the floor plans and elevations of the exterior of the building
including annotations describing materials, dimensions, and color;
3. Black and white azchival quality photographs of all exterior elevations of the building.
N. Kornblum commented that she agreed with staff that the alley house does not rise to the level
of an individual landmark, but took issue with staff's assumption that changes to the building
compromising its historic significance took place after 1929. She expressed that allowing for the
alley house's demolition represents a good balance between private property rights and
community benefit.
L. Podmajersky made a friendly amendment to strike the second paragraph on page 6 of the
staff memorandum stating that the decision to draw the Bazker house boundary was not based
upon its consideration that the alley house had lost its historic integrity. N. Kornblum and T.
Plass accepted the friendly amendment.
T. Plass stated that he hoped the alley house could be integrated, though expressed his
understanding that if the alley house was to be removed, that the property owner will make a
concerted effort to repair and preserve the Hannah Bazker House.
Bruce Dierking stated for the record that the owners would not object to the landmazk
designation if the demolition permit was approved.

B. Public hearing and consideration of a demolition permit application (HIS2007-00301)
for the demolition of the primary structure located at 819 6 Street, pursuant to Section
9-11-23 B.R.C. for non-landmarked buildings over fifty years old.
At the applicant's request, this item was postponed to the January 9, 2008 board meeting.
