The following are the action minutes of the August 3, 2005, city of Boulder Landmazks
Preservation Advisory Boud meeting. A permanent set of these minutes and a tape

1. CALL TO ORDER
The roll having been called, Chair T. Plass declared a quorum at 6:02 p.m. and the
following business was conducted:
2. APPROVAL OF MINUTES FROM THE NLY 6, 2005 LANDMARKS
PRESERVATION ADVISORY BOARD MEETING
On a motion by L. Rucker, seconded by N. Kornblum, the Landmazks
Preservation Advisory Board approved (5-0) the minutes of July 6, 2005 boazd
meeting as amended.
3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA
No one from the public addressed the boazd.
4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION
APPLICATIONS ISSUED AND PENDING
R McHeyser updated the board on issues regazding Landmark Alterations and
Demolition applications.
T. Plass discussed the demolition of the bungalows at 14~h Street.
T. Plass noted that the demolition application for 517 15`h Street was withdrawn by
the applicant.
5. ACTION ITEMS
A. Public hearing and consideration of an application to designate the c. 1904
Grubb house located at 743 9~" Street as a local landmark as per Section 10-13-
5(c) of the Boulder Revised Code (HIS2005-00106).

Public Hearing
No one from the public addressed the board.
Motion
On a motion by L. Rucker, seconded by R Salance, the Landmazks Preservation
Advisory Board recommended (5-0) to City Council that the building and its site
located at 743 9`h Street be designated as an individual landmark under the City of
Boulder's historic preservation code, Sections 10-13-1 Legislative Inteny and 10-
13-3 City Council May Designate Landmarks and Historic Districts", adopting the
staff inemorandum dated August 3, 2005, detailing the significance criteria as
findings of the boazd.
B. Public hearing and consideration of a demolition permit application for a non
landmarked building over 50 years in age constructed in c1900 and located at
2224-2226 Pearl Street, as per Section 10-13-23 of the Boulder Revised Code
(HIS2005-00141).

this item. T. Plass and N. Kornblum reviewed this project at a Design Review
Committee meeting.
Public Hearing
No one from the public addressed the board.
Motion
On a motion by L. Rucker, seconded by R Salance, (friendly amendment by N.
Kornblum to add environmental criteria and accepted by L. Rucker) (friendly
amendment by T. Plass to correct language "up to 180 days" and accepted by L.
Rucker) the Landmarks Preservation Advisory Boazd recommended (5-0) that a
180 day stay of demolition be imposed in order to consider alternatives to the
demolition of the building, adopting the staff inemorandum dated August 3, 2005 as
findings of the board.

C. Public hearing and consideration of a Landmark Alteration Certificate for the
construction of a one-story, two-car 485 sq. ft. garage at 720 Mapleton Avenue
in the Mapleton Hill Historic District (HIS2005-00142).

Motion
On a motion by N. Kornblum, seconded by L. Rucker, the Landmarks
Preservation Advisory Board approved (5-0) the request for a Landmazk Alteration
Certificate for the construction of the proposed gazage at 720 Mapleton Avenue
(HIS2005-00142), adopting the staff inemorandum dated August 3, 2005 as
findings of the boazd.
D. Public hearing and consideration of a Landmark Alteration Certificate to
install aluminum clad windows on the previously approved new construction
at 454 Highland Avenue in the Mapleton Hill Historic District (FIIS2005-
00144).

Board members were asked to reveal any ex parte contacts they may have had on
this item. T. Plass and N. Kornblum reviewed this project at a Design Review
Committee meeting.
Public Hearing
Christine Zompa, 2005 8`h St., spoke in support of the application.
Tom Sweeny, East Kentucky Ave., Denver, gave a presentation to the boazd
regarding the differences between wood windows verses the aluminum clad system.
Gail Gray, representing Historic Boulder, spoke in support of the application.
Motion
On a motion by L. Rucker, seconded by L. May, the Landmarks Preservation
Advisory Board conditionally approved (4-1, R. Salance opposed) the Landmazk
Alteration Certificate for installation of clad windows at the new house at 454
Highland (HIS2005-00144), subject to the final approval of the details by the
Landmarks Design Review Committee. Adoption of findings and conclusions was
continued to a later meeting.
6. MATTERS FROM THE LANDMARKS BOARD, PLANNING
DEPARTMENT, AND CITY ATTORNEY
The following items were discussed:

Motion: On a motion by L. Rucker, seconded by T. Plass the Landmarks
Preservation Advisory Board supported (5-0) the application and listing of
Colorado Chautauqua as a national landmark.
. School issues (Washington, Mapleton, etc.)
. Silver Lake Ditch
. The board requested a copy of the Landmazks Preservation Advisory Board
procedural rules and regulations from the City Attorney's office.
