1. Roll call.
There was a quorum with Members Mulligan and Graves being absent.
2. Approval of Minutes (04- 19 -00).
This item was tabled to next month's hearing. The only Members that can vote on these minutes are
Sanford, Graves and Mulligan.
3. Public Hearing and Consideration of a February 22, 2000 Application from Armadillo Club, Inc., d/b /a
Armadillo Restaurant, 1675 28` St., Joe Lucio, 13954 Lipan Ct.,Westminster, CO, Pres., Lucy Lucio, 1354 52 °
Ave. Ct., Greeley, CO. Sec./Tres., William Dellenback, 1404 43' Ave., Greeley, CO, for a Transfer of
Ownership of a Hotel- Restaurant type license currently held by Flying Burro New Mexico Cafe.
Sanford moved, seconded by West- Smith, that the Authority approve the application for a Transfer of
a Hotel - Restaurant type license with the conditions that all managers and sellers attend the Boulder
Police Department's alcohol training course within 6 months of being hired. Motion passes 3 -0.
4. Public Hearing and Consideration of a March27, 2000 Application from O.K. Discount Liquor, Inc., d/b /a A-
OK Liquor, 2690 28` St., Young Mi Lee, 651 Eldorado, #723, Broomfield, CO, for a Transfer of Ownership of
a Retail Liquor Store type license currently held by Young Mi Lee.
Sanford moved, seconded by Wallace, that the Authority approve the application for a Transfer of a
Retail Liquor Liquor Storelype license. Motion passes 3 -0.

5. Public Hearing and Consideration of a March 30, 2000 Application from Red Robin Holding Co., Inc., d/b /a
Red Robin America's Gourmet Burger & Spirits, 2580 Arapahoe Ave., Michael Snyder, 142 Capulin Dr.,
Castle Rock, CO, President, James McCloskey, 5235 S. Logan Dr., Greenwood Village, CO, V.P. /Sec., John
Grant, 8376 Green Island Circle, Littleton, CO, Asst. V.P. /Asst. Sec., Reb Robin International, Inc., 5575 DTC
Parkway, Ste. 110, Englewood, CO, Parent Corp., Joel Muscatello, 3660 Hayden Pl., #4, Boulder, CO, Registered
Manager, for a Transfer of Ownership of a Hotel- Restaurant type license currently held by Red Robin.
Sanford moved, seconded by West- Smith, that the Authority approve the application for a Transfer of
a Hotel-Restaurant jype license with the conditions that all managers and sellers attend the Boulder
Police Department's alcohol training course within 6 months of being hired. Motion passes 3 -0.

The licensee representatives that were present: Matt Byrne - The Foundry, Nicholas Doyle, Corinne
Govan and Pat McGaughran - The Rio, Kevin Kauper - Sundown Saloon, George Hanna - Oasis
Brewery, Craig Scheetz and Modafar Hussain - The Bustop, Mark O'Sullivan - Fox Theater,
Jo Niell - The Walrus, Bob Schmeid and Matt Thomas - Walnut Brewery, Jim Emery and Adam
Kaplin - Catacombs (Hotel Boulderado), Lisa Donnelly - Red Fish New Orleans Brewe , . Trey
Hornaday and Ted Williams - Old Chicago. Soma was unable to attend and sent a letter to the
Authority with their information. A representative from The Dark Horse did not appear, all other
locations sent a representative. The Chair gave a brief welcome and introduction. Member Wallace
gave a statement with regards to where the licensees were on the list and ask for assistance with the
enforcement of over service. Member West -Smith made a statement with retards to her concern over
the establishments that are not "night clubs" and still appear on this list. Chairman Sanford asked
the representatives to provide the City with a written document that lists some of the best practices
that help o hem.
George Hanna from the Oasis Brewery stated that increased door staff and communication have
helped them He also stated that he would like to see more training available from the police
department.

Craig Scheetz from the Bustop asked if the Authority made a distinction between a potential DUI
turned in by the establishment. The Bustop frequently contacts the police department for assistance
with potential DUIs and feels as if they might be punished for truing to prevent a problem. Mr.
Scheetz stated that they limit the time and number of drink specials that they have and that he
doesn't allow the employees to drink alcoholic beverages on their shifts. Mr. Scheetz would like to see
a late night bus run and more helgfrom the cab companies.
Pat McGaughran and Nick Doyle from The Rio stated that the continually employ TIPS training and
have started a new designated driver program called "Smart Ride" that is in a pilot program. They
will also be implementing a new policy to restrict the patron capacity in the bar on Friday and
Saturdgy nights.
Tim Thomas from the Freedom Cab company present to let the Authority know that all of the
locations represented do try to call cabs for the intoxicated patrons, however he stated that they are
having company_ problems that prevent them from providing enough cabs for everyone. He also
informed the Authority that the cab drivers in Aspen have a program called "Tipsy Taxi," which he
will try to provide more information on.
Matt Byrne from The Foundry stated that aggressive door staff and no drink specials are what they
currently have in place to try to prevent DUIs.
Matt Thomas and Bob Schmeid from the Walnut Brewery stated that since they received the
Authority's letter, they have tried to make their staff more aware of the issues and to continue
training programs that address the concerns of the Authority.
Matters from the Deputy City Clerk - Set neighborhood boundaries for the June 17 hearing.
Sanford moved, seconded by Wallace that the Authority approve the boundaries as set forth below. Motion passes
3 -0.

Sanford moved, seconded by Wallace that the AuthorLq adopt a new Rule with regards to a criminal
history questions being added to all City of Boulder renewal forms. Motion passes 3 -0. The Deputy
Cily Clerk will add this Rule and bring it back before the Authorily for approval.
