STATISTICS: 1. Site: 2805 6~' Street. 2. Zoning: LRE (Low Density Residential Established) 3. Owner/Applicant: Kirk Peck SUMMARY: • This building is neither in a historic district nor locally landmarked, but is over fifty years old and meets the criteria for demolition defined under Section 10-13-23 B.R.C. • The item was referred to the full Board for a public hearing on December 215t, 2004 as a result of a determination of "probable cause" that the house at 2805 6w Street might be eligible for landmark designation. • Although more than 50 years in age and a modest example of post-WWII modernism, due to alterations the house has lost any historic integrity it may have had. ^ Based upon analysis of the building's history and integrity, it is staff's opinion that it does not have historic significance under the criteria set forth in Section 10-13-23(g) of the B.R.C. and the Individual Landmark Significance Criteria (1975). ^ Staff recommends that a Stay of demolition not be imposed and a permit to demolish the building be issued. ITEM & ISSUE: The design review committee's decision that there was "probable cause" that the building at 2805 6"' Street may be eligible for designation as an individual landmark requires that this item be reviewed in a public hearing as per Section 10-13- 23(g) of the Boulder Revised Code. In this regard, the Board's decision is limited to determining whether the building has historic significance under the criteria and whether or not to impose a Stay of Demolition on the property. Figure 1. 2805 6~" Street, January, 2005. PROPERTY DESCRIPTION The approximately 10,500 square foot lot on which the house stands, is located at the northwest corner 6'~ Street and Balsam Avenue. Originally located on lots 17-19 of the Newlands addition the lot was relatively large at just under 1/4 oi an acre. Unti11953 Balsam was known as 2^a Avenue. (See Attachment A: Newlands neighborhood map). Located on a commanding lot overlooking Boulder to the south and east, the 1442 sq. ft., one-story house is of wood frame construction and post-war, modernistic styling. Character defining features of this house include the low horizontal form and flat roof, massive exterior brick chimney, and broad extending carport roof supported by pairs of attenuated wood posts. Currently the house is clad in wide-lap stained, possibly cedar siding. Th~ house is fenestrated with large pane aluminum casement windows. Figure 2. 2805 6~h Street,1953 Tax Assessor photograph CRITERIA FOR THE BOARD'S DECISION: The Historic Preservation ordinance specifies that the Landmarks Board shall consider and base its decision whether or not to impose a stay of demolition upon any of the following criteria [10-13-23(g)]: (1) The eligibility of the buiiding for designation as an individual Iandmark consistent with the purposes and standards in Sections 10-13-1 and 10-13-3, B.R.C. 1981; (2) The relationship of the building to the character of the neighborhood as an established and definable area; (3) The reasonabie co~iditio~2 of the building; arid (4) The reasorzable projected cost of restoration or repr~ir. In considering tlze cotidition of the buildirig and tlze projected cost of restoration or repair as set forth in paragraphs (3) and (4) above, the board may not considcr deterioration caused by unreasonable neglect. As detailed below; staff considers that the property is not eligible for designation as an individual landmark and that demolition would not have an adverse impact upon the character of the area. As such, it is staff's opinion demolition would be appropriate based upon criteria 1 and 2 above. . S:~Planldata\longrang~IiISTIDemos\6th.2805\02.02.05 staff report.doc 3 No evidence has been provided suggesting that the condition of the building or the cost of restoration or repair ~criteria 3 and 4) are factors in the request for partial demolition. As such, staff concentrared on criteria 1 and 2, the building's eligibilitv for landmark designation and its relationship to the character of the neighborhood, in the analysis below. NEIGHBORHODD HISTORY The Newlands subdivision was first platted in 1891. While much of the subdivision was populated in the 1920's, a number of lots remained undeveloped until the late 1940s. Between 1906 and 1913 the New Home Realty Company purchased numerous blocks of land in the Newlands Subdivision. This included Block 35, which includes the subject property. In 1930 Madge Polzin purchased the subject property as well as other surrounding lots in Block 35. In 1951 the property changed hands multiple times, first to Leslie and Anna Cooper, then to Hallie, Dale and William Hudson of the Hudson Construction Company. Figure 3. That same year the Hudson Subdivision (located between 6~'' Street on the west, Cedar on the north, the alley against North Boulder Park on the east, and Alpine on the south) was platted. Construction