Occupancy Issues - mod~fymg the defimhon of "family" and enactmg the Domest~c Partnership Registry by ordmance Background At ~ts Apn18, 2004 meering Counc~l tabled a proposed ordmance to amend the occupancy reqmrements and regulations related to the definit~on of "consangumity." While there appeared to be consensus that the occupancy regulat~ons should be "maaiage neutral," there were concems that the recommended solut~on was overly complex and mamtained a discnmmatory distmct~on between mamed and unmamed couples Current Statur. Hous~ng and Human Services assumed ]ead responsibilrty for managmg the process of revisihng the opt~ons A workmg group (Housmg, Office of Human Rights, Crty "" Attorney, Ciry Clerk, Plannmg, Code Enforcement) has: mvest~gated the use of the Domest~c Partnersh~p Regisiry (DPR), currently a program of the C~ty Manager's Office, as a means of determming "jomt heads of household" status for occupancy purposes concluded that ~f use of the DPR will grant an occupancy nght, the DPR should be enacted by orduiance mrtiated a draft ordmance to enact the DPR and modify the definmon of "fanvly" (this modified defimt~on has not matenally changed from Apn18, 2004) The workmg group, in consultahon wrth Council's Affordable Housmg Committee, has planned a publ~c process to further develop the ordmance and recommendations. • September 15, 2004 - A facilrtated commumry meeting to shaze and d~scuss stakeholders' mterests This meeting will be from 7- 830 PM at the East Boulder Commumry Center (Panorama room) Staff-~denhfied stakeholders will be mv~ted (see attached list) and publ~c not~ce will be provided October 18, 2004 - Human Relations Commission publ~c heanng on the proposed ordmance and recommendataons. ,-., L..- • October 28, 2004 - Plannmg Board public heanng on the proposed ordinance and ""'b" recommendat~ons `"' • November - Crty Council act~on on the proposed ordmance and recommendahons Staff w~ll continue to keep C~ty Council mformed as th~s commumty dialogue proceeds.
