Attached is the Request for Pioposals foi the 2005 HRC Cultural CelebraUOn Fundmg.
In summary, the followmg are the ma~or fundmg requirements.
• Event needs to occur between January 2005 and December 2005.
• Fundmg amount per proposal is $2,500 ma7cimum.
. Fundmg is to be used for non-personnel related expenses only, such as food,
• postage, marketmg and off~ce supphes The fundmg can not be used to pay the
salaries of the event's orgamzers
• Proposals need to be from grass roots organizations Grass roots organizahons are,
however, encouraged to partner with larger, establ~shed groups for the~r
celebration
• Groups need to have met their contractual requirement in the past
• Events need to be free and open to the public. Admission may not be charged at
any cultural celebration.
The hme schedule that the HRC will follow for the 2005 decision makmg process is
July 19: HRC receives copies of all fundmg proposals;
September 20• HRC will conduct 10 mmute mterviews with fundmg
appLcants;
OcYober 18. HRC will complete the mterv~ew process wrth remazning
applicants,
November 15. HRC will make fundmg decis~ons including total amount to
award for 2004. Past years have ranged from $12,000-
$22,000,
Nov-Dec Staff will send out awatd letters and contracts foi 2005 grants.

2005 Funding Guidelines for Cultural Celebration Fund
Funding Cycle: January `05 - December'05
The HRC Cultural Celebration Fund is a source of fmancial support for commumty-based cultural
celebrat~ons Fundmg ~s hmrted spec~fically to the orgamzahon of pubLc events that encourage
education, respect, and apprec~ation for cultural commumt~es m Boulder. Ob~ectives of the Fund aze
to enable members of Boulder's d~verse commumties to celebrate events significant to their cultures
as well as to prov~de the general population wrth opportunrt~es to part~cipate m events organized by
members of Boulder's diverse range of cultures All events supported by the Fund must be free
admiss~on and open to the public.
To apply, please subm~t responses to the followmg six quesUons to City of Boulder, Office of
Human R~ghts, P.O Box 791, Boulder, CO 80306 or hand deliver to 1101 Arapahoe, 2nd floor, no
later than 5:00 p.m. F'riday, June 25, 2004. Responses to queshons 1- 5 are to total no more than
one smgle-spaced page. OrganizaUOns are el~g~ble for grants w~th a maximum amount of $2500.00
for each recipient group

5. Have you ever received grant money for your event from another City of Boulder department
m the past? Are you applying to another City of Boulder department this year for money to
cover the cost of your celebration? If so, please specify.
Using the attached budget sheet, provide a detailed, pro~ected budget of expenses
fundmg sources for thisyear's event (mciuding this fund).

Funding requirements include:
~ Event needs to occur between January 2005 and December 2005.

~ A one year allocation does not commit the HRC to subsequent fundmg of a particular group.
~ Funded groups are required to iecogmze HRC support on any event advertismg and at the
event ~tself
~ Followmg the event, funded groups are requ~red to appear at a designated HRC meeting and
ieport on the event. Failure to appear at the designated HRC meetmg will negarively affect
future fundmg requests
The HRC wiil not fund:
• Proposals that are not from giass roots orgamzations. Grass roots organizations are,
however, encouraged to paitner w~th larger, established groups for their celebrat~on.
~ Groups that have fa~led to meet their contractual requirement m the past.
. Events that are not free and open to the publ~c. Admission may not be charged at any
cultural celebration.
• The Crty reserves the right to re~ect any oi all proposals, to wa~ve mformalrties and irregularities m
proposals received, and to accept any portion of any proposal or all items proposed if deemed m the
best mterests of the C~ty.

on your proposal. Remember that tt-e deadline to apply is Friday, June 25,
2004.
