6 - Summary of progress made on the property at 800 Arapahoe Ave which has been initiated as a localMEMORANDUM July 18, 2007 TO: Landmarks Preservation Advisory Board FROM: Susan Richstone, Acting Long Range Planning Manager James Hewat, Preservation Planner Chris Meschuk, Preservation Planner Marcy Cameron, Preservation Intern SUBJECT: Summary of progress made on the property at 800 Arapahoe Avenue which has been initiated as a locally designated Historic Landmark (HIS2006-0027'~, per Section 9-11-3, B.R.C. 1981. PROGRESS: Since the June 6, 2007 LPAB meeting, significant physical progress has been made on the building. The following steps have been completed, as outlined by Bruce Dierking, representative for the owners: Removal of Rear Addition The non-historic, rear, "shed" additions to the house have been removed/ deconstructed, allowing the main house to be much better secured. They were able to save quite a few old bricks, which are now stacked on the site. The work proceeded somewhat slowly due to the contractor taking extra care and having Bob Hunnes of JVA, the structural engineer, back out several tunes to review the work and provide direction. There was a brick wing wall they left in place in the rear because Bob felt it could be providing some structural support to the south wall of the house. Remediation of Haz-Mat Upon completion of that work, a hazardous materials clean-up crew went through the property to remove raccoon excrement and some items left by the transients. I am told the interior is now clean and actually smells pretty good. The owners also retained a animal-control company which is using raccoon traps and other measures to hopefully keep the raccoons out and retrain them about the desirability of this house. With all of the activity at the property, the vagrants have stayed away and there have been no more problems with them recently. ~ Structural Assessment Bob Hunnes was back in the house last week to continue work on his structural assessment. Unfortunately, he was not able to complete his work prior to his scheduled vacation, and he is now out of town for two weeks. Bob promised to complete his assessment as soon as possible upon his return and said that he would be able to provide something in writing to us prior to the August 1 LPAB hearing, although possibly only a day or two before. The owner's representative has been meeting with Historic Boulder regarding options for the house, possible subdivision of the lot, and other interested parties regarding the house. The ownexs held an open house on july 12, 2007 to allow staff, LPAB members, and Historic Boulder members to tour the interior and exterior of the property. The landmarking application is currently set to be heard at the August 1, 2007 LPAB meeting. Due to scheduling and the cautious deconstruction of the rear additions, the structural analysis will not be available prior to the August 1, 2007 hearing. Staff believes that this report and any additional information regarding the condition/rehabilitation of the building will be important to the analysis and recommendation regarding the landmark application. The owners have xequested that the application be continued to allow for the completion of the structural report, and to allow for all parties to have adequate tune to review it. Historic Boulder supports the extension. See Attachment A for a copy of the letters. Staff supports the extension request, and recommends that the board make a motion to extend the application, with the owners support.
