Jorge de Santiago from El Centro Amistad spoke about a srtuation in Boulder mobile
home parks where the managers are abusive to members of the Latmo commumty,
smglmg out Latmos for eviction and harassment. The manager(s) m quest~on does not
allow Latmo children to play outs~de, and enters Latmo res~dences without knockmg or
piov~ding prior not~ce The Office of Human Rights will begm an mvestigat~on if a
foimal complamt is filed

A. Boards and Commissions General Provisions (B.R.C. Title 2), R. Johnson -
There was discuss~on on proper process for a change m eligibility for board membership,
which iequires a change m the City chaiter N. Gallo moved that the Human Relations
Comm~ss~on iequests that the C~ty of Boulder Charter Committee take appropriate steps
to amend the Bouldei CiCy Charter to allow all people who res~de in Che City of Boulder
to be elig~ble to serve on all City Boards and Commissions. J. McFadden seconded, and
the mohon passed 4-0
7. DISCUSSION/INTORMATIONAL IT~MS
A. HHS Co-Directors, J. Pollack - J Pollack expressed appreciation for the Human
Relations Comm~ssion's work
13. Council Policy Guidelines for Boards and Commissions, A. Lewis, T. Eldridge -
Gu~delmes weie discussed regardmg policy ~mplementation and expression, in the
mterest of avoidmg future conflicts
C. Proposed Resolution on F'ederal Marriage Amendment, C. Atilano - Because all
City and County employees take an oath to uphold the constitut~on and State laws, Staff
w~shes to change Secuon 6 on the Resolution to use language suggesting that the County
of Bouldei challenge but not violate of Che law. J• MeFadden and R Johnson will
present the proposal to City Council on May 18 m public hearmg
D. Change to Boulder's Occupancy Regulations, C. Atilano - The issue has been
postponed unt~l early fall, when the students return Pubhc process is yet to be
determmed.
E. Cultural Celebrations Fund Timeline, C. Atilano - C Atilano called attenuon to
the timehne of the Cultural Celebiations Fund, and menhoned that applicants can obtam
appLcations trom the web site, email, front desk at HHS, or by callmg HHS.
F. 13PD Response to HRC Inquiry, C. Atilano - There was discussion on a memo fiom
Chief of Pol~ce Maik Becknei ~egarding police treatment of Siera Stevens It was decided
that Stevens should contact the Police Dapartment and County Sheriff Department to
follow up
