RESOLUTION NO. 981
A RESOLUTION SUPPORTING THE BOULDER COUNTY
2005 BALLOT MEASURE DESIGNATED "ISSiTE lA"
WHEREAS, Article X, section 20 of the Colorado Constitution, commonly referred to as
"TABOR," limits the receipt of property taac and other revenues and expenditures by
Boulder County; and
WHEREAS, all county residents, whether residing in cities or in unincorporated areas,
benefit from Boulder County services; and
WHEREAS, TABOR seriously impedes the ability of Boulder County services to keep
pace with increases in demand and costs of basic county services; and
WHEREAS, all Boulder County departments face serious budget cuts because of the
limitations of TABOR; and
WHEREAS, voters in all major incorporated municipalities within Boulder County have
already voted to modify TABOR provisions significantly; and
WHEREAS, Boulder County has placed a measure on the 2005 ballot known as Issue
lA to permanently exempt county tax revenues from the TABOR revenue limits; and
WHEREAS, Ballot Issue lA maintains the requirement of voter approval for any
increase in the underlying tas rates;
WHEREAS, Ballot Issue lA will support needed public safety, health and human
services and mental health, and energy programs,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BOUDER, COLORADO, THAT the Boulder City Council does hereby
declare its full support of, and urges a YES vote, for Issue lA on the November 1, 2005
Boulder County ballot.
