CALL TO ORDER The roll having been called, Chairperson R. Salance declared a quorum, at 6:05 p.m. and the following business was conducted: 2. APPROVAL OF MINUTES The board approved the minutes of the August 6, 2003 meeting, as amended. 3. REPORT ON LANDMARK ALTERATION AND DEMOLITION PERMITS ISSUED AND PENDING. There were no comments. 4. Public hearing and consideration of a demolition permit application for the structure located at 1719 Mapleton Avenue, pursuant to Section 10-13-23 for buildings over fifty years. Owner: Chris Doran. (Continued from August 6, 2003 meeting) Board ineinbers were asked to reveal any ex parte contacts they may have had on this item. L. Rucker, L. Egger and R. Salance visited the site. Public Hearing Scott and Susan Allman, 1720 Bluff, Boulder, spoke in opposition. Findings The building proposed for demolition at 1719 Mapleton Avenue may have historical significance based on the following findings: 1. The building may be eligible for individual landmark designation in that: a) the building is a relatively unaltered example of working-class, vernacular wood- frame houses found in Boulder in the late 19th century; and b) the building is one of the oldest contributing elements of the potential Whittier National Register Historic District. 2. The building contributes to the character of the neighborhood, a potential National Register Historic .District. 3. The condition of the building and the estimated costs of repair are not unreasonable. Motion On a motion by L. Durgin, seconded by R. Salance, the Landmarks Preservation Advisory Board recommended (3-1, L. Egger dissenting, K. Stutsman excused absent) that City Council issue a stay of demolition for the building located at 1719 Mapleton Avenue, for a period not to exceed 180 days from the day the permit application was filed, adopting the staff memorandum with the findings listed above, in order to further explore alternatives for the building. B. Public hearing and consideration of a request to grant a Landmark Alteration Certificate for construction of a rear addition for the property at 445 Pine, within the Mapleton Hill Historic District. Owner: Greg Hansen Board members were asked to reveal any ex-parte contacts they may have had on this item. L. Rucker, L. E,gvc and R. Salance reviewed the plans at a Landmarks Preservation Advisory Board Design Review Committee meeting. Public Hearing Tim Plass, 655 Maxwell, Boulder, spoke in opposition. The proposed rear addition is compatible with the historic Preservation Ordinance, in that it does not damage architectural features of the historic building, does not adversely affect the special character of the district, and is compatible with the character of the district in terms of architectural style and detailing. It also generally conforms to the Mapleton Hill Design Guidelines. 2. The proposed front porch support brackets replace modern building elements that are inappropriate with appropriate ones that are more in keeping with the style of the historic home. 3. The proposed flagstone patio meets the Mapleton Hill Design Guidelines and is appropriate. Motion On a motion by L. Durgin, seconded by L. Egger, the Landmarks Preservation Advisory Board recommended (3-1, L. Rucker dissenting, K. Stutsman excused absent) that City Council approve the request for a Landmark Alteration Certificate for the construction of a rear addition, replacement of the existing front porch support brackets, and the construction of a rear yard flagstone patio, adopting the staff memorandum with the as findings listed above, based upon plans and other materials submitted with this application. Any change Cram the current plans would require a Landmark Alteration Certificate. 6.