of houses in the subdivision began in January of 1952. This subdivision is located across 6~' street from the subject property, 2805 6~'' St. The Hudson Construction Company had been formed in 1947 by Hallie Hudson and his two sons, Dale C. and William Joe. The company still exists today under the name of Hudson Real Estate, and Hudson Homes. S:~PlantidataUongranglHISTIDemos\bth.2805\02.02.05 staffreport.doc HISTORY OF PROPERTY A historic resource inventory has not been prepared for the property. Building permit research indicates that construction on the six room house began early in 1953 at an estimated cost of $14,000 by the Hudson Construction Company. It appears that the Hudson Construction Company also constructed the two houses to the north, 2825 and 2845 6"' Street. In 1953, when the house was completed the lot was deeded to William and Margaret Hudson. They are listed as residents in the 1953 directory. Research indicates that the Hudson Company had a practice of opening newly constructed houses to the public as model homes. There is no documentation to indicate that 2805 6~' functioned as a model home. Upon arriving in Boulder, Robert and Leah Gallagher bought 2805 6~ Street in 1955 where Robert was hired as the first city engineer. Robert was born January 23, 1917 in Des Moines, Iowa and received his Bachelor of Science in Civil Engineering from the University of Notre Dame in 1939. He married Leah Mae White in 1940, and served as a lieutenant in the U.S. Navy during World War II. Prior to moving to Boulder Mr. Gallagher was the city engineer for Dubuque, Iowa until he came to Boulder in 1955. Robert and Leah had four children, Robert J. Jr, Mary L, Maureen and Nancy. In 1958 Robert resigned his position with the city and opened a private engineering practice, R.J. Gallagher and Associates, which he ran until 1962. In 1966 he is listed as an engineer for pow Chemical, so it is assumed he worked at Rocky Flats. In 1971 he took a job as the engineer for the Boulder Valley School District. He retired in February of 1983, and died November 24, 1983 at the age of 66. Leah was born January 28, 1919 in Sandy Hook, Wisconsin. Leah worked as a clerk at Joslins in Boulder. She died November 6, 2004 at the age of 85. The family sold the house to Don E. Atman Jr. and Kirk Peck in January of 2005. ANALYSIS OF LANDMARK ELIGIBILITY 10-13-23(g)(1): Eligibility of the Building as an Individual Landmark. Staff does not consider the house at 2805 6th Street to have historic sufficient significance for designation as an individual landmark under criteria Historic Significance(A), Architectural Significance(B), or Environmental Significance of the Individual Landmark Significance Criteria adopted City Council in 1975 (see attachment B). A. Association with Historic Persons or Events: Hudson Builders, Robert Gallagher. Although built and for a time owned by the Hudson Construction Company, the property was not part of the Hudson subdivision and stylistically does not relate to that development. There is no documentary evidence to suggest that house served as a show home for the Hudson subdivision as has been claimed. Robert Gallagher was the City's first Engineer and served in that capacity for a short time. Staff does not consider this individual to be a person of local, state, or national historic significance. 3. Distinction in the development of the community of Boulder: None 4. Recognition by Authorities: None B. Architectural Significance: Recognized Period or Style: Post-World War II modernism. While originally an interesting early modest example of 1950's modernism, the house has lost integrity as a result of replacement of siding and connection of garage to house via breezeway. C. Environmental Significance: None CRITERION 2: RELATIONSHIP TO THE CHARACTER OF THE PiEIGHBORHOOD: As discussed, the Newlands subdivision in which the house is located, was first platted in 1891 and developed primarily from the 1920s through the 1950s and its character to that period has been altered significantly during the past two decades as a result of demolition and new construction. Stylistically, the house is not related to the adjacent Hudson subdivision. NEIGHBORHOOD COMMENT: Staff has received a perition from twelve concerned neighbors requesting that Board carefully consider the applicarion for demolition of this house. S:~PIan\dataUongrangU-IIST~Demos\6th.2805\02.02.05 staf~'report.doc 6 DECISION OF THE BOARD: If the Landmarks Board finds that the building to be demolished does not have historic significance under the criteria set forth in section 10-13-23(g) B.R.C., the city manager shall issue a demolition permit. If the Landmarks Board finds that the building to be demolished may have historic significance under the criteria set forth above, the application shall be suspended for a period not to exceed 180 days from