A RESOLUTION STATING THE BOULDER CITY COUNCIL'S
OPPOSITION TO PROPOSED CONSTITUTIONAL AMENDMENT
21, OTHERWISE KNOWN AS "INITIATIVE #205," OR "TAXCUT
2000."
WHF,REAS, the City Council of the City of Boulder, Colorado, wishes to officially oppose
Colorado's "Taxcut 2000" Amendment, which will be before the voters at the November 7, 2000 election;
and
WHEREAS, if Amendment 21 is approved, it will mandate reductions in multiple taxes and fees by
$25.00 in each and every year into perpetuity until the entire tax is eliminated. For example, the first year
reduction in each tax would be $25,OQ the second year reduction would be $50.00, the third year reduction
would be $75.00, etc; and
WHEREAS, if Amendment 21 is approved, it is estimated that revenues currently available to the
City of Boulder to provide services to citizens will be reduced by at least $5.2 million in 2001, with the
revenue loss increasing to at least $14.2 million in 2005. Revenue reductions would apply to the General
Fund, the Transportation Fund, the Open Space Fund, the .15% Sales Tax Fund providing funding for non-
profit social services and other needs, the Public Safety Fund, the Parks and Recreation Fund, the Permanent
Parks Fund, the Library Fund, the CHAP Fund, the Central Area General Improvement District, and the
University Hill Improvement District and;
WHEREAS, if Amendment 21 is approved by the Colarado voters, the City of Boulder will be
forced to curtail, reduce, and potentially eliminate services that protect Yhe public health and safety and that
ensure our quality of life; and
WHEREAS, if Amendment 21 is approved, other governments and special districts will be forced
to reduce or eliminate the level of services for fire protection, emergency response, drainage and flood
control, and other necessary services which are important to citizens in those taxing jurisdictions but also
impact City of Boulder citizens. Since calamities such as fire, floods and other emergency situations do not
respect jurisdictional boundaries, they must be approached from a regional perspective with cooperative
emergency service provision by multiple governments and special districts.
NOW THEREFORE, BE IT RESOLVED THAT THE BOULDER CITY COUNCIL
ENCOURAGES THE CITIZENS OF BOULDER TO REGISTER TO VOTE AND TO OPPOSE
AMENDMENT 21 AT THE NOVEMBER 7, 2000 STATE GENERAL ELECTION.
