SUBJECT: 2004 Redevelopment Work Program Intttahves/Options
A 2004 work program for redevelopment mrt~atrves will be drafted accordmg to the actton plan
portion of the recently adopted C~ty of Boulder Economic Vrtaltty Pohcy Th~s multr-year work
program is mtended to serve as the guidepost for the ciTy's efforts It will mclude elements to
measure success and methods to identify econom~c and commuruty impact mdicators The
redevelopment subcomm~ttee (formerly the BLTRA Board) of the Econom~c Vrtaltty Advisory
Board, the redevelopment staff pos~tion ~dent~fied m the policy and the c~ty manager will be
responsible for craftmg and managmg the work program The work program will also be
period~cally reviewed by the Ctty Council for consistency with the overall goals and work
program for the City of Boulder
On December 3, BURA will be asked to begm to cons~der pro~ects and imuat~ves for a two-year
redevelopment work program Potential pro~eets, such as facihtatmg the redevelopment of the
Diagonal Plaza Shoppmg Center and the contmued redevelopment of Crossroads Mall have been
d~scussed What follows ~s a summary of potent~al pro~ects for consideration and pnontization
on December 3 Descr~prions of the goals, tasks and measures for each of these potent~al
m~t~at~ves are also mcluded I would encourage you to ~dentify and offer other pro~ects for
consideration
Potential Redevelapment Work Proeram Initiatives
• Develop "Ten Prmciples for Redevelopment m Boulder" to Serve as the Framework for
Selectmg and Implementmg Redevelopment Pro~ects
• Fac~lrtate EVAB Redevelopment Subcommrttee (actmg as BURA) Revtew and Approva]
of the Crossroads Mall/Westcor Site Review Application
• Conduct a Redevelopment Analys~s of the D~agonal Plaza Shoppmg Center and, if

Initiative
Develop "Ten Prtnctples for Redevelopment to Boulder" to Serve as the Framework for Selecting
and Implementing Redevelopment Protects
Goal
Redevelopment is often complex and controversial A template of accepted and understood
objectives will assist redevelopment protect identification and pnontization
Tasks
With the redevelopment subcommittee of the EVAB ,draft the principles to gutde redevelopment
protects (such as the basis for intervention, requirements for public investment-including the
requirement that public investment produce a positive fiscal return to the city, participating to
solve a problem, flexibility m approach, seeking partnership opportunities, redevelopment to
fulfill communtty goals, focus on innovation) Public review of the pnnciples will be
incorporated and Council will be requested to adopt the prmrnples
Measures
City Council adoption of the pnnciples by Spnng, 2004.
Initiative
Facilitate EVAB Redevelopment Subcommittee (acting as BURA) Review and Approval of the
Crossroads Mall/Westcor Stte Review Application
Goal
Project approval, demolition and imnal construction m 2004.
Tasks
Continued coordination of plan development with Westcor, staff level review, redevelopment
subcommittee review and approval
Measures
Specific timing for the application is the responsibility of Westcor, although a first quarter
submittal is anticipated Redevelopment Subcommittee, Planning Board review and approval by
the second quarter and demolition and initial construction by late 2004
Initiative
Conduct a Redevelopment Analysts of the Diagonal Plaza Shopping Center and, tfDetermened
Feasible, Initiate a Public/Pt tvate Partnership for Redevelopment
Goal
Redevelopment of an underperforming shopping center to strengthen revenues, encourage a
vanety of uses and to serve as a commercial gateway to Boulder
Tasks
Contact property owners, conduct redevelopment survey for Council consideration, if Council
accepts the survey, develop a redevelopment plan for adoption by redevelopment subcommittee
(acting as BURA), Planning Board and Council, initiate owner participation process for
redevelopment-owners would be provided the first opportunity to redevelop the site, or secure a
developer who will act on their behalf, if owner participation is no[ successful, initiate an RFP
for the site, select a developer and negoriate a redevelopment agreement that will specify the
responsibilities of the public and pnvate partners
Measures
Initial analysis could begin in early 2004, with a redevelopment plan in place by the end of 2004
Formation of a public/pnvate partnership and initial redevelopment could proceed in early 2005

Determine the Feastbdtty of Locating a Conference Center at 11`n and Canyon
Goal
A public vote on required tax commitmenUfinancmg to enable development of a Boulder
Conference Center
Tasks
Analyze redevelopment methods and tools to facilitate development designation of the site as a
redevelopment distnct, negotration of atax-advantaged sale of the property to the city by the
existing owner, potential use of tax increment financing
Measures
This protect is likely to involve many complexities and coordinating issues (including the
potential of a public vote), and it is too early to assign specific task completion dates However, a
staff working group is m place and an advisory group is m the process of being formed
Initiative

Redevelopment of the Armory to Match the Emerging Development Character Along the North
Broadway Corridor
Tasks
Partner with the Army to investigate altemahve locations m the Boulder/Longmont area If
proven feasible and the armory relocates, formulate a redevelopment plan for the site and issue an
RFP for redevelopment
Measures
Gauge the Army's interest Locate an alternative site Acquire the land Formulate a
redevelopment plan Secure a developer
Initiative
Explore the Redevelopment Potential of Other "Hot Spots "
Goal
Assess the potential for encouraging redevelopment of several key locations m the community
Sites could include, the Golden Buff Motel, the 30°iBasehne area, public and/or commermal
properties on University Hill
Tasks
Prioritize "hot spot" sites for analysis and follow-up with more detailed discussions with owners
leading to lomt redevelopment protect planning
Measures
Redevelopment of one or more "hot spot" sites.
Imtiauve
C'ontenue and Strengthen the BVRC Client Care Program
Goal
Ensure that all businesses m the BVRC have a potnt of contact m the city organization
(redevelopment staffer), are appreciated, and consider the BVRC an optimal location
Tasks
Letter of welcome sent to all new tenants; letter sent to all applicants regarding the value of a
BVRC location, maintain relationships with BVRC real estate owners, conduct a monthly
"BVRC Walk" of a shopping center to talk to retailers, express appreciatron for their contribution
to Boulder, and to broker/facilitate issues/concerns
Measures
A stabilized BVRC retail occupancy rate of 91% BVRC protects setting the community standard
for development review and approval