the December 8w, 2004 date the permit application was accepted by the city manager as complete. [Section 10-13-23(h)]. A 180- day stay period would expire on June 7~", 2005. PLANNING DEPARTMENT RECOMMENDATION: Given the lack of historic significance and integrity of the house at 2805 6'h Street when weighed against criteria set forth in Section 10-13-23(g) B.R.C and the Individual Landmark Significance Criteria (1975), Staff recommends that a demolition permit be issued. FINDINGS: Staff recommends that the Landmarks Board adopt the following findings: A demolition permit be issued for 2805 6~' Street in that the house: 1. Is not eligible for individual landmark designation based upon its historic, architectural and environmental significance; 2. Does not contribute to the character of the neighborhood as an intact representative of the area's past. The purpose of the ordinance is the preservation of the City's permitted cultural, historic, and azchitectural heritage. The Landmarks Board is permitted by the ordinance to adopt rules and regulations as it deems necessary for its own organization and pmcedures. The following Significance Criteria have been adopted by the Board to help evaluate each potential designation in a consistent and equitable manner. Historical Significance The place (building, site, area) should show chazacter, interest or value as part of the development, heritage, or cultural characteristics of the community, state or nation; be the site of a historic, or prehistoric event that had an effect upon society; or exemplify te cultural, political, economic, or social heritage of the community. Date of Construction: This area of consideration places particulaz importance on the age of the structure. 2. Association with Historical Persons or Events: This association could be national, state, or local. 3. Distinction in the Develonment of the Communitv of Boulder: This is most applicable to an institution (religious, educational, civic, etc) or business structure, though is some cases residences might qualify. It stresses the importance of preserving those places which demonstrate the growth during different time spans in the history of Boulder, in order to maintain an awazeness of our cultural, economic, social or political heritage. 4. Recoenition bv Authorities: If it is recognized by Historic Boulder, Inc. the Boulder Historical Society, local historians (Bazker, Cmssen, Frink, Gladden, Paddock, Schooland, etc), State Historical Society, The Imnrovement of Boulder, Colorado by F.L. Olmsted, or others in published form as having historical interest and value. ~ ~ 04.OSsienif-indiv Attachment B Architectunl Si¢nificance The place should embody those distinguishing characteristics of an azchitectural type specimen, a good example of the common; be the work of an architect or master builder, known nationally, state-wide, or locally, and perhaps whose work has influenced later development; contain elements of architectural design, detail, materials or craftsmanship which represent a significant innovation; or be a fine example of the uncommon. Recoenized Period/Stvle: It should exemplify specific elements of an azchitectural period/style, ie: Victorian, Revival styles, such as described by Historic American Building Survey Criteria, Gineerbread A~e (Maass), 76 Boulder Homes (Bazkaz), The History of Architectural Stvle (Mazcus/Wiffin), Architecture in San Francisco (Gebhard et al), Historv of Architecture (Flectcher), Architecture/Colorado, and any other published source of universal or local analysis of "style." Architect or Builder of Prominence: A good example of the work of an azchitect or builder who is recognized for expertise in his field nationally, state-wide, or locally. Artistic Merit: A skillful integration of design, material, and color which is of excellent visual quality and/or demonstrates superior craftsmanship. 4. Example of the Uncommon: Elements of architectura] design, details, or craftsmanship that aze representative of a significant innovation. `, 5. Indieenous Oualities: A style or material that is particulazly associated with the Boulder area. 6. Other, if applicable. Environmental Significance The place should enhance the variety, interest, and sense of identity of the community by the protection of the unique natural and man-made environment. Site Characteristics: It should be of high quality in terms of planned or natural vegetation. 2. Compatibilitv with Site: Consideration will be given to scale, massing placement, or other qualities of design with respect to its site. 3. Geo~raphic Importance: Due to its unique location or singulaz physical characteristics, it represents an established and familiaz visual feature of the 04.OSsignif-indiv l3 community. 4. Environmental ApproQriateness: The surroundings are complementary andlor it is situated in a manner particularly suited to its function. 5. Area Inteeriri: Places which provide historical, azchitectural, or environmental importance and continuity of an existing condition, although taken singularly or out of context might not qualify under other criteria. 6. Other, if applicable. Gallagher of Boulder died of natural causes Saturday, Nov. 6. 2004, at HospiceCare of Boulder and Broomfield Counties in Louisville. She was 85. Born Jan. 28, 1919, in Sandy Hook, Wis., she was the daughter of John L. White and Ella Dotzel White. She marcied Robert J. Gallagher in South Bend, Ind., in 1940. He died in 1983. She moved to Boulder in 1955. Mrs. Gallagher graduated from high school in East Dubuque, III. She wortced at.loslins in Boulder for 25 years, retiring i~ 1984. Mrs. Gallagher was a member of the Sacred Heart of Jesus Catholic Church in Boulder and the Altar and Rosary Society. She enjoyed crossword puules and reading. "She was beloved by her family," her family said. Survivors include a son, R. J. Gallagher Jr., of Basalt; three daughters, Mary L. Taylor of Fillmore, Calif., Maureen Towner of Vancouver, Wash., and Nancy O. Lingenfelter of Louisville; a broiher, John L. White of Dubuque, lowa; and a sister, Patricia McEnery of Dubuque. A greveside servicewill be at 1130 p.m. Friday at Fort Logan National Cemetery, Staging Area C, 3698 S. Sheridan Blvd. Denver. "No Return" or "No phone" does not necessarily mean the building was vacant. BIOGRAPHY OF RESIDENTS AT 2805 6TH STREET: The Newlands subdivision was first platted in 1891. While much of the subdivision was populated in the 1920's, there were still a fair amount of open lots. Between 1906 and 1913 the New Home Realty Company purchased numerous blocks oF land in the Newlands Subdivision. This included Block 35, which includes the subject property. In 1930 Madge Polzin purchased the subject property as well as other surrounding lots in Block 35. In 1951 the property changed hands multiple times, first to Leslie and Anna Cooper, then to Hallie, Dale and William Hudson of the Hudson Construction Company. That same year they platted the Hudson Subdivision, which was behveen 6'" Street on the west, Cedaz on the north, the alley against North Boulder Pazk on the east, and Alpine on the south. They began construction of these houses in January of 1952. This subdivision is located across 6'" street from the subject property, 2805 6`" St. The Hudson Construction Company was formed in 1947 by Hallie Hudson and his two sons, Dale C. and William Joe. In 1958 they changed the'u name to the Hudson Company, with the addition of Dennis Hudson, Dale's son. They expanded their operation to include construcaon, development, real estate, insucance, apartments, and property management. The company srill exists today under the name of Hudson Real Estate, and Hudson Homes. The house at 2805 6`" S4eet was constructed in 1953 at a cost of $14,000 by the Hudson Construction Company. Afrer examining records, it appears that the Hudson Conshuction Company also coastructed the two houses to the north, 2825 and 2845 6`" Street In 1953 when the house was completed the lot was deeded to William and Margaret Hudson. They are listed as residents in the 1953 directory, but previous residents believed the house was a show home. In examining newspaper records at the Boulder Daily Camera, the Hudson Company had a practice of opecung newly constructed homes to the public to show the craftsmanship and design of Hudson's Homes. This house may have been one of those homes, but there is no documentarion to support that. In 1955 the house was sold to Robert J. and Leah M. Gallagher. Robert and Leah Gallagher came to Boulder in 1955 when Robert was hired as the fust city engmeer, holding the title of Assistant Duector of Public Service. Robert was bom January 23, 1917 in Des Moines, Iowa and received his Bachelor of Science in Civil Engineering from the University of Noue Dame in 1939. He married Leah Mae White in 194Q and served as a lieutenant in the U.S. Nary during World War II. Mr. Gallagher served as the c~ty engineer for Dubuque, lowa until he came to Boulder in 1955, and served as Boulder's ciry engineer for only two years. Robert and Leah had four cluldren, Robert J. Jr, Mary L, Maureen and Nancy. In 1958 he opened a private engineering practice, R.J. Gallagher and Associates, which he ran until 1962. City d'uectories list him as refued from 1963 to 1965. In 1966 he is listed as an engineer for pow Chemical, so it is assumed he worked at Rocky Flats. In 1971 he took a job as the engineer for the Boulder Valley School District. Re retired in Febmary of 1983, and died November 24, 1983 at the age of 66. Leah was bom January 28, 1919 in Sandy Hook, Wisconsin. Leah worked as a clerk at Joslins in Boulder. She died November 6, 2004 at the age of 85. The family sold the house to Don E. Atman Jr. and Kirk Peck in January of 2005.
