APPROVAL OF NIINUTES FROM THE OCTOBER 5, 20115 LANDMARKS PRESERVATION ADVISORY BOARD MEETING On a motion by N. Kornblum, seconded by R. Salance, the Landmazks Preservation Advisory Board approved (4-0) the minutes of October 5, 2005 boazd mee[ing. 3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA S. Balint, 760 9~' St., discussed the Preservation Code Changes. 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING J. Hewat updated the board on matters regarding Landmazk Alteration and Demolition applications. 5. ACTION ITEMS A. Public hearing and consideration of whether to initiate the process of historic district designation for the 700 & S00 blocks of 14th Street, University Place Historic District. Board members were asked to reveal any ex-pane contacts they may have had on this item. None were noted. Public Hearing P. Klein, at 881 14`h St., spoke in favor of designation. T. Goodhew, 2132 Bluebell Ave., representing the Archdiocese of Denver, was hesitant to support the designation. S. Colby, 728 14~' St., spoke in opposition to the designation. M. Costello, 110 33'~ St., spoke in opposition to the designation. G. Gray, 4475 Walnut St., of Historic Boulder, spoke in favor of designation. P. Donahue, 811 14"' St., spoke in favor of designation. T. Aranson, 1350 Cascade Ave., spoke of integrity of staff and in favor of designation. G. Coffee, 775 14`b St., spoke in favor of designation. D. Raduziner, 765 14`~ St., spoke in favor of designation. S. Balance, 760 9`~ St., spoke in favor of designation. G. Lee, 1283 Blackbird Ct., spoke in opposition to the designation. J. Thayer, 0725 14`~ St., spoke in favor of designation. K. Hegger, president of Historic Boulder, spoke in favor of designation. Motion On a motion to make a resolution by N. Komblum, seconded by R. Salance, the Landmarks Preservation Advisory elected (4-0, L. Rucker absent) to initiate the designa[ion of the 700 & 800 blocks of 14th Street, University Place Historic District, adopting the staff inemorandum dated November 2, 2005 as findings of the board. B. Public hearing and consideration of a Landmark Alteration CertiCcate to rehabilitate and construct a second story on the building located at 2530 4th Street in the Mapleton Hill Historic District (HIS2005-00172). As part of the review, the Board will consider whether the building should be recognized as non-contributing or contributing restorable to the district. Applicant/Owner: Christopher Melton. 2 Board members were asked to reveal any ex-parte contacts they may have had on this item. T. Plass, L. May and N. Kornblum reviewed this project at various Landmazks Design Review Committee meetings. Public Hearing C. Melton, 952 Arapahoe Ave., spoke on problems of site. I. Davenport, 2530 4~' St., spoke on issues res[ricting the building. H. Greene, 404 Concord Ave., spoke in favor of the addition. D. Greene, 404 Concord Ave., spoke in favor of the addition. G. Gray, 670 I.ogan Hill Rd., objected to the classification change. Motion On a motion by L. May, seconded by T. Plass, the Landmarks Preservation Advisory (3-1, R. Salance opposed, L. Rucker absent) recognized the building located at 2530 4th Street in the Mapleton Hill Historic District as contributing restorable. The application was withdrawn. C. Public hearing in consideration of the adoption of changes to the historic preservation ordinance, Section 10-13 of the Boulder Revised Code. This item was canceled. 6.
