Richazd Johnson Erika Krouse Ariel Calonne I. CALL TO ORDER Chaar M. Medrud called the meeting to order at 6:05 p.m. II. AGENDA ADJUSTMENTS None. III. APPROVAL OF MINUTES N. Gallo moved to approve the June, 2004 HRC minutes, R Smoke seconded. The motion passed 5-0 IV. PUBLIC HEARING (Agenda Items) Agenda Item VI. A.: There were fifteen-minute presentations from both Valery Alzaga of Justice for Janitors and Ron Alvarado of Somers Building Maintenance (SBM), regazdmg the proposed resolution in support of workers' rights. There were twelve testimonies from both jamtors and SBM employees on both sides of the unionization issue. There was also discussion regarding the method by which the unionizafion question should be determined. Agenda Item VI. F.: PFLAG also asked the HRC to co-sponsor a town hall meeting in '`^-~ October. V. COMMUNITY PARTICIPATION (Non-agenda items) None. °°~'I .~„ VI. ACTION ITEMS A. Justice for Janitors, C. Atilano - J. McFadden moved that the resolution in support of worker's rights be forwarded to City Council as drafted by Staff. The motion was seconded by N. Gallo. The motion passed 4-1. After a brief discussion, J. McFadden made a motion to reconsider the first motion. R Smoke seconded, and the motion passed with a vote of 4-1 J. McFadden moved that the HRC accept the Staff's resolution wtth the addition of paragraph 4 from the SEN resolution. B. Lyle seconded the motion, and it passed with a vote of 5-0. B. Boulder Jewish Festival Report, C. Fellows -The Boulder Jewish Festival raised more money than anticipated this yeaz, and spent rt on entertainment. B. Lyle moved to accept the Boulder Jewish Festival report. R Smoke seconded, and the motion passed with a vote of 5-0. C. Boulder Pride Report, D. Yandell -The Boulder Pnde report has been rescheduled for the September HRC meeting. D. Family Learning Center Report, B. Lyle -The Family Leammg Center report has been rescheduled for the September HRC meeting E. Village Arts Coalition Report, A. Vickery -The Boulder International Festival was a success, with authentic performances of musk and dance from many countries. B. Lyle moved to accept the Village Arts Coalition report J. McFadden seconded, and the motion passed with a vote of 5-0 ,.~ F. PFLAG Town Meeting, J. McFadden - J. McFadden moved for the HRC to co- ,~.~% sponsor a town meeting on October 12a' with PFLAG, Boulder County Safehouse and Boulder Pride. The motion was seconded by B. Lyle, and the motion passed with a vote of 5-0. G. HRC August Meeting, C. Atilano -The HRC usually does not meet in August, however, as a quasi-judicial hearing is scheduled for September, C. Atilano suggested that the HRC meet m August for quasi judicial trazmng R Smoke moved for the HRC to meet m August. The motion was seconded B. Lyle, and it passed with a vote of 5-0. H. HRC Interpreting Equipment, N. Gallo - N. Gallo requested that the Commumty Action Program be allowed to use one transmitter and two headphones for a meeting with low-income residents R Smoke moved for the HRC to lend the equipment to the Commumty Action Program. B. Lyle seconded the motion, and it passed with a vote of 4- 0 (N. Gallo was absented from the vote). VII. DISCUSSION/INFORMATIONAL ITEMS A. Hispanics in Philanthropy Report, F. Melendez - Htspamcs in Plmlanthmpy conducted a study on Latinos in the Boulder community, and F. Melendez shared his findings The research mdtcated emerging trends due to the doubting of the Latino population in Boulder over the past ten years, and Melendez called for an increased community awareness to ensure that demographics changes have positive effects. B. Deaf Awareness Month, RKerr - On the September agenda, the Disability Task Force will request HRC support to conduct activities for Deaf Awazeness Month. '"~ C. OHR Power Point Presentation, J. Bunzli - J. Bunzli presented a history of the `y Office of Human Rights, and an explanation of its functions. D. Upcoming Quasi-Judicial Hearing, C. Milano -C. Ahlano explained the purpose of the upcoming quasi judicial heanng, asked HRC not to speak with either party regarding ``~' this matter, and explained that City Attorney Calonne will serve as HRC's legal counsel. E. Cultural Celebrations Proposals, C. Milano - C. Ahlano asked the HRC to review Cultural Celebrations proposals for the 2005 Cultural Celebrations Fund. Interviews with applicants will be scheduled for September and October F. Martin Luther King Day Celebrations, M. Medrud - M. Medrud called for HRC involvement m the Martin Luther King Day Celebrations. C Ahlano said that the idea to centralize celebrations has been received well by involved community groups. VIII. IMMEDIATE ACTION ITEMS None IX. ADJOURNMENT B. Lyle moved to adjourn, and R. Smoke seconded The motion passed 5-0. The meeting was adjourned at 9:18 p.m. by M. Medrud.
