STAFF PRESENT: Cannen Atilano John Bunzl~ Richazd Johnson Enka Krouse Anel Calonne I. CALL TO ORDER Chazr M. Medrud called the meetmg to order at 6 OS p.m. II. AGENDA ADJUSTMENTS None III. APPROVAL OF MINUTES N. Gallo moved to approve the June, 2004 HRC mmutes, R. Smoke seconded The motion passed 5-0 IV. PUBLIC HEARING (Agenda Items) Agenda Item VI. A.: There were fifteen-mmute presentations from both Valery Alzaga of Just~ce for Janrtors and Ron Alvarado of Somers Buildmg Mazntenance (SBM), regardmg the proposed resolution m support of workers' nghts. There were twelve test~momes from both ~amtors and SBM employees on both s~des of the umonizatron issue. There was also discussion regarding the method by which the umomzaUOn quesrion should be deternuned Agenda Item VI. F.: PFLAG also asked the HRC to co-sponsor a town hall meering m October V. COMMLJNITY PARTICIPATION (Non-agenda items) None. VI. ACTION ITEMS A. Justice for Janitors, C. Atilano - J. McFadden moved that the resolution in support of worker's rights be forwarded to City Council as drafted by Staff The motion was seconded by N. Gallo. The mohon passed 4-1. After a brief discussion, J. McFadden made a mouon to reconsider the first mot~on. R. Smoke seconded, and the modon passed with a vote of 4-1. J. McFadden moved that the HRC accept the StafFs resolution with the addrtion of paragraph 4 from the SEN resoludon. B. Lyle seconded the mohon, and it passed with a vote of 5-0 B. Boulder Jewish Festival Report, C. Fellows - The Boulder Jewish Fesuval raised more money than anacipated this year, and spent it on entertamment. B. Lyle moved to accept the Boulder Jewish Festival report. R. Smoke seconded, and the modon passed wrth a vote of 5-0. C. Boulder Pride Report, D. Yandell - The Boulder Pnde report has been rescheduled for the September HRC meeting. D. Family Learning Center Report, B. Lyle - The Fanuly Learning Center report has been rescheduled for the September HRC meeting. E. Village Arts Coalition Report, A. Vickery - The Boulder Internahonal Festival was a success, wrth authentic performances of music and dance from many countnes B. Lyle moved to accept the Village Arts Coalition report J. McFadden seconded, and the motion passed wrth a vote of 5-0. F. PFLAG Town Meeting, J• McFadden - J. McFadden moved for the HRC to co- sponsor a town meetmg on October 12~' with PFLAG, Boulder County Safehouse and Boulder Pnde The motion was seconded by B. Lyle, and the mouon passed with a vote of 5-0. G. HRC August Meeting, C. Atilano - The HRC usually dces not meet in August, however, as a quasi-~udicial heazmg is scheduled for September, C. Atilat~o suggested that the HRC meet m August for quasi-~udicial tra~mng. R. Smoke moved for the HRC to meet m August The motion was seconded B. Lyle, and rt passed wrth a vote of 5-0. H. HRC Interpreting Equipment, N. Gallo - N. Gallo requested that the Commumty Achon Program be allowed to use one transmrtter and two headphones for a meeUng wrth low-mcome residents R. Smoke moved for the HRC to lend the equipment to the Commuruty Act~on Program. B. Lyle seconded the motion, and it passed wrth a vote of 4- 0(N. Gallo was absented from the vote) VII. DISCUSSION/INFORMATIONAL ITEMS A. Hispanics in Philanthropy Report, F. Melendez - Hispanics in Philanthropy conducted a study on Latmos m the Boulder commumty, and F. Melendez shared his findmgs The reseazch mdicated emergmg trends due to the doubhng of the L.atmo populahon m Boulder over the past ten years, and Melendez called for an mcreased commumty awazeness to ensure that demographics changes have positive effects B. Deaf Awareness Month, R. Kerr - On the September agenda, the Disability Task Force will request HRC support [o conduct activities for Deaf Awazeness Month. C. OHR Power Point Presentation, J. Bunzli - J. Bunzl~ presented a tustory of the Office of Human Rights, and an explanation of its functions. D. Upcoming Quasi-Judicial Hearing, C. Atilano -C. Atilano explained the purpose of the upcommg quasi-judicial heazmg, asked HRC not to speak with either party regarding this matter, and explamed that City Attomey Calonne will serve as HRC's legal counsel. E. Cultural Celebrations Proposals, C. Atilano - C. Aulano asked the HRC to review Cultural Celebrations proposals for the 2005 Cultural Celebrations Fund. Interv~ews with applicants will be scheduled for September and October F. Martin Luther King Day Celebrations, M. Medrud - M. Medrud called for HRC mvolvement m the Martm Luther King Day Celebrations. C. Atilano said that the idea to centralize celebrations has been recerved well by mvolved commuruty groups.
