Minutes - Arts Commission - 12/11/2006Draft Boulder Arts Commission Planning Meetiag December 11, 2006 Boulder Public Library Members Present: John Decker Elzbieta Nolan Michael Smith Ginger Zukowski Also Present: Donna Gartenmann The meeting was called to order at 5:30 p.m. Minutes of the November 15, 2006 meetin~ were approved as received. Approval of final reports for Blue Moon Dance Company, Boulder Ballet and Stacy Steers were approved as received. PlanniuE MeetiuE Theater Funding The Theater Task Force made two recommendations for use of the BAC theater funds. The recommendations include general operating support (allow organizations to use the funds to help with their greatest needs) and space subsidy. Discussion comments: • General operating support is not offered to any other discipline. This couid be an issue. • Groups need performance space and rehearsal space. A major barrier to a successful theater scene is lack of funds for rehearsal and performance space. • Look at new theater projects. The purpose of the grant would be to support a new group or project with seed money. . The requests should be limited to funding specific projects. • The intent of the money is to stimulate new theater and new community involvement. • Criteria - preference will be given to new projects and organizations. • The grant should feel inclusive and available. Should the BAC have categories of theater grants? A theater mini-grant to stimulate grass roots level? Production grants? • What major impact can the BAC make with the theater funds? The Commissioner opted to offer a combination space/marketing grant. Because of multiple years of theater funding available, applicants will be able to request up to $2000 for space assistance and an additional S 1000 for marketing their performances. Gartenmann will draft an application for review. Applications will be available throughout the year and will become a monthly agenda item. When the application is approved by the Commission, it will be sent out to the Theater Forum attendees. Mini-Grants The Commission unanimously agreed to increase the mini-grant requests to $1000 per application. The application will also include language that stresses the intent of the grant is for new programs. Ouarterly Reports The process for quarterly reports will remain the same. When Gartenmann sends each of the organizations the notification for 2007 meeting dates, board presidents will also be included. The organizations must submit the reports and financials at least ten days in advance so the Commission has the opportunity to review the information before the meeting. The BAC is accountable to City Council and cannot perform their duties without the information. Artist's Fees ' The Commission has seen a variety of figures for artist's fees on applications. The Commissioners unanimously agreed that a cap of $25 an hour for artist fees would be added to the budget page on all grant applications. Banner Application Gartenmann presented a draft of the Banner application to the Commission. The program will not be made public until details with the banner vendor are resolved. Gartenmann will make minor changes to the application. This grant will be available on a monthly basis. Applicants will be required to attend the BAC meeting when presenting their grant. Final Report A revised version of the existing final report was approved by Commissioners with a few recommended changes. Theater grants will be added to the final report. Arts Forums The Commission would like to host two community arts forums each year addressing the needs of specific disciplines. Gartenmann will meet with the Boulder County Arts Alliance to review special needs of the different arts disciplines and return to the Commission with ideas for 2007. The community forums will also be a vehicle to provide feedback to the Commission to learn if the BAC is meeting community expectations. Monthly Agenda Items Beginning in February, the Commission will address specific topics at each monthly meeting. The 2007 schedule is: February: Review the Cultural Master Plan March: SWOT Assessment for BAC (Strengths, Weaknesses, Opportunities, Threats) April: Are the existing grant categories meeting the needs of [he arts community?
