HomeMy WebLinkAbout878 - INCREASING -the number of commissioners of the Housing Authority of the City of Boulder from f~)' I ~~ ',~, ~ i 1 RESOLUTION NO, 878 A RESOLUTION INCREASING THE NUMBER OF COMMISSIONERS OF THE HOUSING AUTHORITY OF THE CITY OF BOULDER FROM FIVE TO SEVEN AND DIRECTING THE MAYOR IN THE FUTURE TO APPOINT ONE COMMISSIONER WHO IS A TENANT OR SECTION 8 BENEFICIARY AND WHO HAS BEEN ELECTED IN AN ELECTION CONDUCTED BY THE RESIDENTS REPRESENTATIVE COUNCIL. WHEREAS, pursuantto Colorado statutes, the City Council is responsible for specifying the number of commissioners of the Housing Autharity of the City of Boulder (`BHA"); WHEREAS, in 1966, when the BHA was established, the Council specified five cominissioners; WHEREAS, in 1998 the United States Congress mandated in Section 505 of the Quality Housing and Work Responsibility Act that at least one member ofthe governing body of each public housing authority be a person "who is directly assisted by" it; WHEREAS, traditionally none of the commissioners of the BHA have been a person who is direetly assisted by it; WHEREAS, in order to accommodate this Federal statutory change the BHA's Board of Commissioners and its Residents Representative Council have concluded that it would be in the BHA's best interests to expand the number of commissioners from five to seven and to have the commissioner who is direcfly assisted by the BHA be elected by the tenants in an election conducted by the Residents Representative Council; WHEREAS, the City Council concurs with the conclusions of the BHA's Board of Commissioners and Residents Representative Council; and WHEREAS, the Mayor of the city is authorized by Section 29-~-205(3) C.R.S. Yo appoint the commissioners of the BHA. NOW THEREFORE, it is hereby resolved by the City Council of the City of Boulder that: (a) the number of commissioners of thc Housing Authority of the City of Boulder shall hereafter be seven; and K:UISI3D\r-R78.jyf (b) hereafter, one commissioner appointed by the mayor shall be a person directly assisted by the Housing Authority of the City of Boulder who has been elected to the Board of Commissioners in an election of tenants conducted by the Residents Representative Council.
