Citizen Participation foc items not on the agenda. Alise Shineles, PO Box 2798, Bxeckenxidge, CO 80424- Stay at 2747 4`~' St (owner). Appealed to the boaxd to lift the stay of demolition on hex house at 2747 4`h Street, due to the financial stsess it is causing fox hex, and the poar condition of the pxopexty. She feels she has lost hex pxopexty xights. She asked that the Uoard look at the inside of the home. Mx. Salance suggested that she find out if them is an intcxest in cxeating an histoxic district fxom the neighboxs. The board membexs said thcy will kcep hex situation in mind as any action is taken during the stay. However, the Uoard did not 2gxee to lift the stay at this time. Andxew Butcher, 595 Auxoxa- asked the Uoaxd to think hard about what detertnines a district in the Highland NeighUoxhood. In his view, this is the main point that must Ue addxessed. Glenn Smith 2737 4`~' St.- wondexed if this side of 4`h Street would become an histoxic district. Said his opinion is that the house is in very poor shape and is of low qualiry. 2. Repoxt on Landmark Alteration and Demolition Permits Issued and Pending. Thexe were no comments. 3. Review and approval of the minutes of the March 5, 2003 meeting. The minutes wexe appxoved with minox corxections. 4. Public hearing and considexation of a cecommendation to City Council concecning a request for individual landmatk status for the structure and its site at 1625 Pine Stteet. Salance - saw the item at the design revicw committee Staff Presentation Mr. Hedgcock- xeviewed the staff memorandum and showed slides of the ptopexty. Applicant Pxesentation Mr. Guthrie- thanked staf£ Talked about how much history this house has. Showed a model of the house. He showed axtifacts found at the site and shared moxe about the oiiginal owner. He explained his furiue plans fox the pioperty. Ms. Duxtrin axxived. Public Hearing • " No one spoke at the hearing. Board Motion and Discussion Mx. Stutsman and Mx. Salance- expxessed thcix pleasure at designating this structuxe, saying "this is why wc axe on this boaxd." Mr. Ruckex also was very pleased at the owner's enthusiasm and the fascinating history that will be pxescrved with this house. Mx. Ruclcex made a motion that the Landmaxks Boaxd xecommend to City Council that the Uuilding and site located at 1625 Pine Street (as shown in BxhibitA) Ue designated as an individual landmaxk undex the City of Boulder's histoxic pxeseroation code, adopting the staff inemoiandum detailing the significance cxiteria as fmdings of the Bonrd. Ms. Feeer seconded the motion. Vote '1'he Uoard votcd (4-0, Ms. Duxgin excused aUsent) to suppoxt the modon. Motion for Name Ms. ~neex made a motion to recommend that the Uuilding Ue named the "Chauncey Stokes House," based on the "Guidelines fox Names of Landmaxked Structures and Sites" adopted as an administrative regulation in 1989 (see Attachment.F.• Guideline.r for Names of Landmarked Structurer and .Site.r). Those Guidelines also suggest that, at the pxesent ownex's xequcst and expense, a sepaxate plaque cont:tining the statement "Landmaxlc designation applied fox (date) by ownexs (name of owners)" bc made available. Mx. Salance seconded the motion Vote The boaxd voted (4-0, Ms. Duegin excused aUsent) to suppoxt the motion. 5. Public heating and consideration of a recommendation to City Council concerning a request to amend the boundaxies of the individual landmark site for the Holiday Drive-In Maequee at 4789 28`~' Street. Owner: Boulder Housing Pactners Ms. Myers swoxe in those pexsons wishing to spealc to this item. Board membexs wexe aslced to reveal ex-paxte contacts they may havc had on this item. Mx. Salance saw the item at the design xeview committee. Staff Presentation Mx. Hedgcock- gave an overview of the staff inemoxandum and showed slides of thc pxopexty. Applicant Presentation Willa ~ohnson- has been woxking on this project since 1997. Fxplained how the site was designed and what the intent has Ueen fox this sign. She said it will still bc a signatuxe