I. Call to Order
The January 26, 2004 meetmg of the Human Relat~ons Comm~ss~on was called to order
at 6:07 p m. by N. Gallo
II. Agenda Ad~ustments
Under D~scussion Items, 7A (Semor Services, John R~ggle) has been moved to the
February 23 meetmg when M Patnck and B Lyle can attend.
III. Approval of November 2003 Mmutes
M Medrud had one correction, under #7, rt was she, not M. Patrick, who suggested that a
draft resolution on the CLEAR Act be wntten. M. Medrud moved that HRC approve the minutes
wrth that one correct~on, and R Smoke seconded it The mot~on passed 3 to 0.
YV. Publ~c Hearmg (agenda-~tems)
CLEAR Act:
Pol~ce Ch~ef Mark Beckner was present to answer quest~ons from the HRC and the
pubLc Ch~ef Beckner expiessed that the CLEAR Ac[ represents a nat~onal not a local problem.
He further stated that the report~ng requirements may represent a burdensome mandate that may
~mpede ]ocal pohcmg funct~ons.
Frosty Wooldndge, 1458 Ford Place, Louisville, spoke m favor of the CLEAR Act. He
quoted statist~cs on Los Angeles cnme and disease rates. He asked that the Police Chief and Crty
Council support the CLEAR Act and oppose the DREAM Act
Betty Ball, RMPJC, 1520 Euclid, Boulder, commented against the CLEAR Act She
recommended a resolut~on agamst the CLEAR Act, statmg that it ~s un~ust, and believes
undocumented workers are not the problem.
Laur~e Herndon, 520 Sky Trail, Boulder, spoke against the CLEAR Act
Jorge de Santiago, 2118 14`h Street, Boulder, spoke agamst the CLEAR Act and
distributed mformation from the City of San D~ego. He expressed concern regarding possible
mcrease profilmg by the pohce and decrease trust m the poLce by commumty members.
DREAM Act:
Miriam Allen spoke m favor of the DREAM Act.

VI. Action Items
A. DREAM Act, N. Gallo
1 Community Request L. Herndon withdrew her request that HRC recommend to City
Council that it pass a resolut~on m favor of the DREAM Act. She acknowledged that Council
sent letters of support to Senators Allard and Nighthorse Campbell, R. Smoke moved that HRC
table this matter. M Medrud seconded the mouon. The motion passed three to zero.
2. YOAB Request M. Medrud moved that HRC work with YOAB to create an
informat~onal flyer for commumty re: DREAM Act. R Smoke seconded it. The motion passed
three to zero
B. Interpreting Tquipment Request, N. Gallo
The Centro for Latmo Economic Educat~on and Social Strategies requested the use of the
HRC mterpretmg eqwpment for its Latino Summ~t m Longmont on February 7~'. M. Medrud
moved that HRC warve the rule requinng that the eqmpment remain withm the Crty limits. R.
Smoke seconded it. The mot~on passed three to zero.
VII. Discussion/InformationalItems
A. Update on Senior Services, John Riggle Postponed until Feb 23.
B. CLEAR Act, Staff will prepaze a draft resolution for [he February HRC meering
packet.
C. Debrief of January 25 Reception, M Medrud News art~cles appeazed in Rocky Mt.
News, Denver Post, and Colorado Daily. Recepuon was positive and successful. The HRC and
commumty apprec~ate the presentat~ons and support of Frank Bruno and Will Toor.
D. Contact with City Cuuncil Members HRC members discussed the ~mportance of
ongomg commumcat~on with Council members regardmg human relations and c~vil rights issues
m Boulder.

M. Medrud moved to adjourn. R. Smoke seconded the mouon. The meedng was
adjourned at 7:29 p.m. by N. Gallo.
