Agenda Item 4: Matters from Guests [6:15 p.m.,0:13:15 Audio min.]
a. Proposed 2018 City Budget—Devin Billingsley
• McCormick wondered if there was a citywide budget reduction across all departments, and Billingsley
replied that the reductions were selective, department by department.
• Billingsley explained that at the Sept. 12 study session,City Council indicated an interest in some
reallocations within the budget, and the city executive management team is considering these requests.
The budget must be heard twice in the exact same form,so if council proposes any changes at the Oct. 3
meeting, the budget will come back for a second reading on Oct. 17 and a third reading on Nov. 14.
• Chasansky explained that if commission would like to advocate for reallocation of funds, now is the time
to do so;options include writing an email to council, speaking during public comment at a council
meeting, making a statement for the record during tonight's meeting,or writing a letter to council on
behalf of the whole commission.Commission agreed to table this discussion until later in the meeting to
have time to consider their approach for a letter to council.
• Chasansky shared that council member Matt Appelbaum asked at the Sept. 12 study session whether the
Arts Commission had discussed and weighed in on the Dairy Arts Center's request for operating support.
o Chasansky provided background on the request, both around council's discussion and in the
context of the Cultural Plan. The Dairy and BMoCA both previously had an ongoing subsidy not
subject to review by the Arts Commission or my other public group. This was seen as a
vulnerability to the entire grants program, since there are several venues for visual and
performing arts in town, and commission proposed giving the Dairy and BMoCA 3 years to
transition away from this subsidy before having to compete in the grants program.
o Furman pointed out the irony that the Dairy will now have to compete for grant funding against
the very groups that benefit from their facility;additionally,if the Dairy can no longer subsidize
rent,it will hurt the smaller groups.
o Furman stated that she would like to see the operating support for the Dairy come out of the Arts
and Culture budget if ever possible, but wasn't sure the grants program budget would be the best
solution.Hughes commented that if the money were to come out of the grants program budget,it
would take money away from the pool that other organizations compete for,and you get better
art through competition.
o Commission agreed that operating support for the Dairy should not be its own line item in the
2018 city budget.
o Hughes motioned that if council sees fit to explore this idea as part of a future budget,
commission recommends that staff explore this in 2018 and come back with further
recommendations.McCormick seconded.All in favor.

part for public art projects and part for capital improvements, which may include a percent-for-art model.