paxt of the site. She said that appxoving hex xequest would pxovide rnoxe fle~cibility fox moving the sign on the site, to a location that w1s more complementary. I-Iowever, the massive concxete foundation in which the sign is laid may Ue quite difficult to move and may be quite cosdy. She cannot guaxantee that funds will be availaUle to movc the sign in the future. Public Hearing No one from the puUlic spoke. Boacd Discussion and Motion Mx. Salance is woxried that the sign will never get moved and will be too oUtrusive in someone's back yaxd. It also will not have the visiUility is desexves. Mx. Ruckex agxees. Howevex, he feels that the only chance of getting the sign a moxe pxominent location will Ue to appxove the application and hope to move it in the futuxe. Ms Duxein xeitetated Mx. Ruckex's opinion. Mx. Holthouser explained the timeline of when the pxopefty will transfex to a new, pxivate owner. He explained stafPs xeasoning fox suppoxting the application. Mx. Stutsman thought the Uoaxd should keep in mind that funding fxom state might not be avaIlable latex and that it would wise to usc money that is availaUle now fox xenovating the sign. Ms. ~eeex made a motion to appxove the application. Ms. Duxein seconded the motion and added that thc boaxd requests that the sign be restoxed and set in a configuxation that respects its histoxic integrlty. Vote The boaxd voted 4-1 (Mr. Salance dissentin~ to suppoxt the motion. 6. Request to grant a Landmark Alteration Cexti£cate for installation of an exterioc condensing unit for the ptoperty at 20 Chautauqua Park, 650 Baseline Road, within the Chautauqua Historic District. Ownex: Alice Crawford Thomas Ms. Myexs swoxe in those pexsons wishing to speak to this item. Boaxd membexs were asked to reveal ex-paxte contacts they may have had on this item. Mx. Ruckex, Ms. Egger. Mr. Salance saw the item at design committee and took a toux on 4-2-03. Staff Presentation Mr. Holthousex characterized the toux earlier that day and xeviewed the staff inemo. I Ie showed slides of the pxopexty. Applicant Ptesentation Ktistin Lewis, 1928 14`h St., axchitect, - explained that since this is one of the laxger cottages, the condenset unit will not Ue very obtrusive. She sees this as an oppoxtunity for the board, because the unit xeally can almost be hidden, and the owner will get xid of the 6 window units now being used. Hex xeseaxch seems to show that the new unit will bc quietex than those in place now, so neighboxs will benefit fcom a quietex envixonment. Public Hearing Bob D'Alessandr.o, dixectox of Chautauqua, , J00 liaseline Rd.- said that this whole issue is new to consider. After caxcfixl considexation, he Uelieves the units will not have a negative unpact. He supports the npplication. As for futuxe approval of similax requcsts, he said it will Ue a case Uy case decision. Boatd Motion and Discussion Mx. Ruckex stated that the toux was good and showed the diffexences in elevation on the pxopexty, 1nd how thc unit could be hidden. He believes it will be less noisy, and the neighboxs will benefit. Mx. Salance is worried about the precedent that would be set Uy approving the xequest. Ms. Duxein suggested that the motion contain vexbiage that says something like "sound is being Leduced and that was a condition for appxoval," so futuxe people will be cleax that they cannot assume approval, as well. Mr. Stutsman knows this is sticky, Uut if we axe xeducing noise then it makes sense and is an impxovement. He will support the xequest. Ms. F.eeex agrees. 'Phis is the ideal situation for an approval. Ms. Duxein made a mopon that due to the unique configutation of Cottage 20, pxoviding xelarive pxivacy for the condensex unit, and with thc expectation that window units will be xemoved as a result of this Landmarlc Altexation Ceirificate, the I andmaxks Boaxd eonditionally appxove the request for installauon of an extexioi condensing unit fox the propexty at 20 Chautauqua Paxk, as shown on the submitted plans as altexnative #4, adopting the staff inemoxandum as findings of the Boaxd, and refexxing the rcquest to the Landmarks design xeview committee fox xeview and appxoval of fmal placement and details. Mx. Ruckex seconded the motion. Mr. Salance thinks this apptoval will Ue seen as pcecedent-setting and could lead to fundamentally changing the chaiacter of Chautauqua visually and auxally. This is not how we should handle such a special paxt of Boulder. Vote The boatd voted to appxovc thc motion 4-1, Mx. Salance dissenung. 