4 - Transportation Advisory Board Agenda Item 9/8/03 - Crossroads Redevelopment Plan requested amendCITYOFBOULDER TRANSPORTATION ADVISORY BOARD AGENDAITEM MEETING DATE: September 8, 2003 AGENDA TITLE: Public hearing and consideration of a recommendation to Planning Board on the Crossroads Redevelopment Plan requested amendments to the Boulder Valley Regional Center (BVRC) Transportation Connechons Plan PRESENTER: Steve Dunan, Transportation Engneer Executive Summary: The review of the Crossroads redevelopment consists of several stages. Staff has reviewed a pre-apphcatron submittal for mihal issue tdenrificahon. The second stage is Concept Plan review, which is a non-bmdmg review and comment by the communrty, staff, the Boulder Urban Renewal Authonty (BUA), and Plamm~g Board. The next stage of review will be Site Review which will include a decision on a bmdmg site plan, applicable condttions of approval, and amendments to the Boulder Valley Regional Center (BVRC) Connections Plan The Concept Review process is currently underway. The developer of the Crossroads Mali srte has submitted a concept plan that shows construchon of many of the cntical missing connections that are shown on the BVRC Connections Plan mcludmg the 29`h Street and Canyon Boulevard alignments as well as many pedestnan and bicycle upgrades. However, due to the locahons ofmany of the exishng and proposed buildmgs and physical restnchons on the site, the developer is not proposmg to achieve all of the connections shown on the BVRC Connections Plan The BVRC Connections Plan elements are required to be constructed or areas reserved for future construcrion at the hme of redevelopment If a proposed connechon ~s located more than 150 feet from the location shown on the BVRC Connections Plan or if the connection is proposed not to be constntcted or reserved, the BVRC Connections Plan must be amended. The amendment procedure outlmed m the BVRC Connections Plan requires review and recommendation by both the TAB and the BiIRA Board These recommendahons are provided to the Plannmg Board for a final decision on the amendment request. C~ty Council w~ll have the opportumty to call-up the dectsions of Plannmg Board regardmg amendments to the BVRC Connections Plan AGENDA ITEM # PAGE Westcor's proposed Crossroads concept plan would change or eliminate several connections shown on the BVRC Connections Plan. Staff recommendations for each of these proposed amendments are included under the Staff Analysis and Recommendation section below. Westcore's requested amendments include A Removal of On-Street Bike Facilities on Canyon (consistent with TMP recommendation) B. Removal of a north-south Secondary Connection between 29`h and 30`h Streets C Modification of a portion of a north-south Secondary Connection between 28`h and 29`h Streets D Removal of an east-west Multi-Use Path between 28`h and 30`h Streets E. Alterations to alignments of Multi-Use Paths internal to the site The role of TAB is to address the merits of the proposed modifications to the transportation connections only and not other aspects of the development proposal such as parking lot configurations, architecture, building locations, etc BURR Board and Planning Board will consider TAB's recommendations at meetings in September Staff Analysis and Recommendation: The plans that are being presented to TAB are from the Concept Plan package submitted to staff, BURA, and Planning Board. Comments from staff have been issued to the developer, which include recommended changes to the plans for the Site Review, the next step in the review process The Crossroads Concept Plan does not show some of the required sidewalks and reserved areas for underpasses. Some of the alignments and locations of intersections and garage accesses also need to be adjusted It is expected that most of these corrections can be made without significant impact to the site plan, and the plan is expected to be modified for upcoming submittals. However, achieving some of the connections would more significantly impact the site. These more cntical elements of the plan are outlined below. The developer's site plans and the BVRC Connections Plan are attached to this document with notes showing the proposed amendments A) Removal of On-Street Bike Facilities on Canyon Currently there are no bike lanes on Canyon west of the Crossroads site. Staff has recommended that proposed bike lanes on Canyon be removed from the Transportation I Master Plan (TMP). Removal of bike lanes on Canyon within the Crossroads site would, be consistent with the TMP recommendation The most significant disadvantage to bike lanes along Canyon is that they would not function well with proposed head-in angled parking Head-in angled parking along a street frontage increases the high-turnover parking m front of retail buildings which makes the retail more viable. However, head-in parking creates more conflicts and a les$ viable bicycle environment on the street AGENDA ITEM # PAGE Dtie to the marginal value that a bike lane would have on this portion of Canyon without bike lanes elsewhere on this street, staff recommmends that these be removed from the BVRC Connections Plan, consistent with the TMP recommendation Bf Removal of a Secondary Connection between 29`h and 30`h Streets This secondary connection, as shown on the BVRC Connections Plan, connects the northern and southern portions of the site without needing to use 29`h or 30`h Streets for local circulation This secondary connection would also provide a more direct route for internal trips thereby reducing VMT over the life of the development This connection would also increase the viability ofpedestrian and bike access throughout the site. The current Crossroads plan shows new buildings that block the alignment of this connection. Also, significant portions of the structured parking would be impacted by this alignment Staff recognizes that the location of this alignment