The following aze the action minutes of the September 7, 2005, City of Boulder Landmarks

1. CALL TO ORDER
The roll having been called, Chair T. Plass declazed a quorum at 6:02 p.m. and the following
business was conducted:
2. APPROVAL OF MINUTES FROM THE AUGUST 3, 2005 LANDMARKS
PRESERVATION ADVISORY BOARD MEETING
On a motion by L. Rucker, seconded by N. Kornblum, the Landmarks Preservation Advisory
Boazd approved (5-0) the minutes of August 3, 2005 board meeting.
3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA
14~' Street Designation
David Radizeener and Prentice Donahue of 811 14~' Street, spoke in support of the designation.
Phyllis Klein, 881 14`~ Street, spoke in support of the designation.
Joytsna Raj, of 863 14~h Street, spoke in support of the designation.
Steve Colby, 748 14~' Street, spoke in opposition to the designation.
Candice Klein, spoke in support of the designation.
George Coffee, 775 14`h Street, spoke in support of the designation.
4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION
APPLICATIONS ISSUED AND PENDING
14~" Street Designation: T. Plass discussed the general process of designation. J• Hewat spoke
on timing issues of historic designation. The board expressed interest in designation, and noted
that the Stay of Demolition expires on November 10`~. A. Calonne spoke on RLUPA.
J. Hewat spoke on the structural analysis and condition of the building located at 2224-2226
Pearl Street.
T. Plass spoke on the process of removal of stay of demolition for the property at 517 15`~ Street.
J. Hewat gave an update on 517 15~' Street.
5. ACTION ITEMS
A. Public hearing and consideration of an application to desig~ate the property
located at 210 Arapahoe Avenue as a local landmark as per Section 10-13-5(c)
of the Boulder Revised Code,1981(HIS2005-00169).

Board members were asked to reveal any ex-pane contacts they may have had on this item.
T. Plass, N. Kornblum, R. Salance and L. Rucker reviewed this project at Design Review
Committee meetings.
Public Hearing
No one from the public addressed the boazd.
Motion
On a motion by T. Plass, seconded by L. Rucker, the Landmarks Preservation Advisory Board
postponed (5-0) the application to designate the property located at 210 Arapahoe Avenue as a
local landmazk, not to exceed 120 days.
Staff will provide the board with an update regarding property at 210 Arapahoe Avenue
specifically looking at the building designation vs., property designation.
B. Adoption of Findings of Fact for the 8.3.05 board approval of the installation
of aluminum clad windows on the new construction at 454 Highland Avenue
(HIS2005-0144).
Board members were asked to reveal any ex-parte contacts they may have had on this item.
None noted.
Public Hearing
The public hearing occurred at the August Landmarks Preservation Advisory Board meeting.
Motion
On a motion by T.Plass, seconded by L. Rucker, the Landmazks Preservation Advisory Board
adopted (5-0) the following findings of fact: The decision to approve the installation of
aluminum clad windows on the new construction at 454 Highland Avenue is consistent with the
purposes and standazds of the Historic Preservation Ordinance in that:
1. Although not typically recommended, in this case, the proposed windows are acceptable
in terms of dimension, form, detailing, and weathering properties such that they will not
adversely affect the special character of the Mapleton Hill District (10-13-18,(b)2,
B.R.C).
2. In this case because of the quality of the materials, the proposed windows will comply
with section 6.1.1 Distinction from Historic Structures (New Primary Structures) of the
General Design Guidelines, adopted by [he Landmazks Board as Administrative
Regulations, and the Historic Preservation ordinance, Section 10-13-18,(b)3, of the
Boulder Revised Code.