7. Public heaxing and consideration of a demolition permit application for the stcucture located at 474 Arapahoe Avenue, pucsuant to Section 10-13-23 for buildings ovec fifty yeaxs. Owner: Steven M. Bcown Ms. Myexs swoxe in those persons wishing to speak to this item. Board membexs wexe asked to xeveal ex-paxte contacts they may havc had on this item. Mr. Salance and Ms. Feecx saw thc item at the design review committee. Staff Presentation Mx. Russell gave a xeview of the staff inemoxandum and showed slides of the pxopexty. Applicant Presentation Steven Bxown, ownex- 474 Axapahoe, agrees with the xecommendadon in the memo and explaincd his attempts at doing something othex than demolishing the structuxe. Public Hearing No one fxom the puUlic spoke about this item. Board Discussion and Motion Board membexs all ngxeed that the house and accessory structure do not meet significance cxiteria for individual landmaxking and would not be considexed contributing to a potential Highland Lawn histoxic district. Ms. Durein made a mouon to approve the demolition application fox the house and accessory stxuctuxe at 474 Axapahoe Avenue, adopting the staff inemoxandum as fmdings of thc boaxd. Mx. Stutsman seconded the motion. Vote The board voted unanimously 5-0 to pass the motion. 8. Mattexs from the City Attorney Thete were no mattexs. 9. Mattexs from the Planning Department - Follow-up on peeservation issues related to Univexsity Hill & genexal improvements to the Historic Preservation program Mx. I-Iolthousex gavc an overoiew of the memo. Ms. Duxein thinks it makes sense to first work on the code language suYxounding designauon of buildings and districts, and considei the code language related to landmailc altexation cettificates at a latex tima She is committed to considering Uoth paxts of the code, but wants to move this paxt foxwaxd first. Mr. Salance ~gxees. Let's go slowly and xationally with what we can inanage. 'Phe staff inemo is a good start. Mx. Ruckex agxees with all four issues listed in the staff inemoxandum. He's not suxe he's willing to take away thixd paxty designation completely, but he wants to look at changing the way the boaxd opexltes on that. Having to xespond to an application within 30-60 days is way too fast. Not having full consent by all pxopexty ownexs is an id~a he might still entextain. He wants to look at the process by which ownexr in an area apply to initiate an histoxic district. Pexhaps we axe missing a chance fox a smallex group of people to designate. I-Ic'd like to undexstnnd Uetter how district boundaries are determined. Ms. Duxein in addition, she'd like to look at timing, notification, the legally of withdrawing an application aftex it has been suUmitted, xental units that axe owned Uy absentee landloxds... Mr. Holthousex we do Uxing things to Planning 13oaxd fox a couxtesy review and they will givc dixection to land use issues that might arise. Ms. Eeeet the fact that districts and individual landmaxks are being teeated with the same section of the code is a point woxth discussing, Uecause they are very diffexent. We would need to diffexendate the codes as to timing, etc, for these two sepaxate types of designation. Mr. Holthouser said he will continue to give the boaxd monthly updates on this topic, and to notify the puUlic. - Preservation Week Mx. Holthousex went ovex the calendax of events. - Update Memo 10. Matters from the Boaed Mx. S1lance gave a handout showing the two latest pxoposed designs for making the Sunxise Amphitheatex handicapped-accessible. 11.
