Approval of final reports for grant recipients Jennifer Heath, Chad Follmar, Rocky Mountain Ragtime Festival, Boulder Asian Film Festival, Colorado Music Festival and the Colorado Dance Festival were unanimously approved as received. James Maiz requested an extension for the mini-grant received in 2000 due to a death in his • family. The Commission unanimously approved the request. The Colorado Mahlerfest requested two nights of rent-free space at Macky Auditorium in January 2001. Rudy moved to approve the request with Berlin seconding. The vote was unanimous. Gartenmann presented an update on the mural gift from Mante, Mexico. Mante is paying for expenses to fly the artist to Boulder to execute the mural. Housing has been arranged by the Sister City organization. Funds for paints, etc. are needed. Gartenmann suggested using $400.00 from the mini-grant funds to assist with the project. The proposal was approved unanimously. DISCUSSION TOPICS: Dates for Major Grant process: The deadline for Major grants, Arts in Education, Audience Development and the Organizational Technical Assistance grants will be January 5, 2000. The deliberation meetings will be Wednesday, January 17, 2001 (regular Commission meeting) and the afternoon of January 19, 2001. Economic study grant update: Gartenmann spoke to staff at the Americans for the Arts office to try and obtain information on the status of the grant. The group hopes to announce the awards by mid October. • State of the Arts report: Commission members reviewed the working document on the • accomplishments of the arts in 2000. Rudy suggested prioritizing the items. Gartenmann will update the document before sending it to Council as an information item in December. Mural/Graffiti project: Gartenmann has been discussing a mural/graffiti project with a local artist. The walls along the bike path under the Library are being tagged by graffiti artists on a regular basis. The project would involve the graffiti artists and other youth in the community who would come up with a theme for the space and be involved in painting the murals. The Chief of Police is very supportive of the project. Gartenmann will put together a proposal and bring it back to the Commission. Advertising/Boulder County Business Report: Gartenmann met with an ad representative from the Boulder County Business Report after reading the Artspage sponsored by Roche. Roche underwrites the advertising for arts organizations. The BCBR is considering a piece on the Arts Commission in the future which would be a fitting time to run a BAC ad. The connection with the business community is a niche the Commission would like to find. Members reviewed a draft of the line item organizational report form. The form will be sent to BMoCA, Collage, The Dairy, and the Guild Theatre in an effort to gather useful statistics. The organizations receive annual funding from the City and the Commission feels additional reporting is appropriate. • BAC Logo: Dave Shelton presented the first series of proposed logos for the Boulder Arts Commission. Members narrowed down the choice, keeping in mind the need for the logo to be reproduced in various sizes and black and white. Shelton will incorporate suggestions into the enhanced logo and Gartenmann will present it to the Commission in October. The Arts Paper: Jennifer Heath submitted a proposal that the Arts Commission create an annual budget for the Arts Paper. This would allow the Arts Paper to continue and increase the size from four pages to eight. Cost of the project would be $12,000. Currently, the Arts Paper is four pages, distributed in the Boulder Arts Resource Newsletter and to various community locations. The 1500 bi-monthly copies are a vital tool for the community, connecting businesses and the arts. The Commission would like Heath to make a presentation at the October meeting. Members have questions about distribution and the role of the Commission in the project. Dance Consortium: For fiscal year 2000, the Commission awarded line item dance funding to the Colorado Dance Festival for rental assistance by local dance companies. The funds were regranted and the program was very successful. Before committing the funds to the Dance Festival in 2001, Wadhams and Landsman will meet with the Dance Festival director to clarify concerns raised by the Commission. The Commission would like more recognition in the process as well as space grants for performance only. Landsman would like to host a forum for the dancers in Boulder to determine the needs of the community. The dance space at the Dairy should be up and running by spring 2001 which will be helpful in evaluating needs of the dancers. • Business Arts Alliance: Rudy reported on corporate involvement in community organizations . through the Millennium Trust. Berlin would like to pursue the development of a plan to bring the business and arts community together. Art on Public Transportation: Berlin and Gartenmann met with staff from the City's Alternate Transportation department to discuss incorporating the arts on local buses. Berlin will investigate the costs of a monthly audio magazine which would be played on the buses promoting upcoming arts events. The magazine could include clips of music, interviews with artists etc. Arts Commission funded projects could be promoted on the overhead spaces of each bus. Berlin and Gartenmann will put together a proposal to submit to Alternate Modes and the BAC. New Grant Category: Commissioners responded with changes to the new Organizational Technical Assistance grant. Members agreed to continue offering the Audience Development grant, look at the applications and possibly use some of the AOD funds for other related projects. The Boulder Bureau is interested in collaborating with the BAC to offer quarterly workshops for local artists. Gartenmann will submit an amended draft of the Technical Assistance grant at the October meeting. The meeting was adjourned at 9:00 p.m. • •
