Minutes - Arts Commission - 5/17/2006Approved 6/21/06 Boulder Arts Commission May 17, 2006 Boulder Public Library Members Present Rona Cantor John Decker Elzbieta Nolan Michael Smith Ginger Zukowski The meeting was called to order at 5:30 p.m. Minutes of the April 19, 2006 meeting were approved as received. Also Present Liz Abbott Donna Gartenmann Tina Walker Penny Barnow Mary Wohl Haan Andrew McCarthy Gary Zeff Banner Uudate: Gartenmann reported that City Council approved the ordinance change to display banners in Boulder. The Commission approved $5000.00 for banner brackets and up to $24,000.00 for a matching grant to offset the expense of banners for arts organizations. The criteria for the banner policy is being drafted. Once received, Gartenmann will craft a banner application incorporating the criteria. 2007 Arts Budget: Commissioners reviewed the business plan for the arts budget. Priorities will remain the same as the 2006 plan. A 2% increase across the boazd was approved for the general fund budget. The .15% increase for 2007 is $28,000. The Following is the approved allocation for .15 funds: Arts in education: Increase $10,000 Arts Resource: Increase $3000 Technical Advancement Grants: Increase $10,000 Discretionary/Education: Decrease to $5284.00 The 1% general fund reduction will be taken from the mini-grant line item. Theater Forum: Gartenmann met with Molly Tayer, facilitator for the upcoming forum, to review the history of the theater funds and discuss the purpose of the meeting. Cantor and Gartenmann will meet with Tayer to review the process for the forum. Ouen Studios/Washinaton Elementarv: Gary Zeff reported on the Washington Elementary school project. Open Studios has dropped out of the RFP process. Open Studios and Coburn Associates were collaborating on the proposal. Open Studios had planned to offer 37 studios and 5 classrooms to local artists. To date, only one group is submitting an RFP to the city. If the proposal is approved by the working group, it will move forward for City Council's approval. QUARTERLY FINANCIAL REPORTS Dance Bridee: Mary Wohl Haan reported on events from April's Dance Month. The dance community has decided to move the Dance is For Every Body event from September to November, hoping to draw larger audiences later in the year. Boulder Museum of Contemaorarv Art: Penny Barnow reported that the current exhibit at the Museum has been getting an incredible response. BMoCA is on track financially. Theater 13 has officially become the resident theater organization at the Museum. BMoCA will continue to collaborate with the Fringe Festival and Boulder Digital Arts. The Collection project, comprised of young people interested in all aspects of the arts, is proving to be very successful. The meeting was adjourned at 8:00 p.m.
