CALL TO ORDER The roll having been called, Chair T. Plass declazed a quorum at 6:03 p.m. and the following business was conducted: 2. APPROVAL OF NIINUTES FROM THE NOVEMBER 2, 2005 LANDMARKS PRESERVATION ADVISORY BOARD MEETING On a motion by N. Kornblum, seconded by L. Rucker , the Landmarks Preservation Advisory Board approved (5-0) the minutes of November 2, 2005 boazd meeting. 3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA Bill Flinchbaugh, Boulder Jaycees, spoke on the current issues facing the historic Boulder Depot. Phil Shull, 497 Pearl Street, Landmarks Preservation Advisory Board ex-officio member, requested a joint meeting be[ween Landmarks Preservation Advisory Board and Planning Boazd to discuss projects which require review of both boards. 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING 2224-2226 Pearl and 1227 High Street were discussed. 5. ACTION ITEMS A. Public hearing and consideration of a recommendation to City Council regarding desig~ation of the 700 & 800 blocks of 14~ Street as a local historic district to be known as the University Place Historic District (HIS2005-00231). Applicant: Landmarks Preservation Advisory Board Board members were asked to reveal any ex-parte contacts they may have had on this item. No ex-parte contacts were noted. Public Hearing Mary Midkiff, 1350 Cascade, spoke in support of the designation. Joytsna Raj, 863 14`h St, spoke in favor of the designation. George Coffee, 775 14`h St, spoke in favor of designation. Rishi Raj, 863 14`" St, spoke in favor of the designation. Gail Grey, on behalf of Historic Boulder, 4735 Walnut spoke in favor of the designation. Ruth Peterson Colby, 738 14~h St, spoke in opposition of designation. Phyllis Klein, 881 14`b St, spoke in favor of designation. Motion On a motion by T. Plass, seconded by L. Rucker, the Landmarks Preservation Advisory Board recommended (5-0) that City Council designate the 700 & 800 blocks of 14`~' Street, proposed as the University Place Historic District, adopting the staff inemorandum and attachments dated December 7, 2005 as findings of the boazd, as well as the importance of the large concentration of buildings from the 1930's. B. Public hearing and consideration of a recommendation to City Council regarding the designation of the property at 1820 Pearl as a lceally designated Historic Landmark to be known as the Koehler-Sherman House (HIS2005-O11204). ApplicanUOwner: Kate Beeman Board members were asked to reveal any ex pane contacts they may have had on this item. Boazd members received an email from J• Spitzer regarding the project, and a reply by project azchitect Neal Deridder. Public Hearing Neal Deridder, 625 Kaluha, architect for the project, discussed the additions and clarified the dates, and spoke in support of the designation. Gail Grey, representing Historic Boulder, included more history on Mr. George Sherman, and spoke in support of the designation. Motion On a motion by L. Rucker, seconded by R. Salance, the Landmarks Preservation Advisory Boazd recommended (5-0) that City Council designate1820 Peazl Street as an Individual Landmark, adopting the staff inemorandum and attachments dated December 7, 2005 as findings of the boud. C. Public hearing and consideration of a Landmark Alteration CertiFcate for the rehabilitation of the Koehler-Sherman House and construction of three new u-uts on the property at 1820 Pearl Street (HIS2005-00242). Applicant/Owner: Kate Beeman Board members were asked to reveal any ex-pane contacts they may have had on this item. Board members received an email from J• Spitzer regazding the project, and a reply by project architect Neal Deridder. Public Hearing Neal Deridder, 625 Kaluha, architect for the project, discussed the additions and presented visual aids on the proposed additions. Phil Shull, 497 Pearl Street, Planning Boazd Liaison, spoke regazding the Planning Board review and presented the comments and opinion of Planning Board members. As an individual, he generally supported the staff recommendation. Kate Beeman, 1820 Peazl Street, applicant, addressed the purposes and goals of the property. Motion On a motion by L. Rucker, seconded by L. May, the Landmazks Preservation Advisory Board approved (4-1, Salance dissenting) the request for a Landmark Alteration Certificate for the rehabilitation of the Koehler-Sherman House, adopting the staff inemorandum dated December 7, 2005 as findings of the board, and adjacent new construction with the following conditions: 1. That design features regarding the siding and roof materials, decks & porches, decorative detailing, and fenestration (including garage doors) be reviewed and approved by the landmarks design review committee, prior to the issuance of a landmark alteration certificate. 2. That design features regarding the rehabilitation of the Koehler-Sherman House (including masonry and new window specifications and porch restoration), be reviewed and approved by the landmarks design review committee, prior to the issuance of a landmark alteration certificate. 3. That the landmazks design review committee work with planning staff to ensure compliance with the site review conditions. D. Public hearing and consideration of a demolition permit application for a non- landmarked building over 50 years in age, constructed in 1919 and located at 1615 7`~ Street, as per Section 10-13-23 of the Boulder Revised Code (HIS2005-00229). ApplicanUOwner: Peter Olivo Board members were asked to reveal any ex-pane contacts they may have had on this item. T. Plass and L. May reviewed this proposal at design review. 3 Public Hearing Carlo Persichetti, applicant, 600 Pearl St, spoke in opposition of the staff recommendation. Peter Olivo, owner, 1615 7~' Street, spoke in opposition of the staff recommendation. Gail Grey, on behalf of Historic Boulder, spoke in favor of the staff recommendation and offered the services of Historic Boulder. Motion On a motion by N. Kornblum, seconded by R. Salance, the Landmarks Preservation Advisory Board issued a stay of demolition (4-1, Rucker dissenting) up to 180 days finding that the proposed demolition has significance when weighted against the criteria set forth in Section 10- 13-23(g) B.R.C. and the Individual Landmazk Significance Criteria (1975), adopting the staff memorandum dated December 7, 2005 as findings of the boazd. 6.
