General Updates:
2003 CLG Grant update
The Colo~ado State Historic Preservation Office has awarded the City of Boulder an $11,000 Certified
Local Government (CLG) grant to produce a 10-minute educational video on tustoric preservation in
Boulder, and to print educational brochures.
Proposed legislatioa threatens State Historic Fund
Rep. A1 White and Rep. Ken Chlouber have proposed to submit legislation to the Colorado General
Assembly to divert money from the State Historic Fund to pay for state marketing for tourism. The result
of this legislation would be to dramatically reduce the amount of funding available to local governments
in the form of State Historic Fund grants. Staff is working to draft a letter from the Landmarks Board to
local representatives, encouraging them to oppose this legislation if and when it comes to the General

Floral Park neiPhborhood covenants
On Sunday, March 16`h, staff and Board member Leslie Durgin attended a Floral Park neighborhood
meeting to discuss potential design covenants for tha one-block historic district. The neighbors are in
unanimous agreement to impose covenants on their properties in order to restrict incompatible alterations
and development. These covenants would be legally binding on all property owners, but would not
supercede Landmarks review. The neighborhood has asked the Landmarks Board to consider adopting
design guidelines specific to Floral Pazk, based on the proposed covenants, that can then be incorporated
into the General Design Guidelines. Staff continues to work with the neighborhood to develop draft
design guidelines. Staff anticipates that it will bring a draft before the Board in coming months.
Sunrise Aar~hitheater
Open Space and Mountains Parks staff is close to making a decision on a route for disabled access to
Sunrise Amphitheater on Flagstaff Mountain. OSMP staff is considering two alternative routes: 1) a
single-route alternative originating at the flagpole and accessing the amphitheater from the north; and 2) a
two-route alternative originating at the flagpole, and accessing the amphitheater from both the north and
south sides. Staff encourages the Landmarks Board to consids~r these alternatives, and make a
recommendation to both OSMP staff and the Boulder County Historic Preservation Advisory Board. As
a county landmark, the Boulder County HPAB must review and approve any design prior to constntction.
Historic Preservation Week
Mark your calendars! Historic Preservation Week will be held May 3-11. The theme of this year's
celebration is "Cities, Suburbs, and Countryside: ' A community preservation celebration will be held on
Monday, May S~h, at 6:00 pm at the Chautauqua Community House, at which time we will recognize
Boulder landmarks and historic districts designated over the course of the past year.
Reception for New and OutPoing Board Members
A reception for members of the Landmarks Board, DDAB, BOZABA, and Planning Board will be held
on Friday, April 18~h, from 5:30 to 7:00 pm, at Dolan's University Room, 2319 Arapahoe.
