The following aze the action minutes of the April 6, 2005, City of Boulder Landmarks
Preservation Advisory Board meeting. A permanent set of these minutes and a tape

1. CALL TO ORDER
The roll having been called, Chair R. Salance declared a quorum at 6:03 p.m. and
the following business was conducted:
2. APPROVAL OF MINUTES
The boazd approved the minutes of the March 2, 2005 meeting.
3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA
Bill Flinchbaugh, Boulder Jaycees (Boulder Depot) had process questions
regarding the restoration of the Boulder Depot.
4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION
APPLICATIONS ISSUED AND PENDING
1802 Canyon Blvd.
Staff presented a letter to the board from property owner Norman Murphey stating
his intention not to initiate Landmark Designation of the building. The 180 day stay
of demolition on the property is scheduled to expire on Apri121st.
On a motion by T. Plass, seconded by L. Rucker, the Landmazks Preservation
Advisory Board initiated (4-0, L. May excused absent) the Landmark Designation
for 1802 Canyon, adopting the staff inemorandum dated November 3, 2004 as
findings of the board.
5. ACTION ITEMS
The public hearing for the adoption of the General Design Guidelines for the
proposed Highland Lawn Historic District was postponed to the May 4 Landmarks
Board meeting. Please note the discussion on the proposed guidelines under Matters.
A. Public hearing and consideration of a demolition permit application for a building
over 50 years in age (constructed c.1904), and located at 3143 8`" Street, as per
Section 10-13-23 of the Boulder Revised Code (HIS2005-00037).
Applicant/Owner: Jirair & Aline Christianian
Board members were asked to reveal any ex parte contacts they may have had on this item.
R Salance and N. Kornblum reviewed this project at a Design Review Committee
meeting.
Public Hearing
Jirair Christianian, applicant, 3142 8`h Street, spoke in support.
Motion
On a motion by L. Rucker, seconded by T. Plass, the Landmazks Preservation Advisory
approved (4-0, L. May excused absent) a demolition permit for 3143 8`h Street (HIS2005-
00037), adopting the staff inemorandum dated Apri16, 2005 as finding of the board.
The following item was withdrawn by the applicant:
Public hearing and consideration of a demolition permit application for a building over 50
years in age (constructed c. 1920) at 727 Evergreen Avenue, as per Section 10-13-23 of the
Boulder Revised Code (HIS2005-00041).

6. MATTERS FROM THE LANDMARKS BOARD, PLANNING
DEPARTMENT, AND CITY ATTORNEY
Review of revised General Design Guidelines for t6e proposed Highland Lawn
Historic District
Historic Preservation/Energy EfSciency policy analysis update
Staff gave an update on the proposed schedule for the policy analysis and discussed
city policies and regulations regarding preservation and energy conservation. The
roundtable discussion with identified stakeholders is now planned for May with
the panel discussion, involving experts in the fields of preservation and
conservation, to occur later that month. The results of reseazch and these sessions
will be drafted into a policy statement to be reviewed by the Landmarks
Preservation Advisory Boazd in July and presented to City Council in August.
Historic Preservation Month Activities
Staff gave an update on the Preservation Month Planning Committee's activities.
Steve I,otwait was awazded the contract to design the poster. A photogaphic
exhibit of Boulder County "Now and Then" views will be shown at the main branch
of the public library over the month of May.
Hannah Barker House (800 Arapahoe)
A meeting with the owner, architect, and city staff is scheduled for Apri129th to
discuss plans for the property. The city recently sent a letter to the property owner
expressing a desire to stabilize the building in the short-term and ultimately plan for
the building's rehabilitation. The use of the property is more limited than previously
thought. Historic Boulder has volunteered to assist the property owner in
rehabilitating the property.
Code Change project update
Staff updated the board on the proposed code changes.
University Hill Design Charrette
The chazette will be held on Apri122nd and 23rd. Two sites on 13th Street have
been selected (one for infill and one for rehabilitation and additions to a historic
building).
Jan Otto, 960 Lincoln Place, gave detailed information on the charrette.
Valmont Butte
Staff gave an update on the consultation with the tribes which will take place
between April 17th and 19`n
Enforcement
A meeting is scheduled for April 8th with the City Attorney and enforcement stafF
to discuss enforcement issues as they relate to landmazks and to projects in historic
districts.
Bohdy Hedgcock and Chris Meschuck were acknowledged for their work and
acwmplishments.
