5B - Adoption of Finding of Facts for the 8.3.05 board approval of the installation of aluminum cladMEMORANDUM September 7w, 2005 TO: Landmarks Preservation Advisory Board FROM: Ruth McHeyser, Director of Long Range Planning Matteo Moore, Historic Preservation Intern James Hewat, Historic Preservation Planner Chris Meschuk, Historic Preservation Planner SUBJECT: Adoption of Findings of Fact for the Landmark Alteration Certificate to install aluminum clad windows on the previously approved new construction at 454 Highland Avenue in the Mapleton Hill Historic District (HIS2005- 00144) This item was heard at the August 3~d, 2005 meeting. STATISTICS: 1. Site: 454 Highland Avenue 2. Historic District: Mapleton Hill 3. Zoning: LR-E (Low Density Residential Established) 4. Applicant: Craig Willert 5. Date of Construction: c.2005. 6. Historic Name(s): N/A 7. Request: Installation of aluminum clad windows. SUMMARY: At the August 3, 2005 meeting, the board voted to approve the installation of aluminum clad windows on the new construction as proposed and continue adoption of findings of fact to their next meeting. In accordance with 10-13-15 (c) of the Boulder Revised Code, written findings and conclusions must be adopted by the board within thirty days of the hearing date unless mutually agreed upon by the board and applicant. The next scheduled Board meeting (September 7~) is thirty-two days from hearing date at which the applicarion was approved. Attached is a letter from the applicant agreeing to a continuation beyond the thirty day period (Attachment A). FINDINGS OF FACT: The decision to approve the instaIlation of aluminum clad windows on the new construction at 454 Highland Avenue is consistent with the purposes and standards of the Historic Preservation Ordinance in that: Although not typically recommended, in this case, the proposed windows are acceptable in terms of dimension, form, detailing, and weathering properties such that they will not adversely affect the special character of the Mapleton Hill District (10-13-18,(b)2, B.R.C). 2. In this case because of the quality of the materials, the proposed windows will comply with section 6.1.1 Distinction from Historic Structures (New Primary Structures) of the General Design Guidelines, adopted by the Landmarks Board as Administrative Regulations, and the Historic Preservation ordinance, Section 10-13-18,(b)3, of the Boulder Revised Code.