compromises the feasibility of the current development proposal. However, this secondary connection is an important transportation link For this site and a means to reduce overall VMT m the city and reduce traffic on high volume arterial streets. Due to the significant bainer to access that this plan entatls, staff is not supportive of the elimination of this secondary connection If n vehtcular connection proves to be zmposstble to achieve, staff recommends at a minimum providing for a pedestrian and bike connection in a north-south alzgnment between 29tz' and 30it' Streets. C) Modification of a Secondary Connection between 28th and 29`h Streets By eliminating a portion of this connection, a planned access point to Arapahoe would not be constructed, however, internal circulation would still be available The BVRC Connections Plan shows this connection continuing to access Arapahoe at a nght- in/right-out access for ve}ucles The connection as shown on the Crossroads concept plan achieves internal circulation but does not intersect Arapahoe as envisioned by the BVRC Connections Plan A lack of direct connectivity to Arapahoe would regwre that some additional traffic be routed to the 29`h and Arapahoe intersection Amore important factor to be considered is that by not allowing this connection to have direct access to Arapahoe, pedestnans and bikes would need to move around the building to access multi- usepaths within the site Access to and from Arapahoe for bikes and pedestnans would be available at the corner of 28`" and Arapahoe and at 29`h and Arapahoe, which m either case increases pedestnan and bike tnps at most approximately 250 feet In order to continue this connection through to Arapahoe, one of the proposed larger anchor retatlers would need to be reduced m size Due to the limited benefit of extending the alignment of this secondary connectzon through to Arapahoe for vehicular traffic and the relatively short additional walking distance for pedestrians, staff recon:rnends amer:dtng the BVRC Connections Plan to be consistent with the Crossroads Plan wtth the exception that tt should extend up to the proposed north-south drtve aisle located north of Arapahoe. D) Removal of an east-west Multz-Use Path between 28`h and 30`h Streets This multi-use path is shown on the BVRC Connections Plan as routed south of Foleys and north of Sears This location has been identified by the developer as a cntical area m AGENDA ITEM # PAGE the negotiations between Foley's and the developer since Foley's requires access to the '~ proposed covered parking garage south of their building There may also be physical constraints to this route because of grade changes through the site This connection is an important one, because without it, there would be a disconnection between the eastern and western parts of the site causing pedestrians and bikes to take an indirect route through the site This would add iip to 1,100 feet to east-west pedestrian trips, thereby make pedestrian and bike accessibility less viable Staff believes that a connection could be created by separating Foley's from the parking' garage Other options could include routing this connection south of Sears and through' the plaza area. Staff's recommendation is to not remove this connection from the BVRC Connections Plan unless the Szte Review plans indicate that there :s truly a physical constraint that prevents this connection from being located here and that there are no other feasible routes that achieve the intent of this connection If the connection south of Foley's cannot be achieved, at a minimum a multi-use path connection from 30i" to Sears and a connection from west of Foley's to the western property line should be provided E) Changes to alignments of Multi-Use Paths internal to the site The proposed amendments would make access less direct from the corners of 28`h and Arapahoe and 30i~' and Arapahoe These paths are now proposed to be routed along the front of buildings, however, it is not clear that they are wide enough for bikes as well as pedestrians Also, these pedestrian paths shown on the Crossroads plan are discontinuous therefore making pedestrian and bike accessibility less viable Staff's comments on the Concept Plan directed the applicant to strengthen the connections called out as "pedestrian paths" and make clear that they will function both for pedestrians and bicycles. The concept plan shows large buildings that prevent direct connections from the corners of the site to the interior. Staff's recommendation a to strengthen the connections across parking areas where they are now shown as disconnected, and not eltmtnate the connection from the BVRC connecttons Plan Other Board and Commission feedback: At the lime of the TAB hearing on September 8, BURA and Planning Board have not yet reviewed the BVRC Connections Plan amendment requests or the Crossroads site plan Public feedback: Some public comment was addressed to staff with the initial submittal of the Crossroad$ Mall Concept Plan m August. None of this feedback was specific to proposed BVRC Connections Plan amendments or other transportation related concerns As part of this item, an opportunity for public comment will be provided Board Analysis: AGENDA ITEM # PAGE TAB will hear a short staff introduction and a presentation by Westcor representatives Board members should feel (ree to ask questions of the developer and staff, and to comment on aspects of the BVRC Connections Plan that would change with the proposed amendments. TAB will be asked to provide a recommendation on the following amendments to the BVRC Connections Plan: A The removal of on-street bike facility on Canyon between 28'h and 30'h Streets B The removal of a Secondary Connection between 29`h and 30`x' Streets C. Modification of the Secondary Connection between 28'h and 29`h Streets to terminate at the east-west drive aisle north of ,Arapahoe instead of extending it to Arapahoe ° D.
