2. Public Comment
With regards to the Boulder Focus question,Mullin commented that Frequent Flyers does not have an
opportunity to apply for grants in Denver because they are not Denver-focused enough, despite having public
performances with DCPA and other events in Denver.Chasansky explained that the Boulder grants program
used to have a bard and fast rule that only organizations housed in Boulder with the majority of their
programming in Boulder were eligible to apply;the Boulder Focus question was developed to open that up
and make sure not to eliminate anyone who either did most of their work outside of Boulder or was not based
in Boulder but operated in Boulder.
3. Commission Questions and Response
> Jury question on Equity:
Commission preferred Option A: Separate the two parts of the equity rubric into two questions with
two separate scores.
> Jury question on Boulder Focus:
Commission recommended that staff clarify the language for the Boulder Focus question.
> LOI Process:
Commission agreed not to add the LOI process, but would like staff to decrease the word count for
application responses.
> Application procedures—Budget requests:

themselves and then city staff also categorize the organizations.

relation to cultural and heritage institutions and alignment to the Community Cultural Plan. Also,
improve training and communications.
> Opportunity Grants:
Commission preferred Option B:Integrate this category with the equity questions and responses to be
fair and consistent.
> General Operating Support Grants:
McCormick commented that a lot of small organizations don't even go for these grants because they
are volunteer-nm and don't have the bandwidth.Hughes stated that part of the issue could be
educating the public about the opportunities available.Chasansky agreed that there is an outreach
issue across the entire grant program, but added that the numbers don't seem to show that separating
the small and mid-sized organizations into separate categories would help.Commission agreed to
continue this discussion at the October retreat.
> Community Project Grants:
Commission selected Option A:Make separate categories for individuals and organizations.
> Risk Capital Fund:
Commission agreed to table this discussion until the October retreat.
> Professional Development Grants:

but decided not to move the applications to administrative approval, preferring that the application
process remain evaluative and competitive. Staff will look at scoring criteria to see if there is room
for improvement.
> Panel Methods:
