1. CALL TO ORDER
Chair M. Medrud called the meeting to order at 7.05 p.m.
2. AGENDA ADJUSTMENTS
Agenda Item 8A and 8B were switched
3. APPROVAL OF MINUTES
R. Smoke moved to approve the March 2004 HRC minutes, J. McFadden seconded.
The moron passed 4-0.
4. PUBLIC HEARING (Agenda Items)
None
5. COMMUNITY PARTICIPATION (Non-agenda items)
Jorge de Santiago from El Centro Amtstad spoke about a situation in Boulder mobile
home parks where the managers are abusive to members of the Latino commumty,
smghng out Latinos for ev~ct~on and harassment. The manager(s) m yuesUon does not
allow Latino children to play outside, and enters Latino residences without knocking or
prov~dmg prior notice. The Office of Human Rights will begin an investigation rf a
formal complaint rs filed.
6. ACTION ITEMS
A. Boards and Commissions General Provisions (B.R.C. Title 2), R. Johnson -
There was d~scussron on proper process fot a change m ehgibihty for board membership,
which requtres a change in the Ctty charter. N. Gallo moved that the Human Relattons
Commission requests that the Crty of Boulder Charter Committee take appropriate steps
to amend the Boulder City Charter to allow all people who reside in the Crty of Boulder
to be ehg~ble to serve on all City Boards and Commissions. J. McFadden seconded, and
the motion passed 4-0
7. DISCUSSION/INFORMATIONAL ITEMS
A. HHS Co-Directors, J. Pollack - J. Pollack expressed appreciation for the Human
Relations Commtssron's work.
B. Council Policy Guidelines for Boards and Commissions, A. Lewis, T. Eldridge -
Gmdelines were discussed regarding policy implementatron and expressron, in the
interest of avoiding future conflrcts.
C. Proposed Resolution on Federal Marriage Amendment, C. Milano -Because all
City and County employees take an oath to uphold the constitution and State laws, Staff
wishes to change Section 6 on the Resolution to use language suggesting that the County
of Boulder challenge but not violate of the law J. McFadden and R Johnson wrll
present the proposal to City Councrl on May 18 m public hearing.
D. Change to Boulder's Occupancy Regulations, C. Milano -The rssue has been
postponed until early fall, when the students return Public process is yet to be
determined
E. Cultural Celehrations Fund Timeline, C. Milano - C. At~lano called attention to
the timeline of the Cultural Celebrations Fund, and mentioned that applicants can obtain
applications from the web site, email, front desk at HHS, or by calling HHS.
F. BPD Response to I3RC Inquiry, C. Milano -There was discussion on a memo from
Chief of Police Mark Becknei regarding police treatment of Siera Stevens. It was decided
that Stevens should contact the Police Department and County Sheriff Department to
follow up.

J. McFadden moved to adjourn, and N. Gallo seconded The motion passed 4-0. The
meeting was adjourned at 8:45 p.m by M. Medrud
