Minutes - Arts Commission - 10/17/2007Draft Boulder Arts Commission October 17, 2007 Boulder Public Library Members Present Also Present: - John Decker Liz Abbott Elzbieta Nolan Frank Bruno Janet Salmons Stephanie Grainger Michael Smith Donna Gartenmann Julia Wrapp The meeting was called to order at 5:30 p.m. Minutes of the September 19, 2007 meeting were approved as amended. Dairy Center for the Arts: At the September meeting, Commissioners voted to approve $9,999 for operational support for the Dairy Center for the Arts. After the meeting, Gartenmann checked with the City Attorney's office on a possible conflict of interest related to Commissioner Wrapp's business at the Dairy. The Attomey's office concluded that Wrapp did indeed have a conflict. The Commission took a new vote on the request. Smith moved to award the Dairy $9,999 with Nolan seconding. The vote passed 4-0 with Wrapp recusing herself. Smith asked for a more detailed report from the Dairy at the November quarterly report meeting. Gartenmann will ask if the Dairy treasurer or Chair can attend the meeting with Hussie-Taylor. City Manager Frank Bruno and Assistant City Manager Stephanie Grainger attended the meeting to describe the process for the search for a new library/arts directot. Bruno will be asking for input from members of the Commission. Approval of final reports for Isolde Hathaway (Arts in Education), Boulder Philhannonic (Arts in Education), Brian Bauman (Theater/Marketing), Jack Collom (Arts in Education and Major grant), JenniFer Heath (Major grant) and Interweave Dance Theater (Major grant) were approved as received. In an effort to better evaluate the final reports, Gartenmann will develop a matrix for review of the materials. Arts in Education Paul Barchilon: A hands-on workshop on Islamic art and culture for middle school students. Smith moved to award Bazchilon $3000 with Wrapp seconding. The motion passed unanimously. Blue Moon Dance: The dance company will teach dance classes and workshops at Horizon Elementary, Southern Hills middle school, Shining Mountain Waldorf and Fairview high schools. Smith moved to award Blue Moon $3000 with Nolan seconding. The vote was unanimous. Boulder Ballet: Dimensions of Dance is an outreach program bringing an artist in residence into the classroom curriculum. Smith moved with Salmons seconding. Boulder Ballet was awarded $3000. BMoCA: The Studio Project has three components: a series of one night interactive educational programs, a Youth Art Advisory internship program and an outreach program targeted towards engaging diverse teens in the community. Salmons moved to awazd BMoCA $3000 with Wrapp seconding. The vote was 4-0 with Smith recusing himself. Patti Bruck: Bruck plans to collaborate with September High School on an innovative program to bring film production majors from the University to teach and mentor high school students.- Wrapp made a motion to award Bruck $3000. Salmons seconded. Bruck unanimously received $3000. Jack Collom: "Yes, Thanks, I'll Have Some More Poetry" is a poetry workshop with four Boulder schools. Collom was awarded $3000. The vote was 5-0. Colorado Film Society: The educational outreach program presents free films, presentations, hands-on workshops and symposiums for students throughout the year. Nolan moved to award CFS $2300 with Wrapp seconding. The motion passed unanimously. Colorado Music Festival: CMF's education outreach program activities include concerts, workshops, classes and lectures. Wrapp made a motion to award CMF $3000. Nolan seconded the motion. The vote was 4-0 with Smith recusing himself. Dairy Center for the Arts: Commissioners did not see an educational element to the proposal. No schools had committed to the project and there were concerns that it was too late to include this in the February school cumculum. The request failed for lack of a motion. Imagination Makers: Plays for Young People will tour to local elementary schools. The request will also fund the creation, rehearsal and performances of a new play. Smith moved to fiord Imagination Makers $3000 with Nolan seconding. The motion passed unanimously. Mesa Elementary School: April Christenson asked for funds to present an entire day devoted to the arts at Mesa Elementary School. Mesa Elementary was awazded $1450.00. The vote was 5-0. Maria Neary: Neary proposes to work with Casey Middle School students on an environmental mural. Smith moved to fund Neary 2242.00. Wrapp seconded. The vote was unanimous. New Horizons Cooperative Preschool: Diversity Dance Program for parents and children will be held as a workshop series, culminating performance and participatory dance for the public. Wrapp moved to fund the project with Smith seconding. New Horizons was awarded $2000. Open Studios: Open Studios requested funds to provide free guidebooks to every art teach in the Boulder Valley School District. Wrapp made a motion to award Open Studios $617.00. Smith seconded the motion. The vote was 5-0. Cory Potash: The project asks for funds to teach students at Justine High School the Zimbabwean marimba for one academic quarter. Smith moved to award Potash $1000, Wrapp seconded. The vote was 4-1 with Nolan dissenting.
