The packet for the November 17 DDAB meeting includes the folfowing:
Proposed final architectural plans for the Foley's Remodel
DDAB is asked to consider a recommendation to the Planning Director on the final
architectural plans for the remodel of the south elevation of the Foley's store.
DDAB`s comments from the October 27 initial review of Foley's pre{iminary
architecture are attached.
2. The proposed Final Twenty Ninth Street Design Guidelines
DDAB is asked to consider a recommendation to the Planning Director on the
proposed finai design guidelines. The applicant has revised the document over the
past few weeks and incorporated DDAB's suggestions and comments.

Review Comments for Twenty Ninth Street:
- Foley's Remodel - Preliminary Architecture
FOLEY'S
1. Elevations presented are generally in keeping with site plan review approval and are
generally liked by DDAB.
2. The expression of a simple box with greater detail at the entry is a straightforward and good
example of an appropriate way to address a~ otherwise plain box. DDAB feels that the
articulation of the wall surface is good.
3. The entry itself is articulated as an asymmetric glazed enclosure and is in keeping with the
guidelines' emphasis upon contemporary styling, literal transparency and non-treditional
forms.
4. There was concern that the eastern portion of the south wall, facing Buiiding 1-A North,
should conform to the guideline requiring articulation with human scaled eleme~ts.The two-
story wall is a blank surface that is very large and makes the entryway between buildings
more austere than is desirable. Coordination with site furnishings in this area can help
alleviate the starkness of this stark wall.
5. The re-buiit portion of the facade shouid be of materials and colors complementary to those
used in the rest of the project, with particular attention given to the adjacent buildings
across the south facing plaza.
6. DDAB is available for architectural review, but perhaps only after the applicant gets a little
closer to a final design. For now, the generel design direction is acceptable.

DESIGN GllIDELINES
(Comments are referenced by page numbers in the draft design guidelines.)
3.A2 Note on the clipped corners to be cut back in narrower passages. Not all corners need to be
clipped. Add narrower to note to define the places that really need this treatment.
3.A3 In Diagrem A-1, the transition element #3 is not well connected to either of the adjacent
sections and is in conflict with the supporting language. DDAB suggests that transition elements
be used only when the physical details of the two adjoining areas dictate a real need for trensition,
such as at an exterior stair or elevator core. The board also noted that more simplest architecture
implied under the color blocks would be more appropriate to earlier comments. Use the same color
and number for the same types of block uses for all the diagrams so they tie together.
3.A4 In the details, note which elements tie vertically across all buildings. What elements are
consistent from building to building? Gut sections to be sure that the trellis do not block views.
3.A5 Great Page!!!!! The board liked the asymmetrical massing and the use of the Home Depot
building as the example.
3.A7 The metal cap in Detail A slid over. Needs adjustment. Add a note that the support cables
need to tie into the EIFS panel with some relationship to the grid panel in the EFIS. Trex vs. Real
Wood. Real wood would occur in the large dimensional areas and trex and metal would be used for
the lattice pieces.
3.A8 Add the thickness of the stone to be used in the detail. Be sure to show the stone joints so
we won't see the end joint. The board and Westcor agreed to wrap the entire column with stone
(thru the window and into the interior of the store). Tenant storefront designs must avoid the
appearance of a long, unsupported parapet wall above them. Visual supports on the exterior wall
proportionate to the size and span of the parapet wall above should be provided by the tenant at
approximately 30 foot intervals. Tenants are encouraged to have some portion of the solid wail or
other structurel elements at demising
ends.
3.B1 Remove lower right sketch - it doesn't contribute to the guidelines.
3.62 Clarify note #3 that the interior of the project doesn't have to follow city sign codes.
3.C1 Emphasize building heights at the corners and at entry points.
3.C3 The board liked the display windows for Home Depot.
3.C4 The board liked the display windows for the theater. Good use of dead space off the screen
area. Remove the note referencing the use of c.m.u. - the board feels it too specific to name a
material for guidelines.
3.C5 The board had mentioned in a previous discussion of extension a pier wall over the drive
thru similar to the bank. Not shown in these drawings.
3.E1 Color palettes: The board suggests simplifying the page to show the main colors, the
accent colors and the detail colors. Showing less complexity in the palettes will help to demonstrate
that these examples are for color only, not pattern. No one took any stance on the colors shown
however, many of us liked the overall group. Remove map and
labels of color palettes to specific proposed buildings. Our original comment talked about using the
colors to differentiate one building from another adequately.
3.E2 Consolidate Che bullet points to previous page.
3.E3 Add general notes for stone types. Remove aluminum channel from photo if we aren't
going to get it. Add notes to address public art - what kinds are acceptable, where it can be
located, etc.
The appendix can be removed since the guidelines are now better than the originally approved
architecture.
TENANT CRITERIA MANUAL
Add note to reference design guidelines as another source for the decisions that have guided the
project. Anything that reference the exterior parts of the building should be
part of the Design Guidelines.

3. Design intent - copy the language from the Guidelines about style (3.A1).
7. Add the comment about the columns being substantial and holding up the 2nd floor and parapet
(see note 3.A8).
8. Add note that the tenant should be required to design the entire 12' height of the store front.
10. Clarify which sign (A, A-1, C-1) goes with which store/office.
Materials for future work should be respectful of the BVRC guidelines and take their cues from the
specific architecture (this comment is made in response to the listing of materials).
