HomeMy WebLinkAbout1001 - SUPPORTING the Boulder Valley School District RE-2's Referred Bond Issue 3A to fund school imRESOLUTION N0.1001 CONSIDERATION OF A RESOLUTION IN SUPPORT OF THE BOULDER VALLEY SCHOOL DISTRICT RE-2'S REFERRED BOND ISSUE 3A TO FUND SCHOOL IMPROVEMENTS WHEREAS, the Boulder Valley Board of Education ("the Board"), on Apri127, 2004, formed its Capital Improvement and Planning Committee ("the District Planning Committee"), a majority of whose membership was made up of private citizens from throughout the District, to assess the District's capital needs and to recommend updates to the District Facilities Master Plan for Board review and approval; and, WHEREAS, The Capital Planning Committee met 22 times over the following 24 months and identified and prioritized needs into the following four categories: 1) facility conditions, 2) program compatibility, 3) multi-use outdoor facilities, and 4) information technology; and, WHEREAS, the Capital Planning Committee then conducted a total of 10 public charrettes over four weeks; incorporating six charrettes at District high schools including Boulder High School and Fairview High School, two charrettes entirely in Spanish, and two charrettes dedicated to district wide information technology infrastructure, as well as an online survey that, all together, resulted in the public involvement of approximately 1,500 District residents; and WHEREAS, the Capital Planning Committee initially identified $459 million in District capital needs before prioritizing the most pressing needs into a final recommendation to the Board for a$296.8 million capital bond issue; and WI~REAS, the Board has unanimously voted to place a$296.8 million bond issue before District voters on November 7, 2006 which will be "Ballot Measure 3A;" and WHEREAS, Ballot Measure 3A also calls for the Board to establish a Citizens' Oversight Committee to monitor planning and construction of bond projects as well as to "implementing cost-effective, environmentally-friendly and energy-efficient design and construction strategies;" and WHEREAS, the District has committed, in discussions with the City, to involve citizens in the design review of specific replacement and reconstruction projects, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOUDER, COLORADO, THAT the Boulder City Council does hereby declare its full support of, and urges a YES vote, far Issue 3A on the November 7, 2006 Boulder.County general election ballot.
