A RESOLUTION CONCERNING A COMMUNITY-WIDE
CONFERENCE / CONVENTION FACILITY.
WHEREAS, the City Council of the City of Boulder, Colorado finds and recites the
following:
A. Tourism within Boulder represents 14% of the city revenue. Visitors contribute over
$10,300,000 annually to the City of Boulder in tases collected (estimated 2003).
B. The City wishes to provide more opportunities for tourism within the City and retain or
improve its position within the northern Denver metropolitan area as a destination for tourism.
C. The Council adopted an Economic Vitality Policy to encourage community economic
vitality because of the contributions economic health makes to the overall quality of life of the
members of this community.
D. The Economic Vitality Policy supports an analysis and, ifviable, economically sound,
and practical, the creation of a conference/convention center.
E. A potential conference/convenrion facility's primarypurpose would be to increase City
net tax revenues by drawing people into our community, and consequently bringing new business
benefiting the hotel, motel, restaurant, retail and cultural sectors.
F. A potential conference/convention facility would be a benefit if it can generate new
tax dollars without unduly taxing city services or infrastructure.
G. In addition to benefiting the economic health of the community, the facility would be
designed to benefit the cultural and non-profit communiries by providing additional opportunities for
performance, exhibit, or cultural events, as well as adequate facilities for social fundraising events
which have not previously been accommodated in Boulder.
H. The planning for a community-wide conference/convention center will be a
cooperative effort in which the City of Boulder will work with the following persons, organizations,
and governmental entities including but not limited to: the Boulder Convention and Visitors Bureau,
the Boulder Chamber of Commerce, the Boulder Economic Council, the University of Colorado, the
Downtown Boulder Business Improvement District, Downtown Boulder, Inc., the Boulder
Hotel/Motel Association, the Boulder Arts Commission, the Downtown Management Commission,
the federal labs, and other community organizations that comprise the Conference/Convention
Center Advisory Committee, together with the owners of the properties located on the south half of
blocks facing the northern boundary of Canyon Boulevard between Broadway and 10`~' Street
extended and the civic use site associated with the 9`~' & Canyon Urban Renewal Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
BOULDER, COLORADO, THAT:
Section 1. The City Council directs the City Manager to work cooperatively with the
organizations and property owners described above in the analysis, study, and research of the
feasibility of acommunity-wide conference/convention center in downtown Boulder on sites along
Canyon Boulevard, including the potential of incorporating the 9~' and Canyon civic use site.
Analysis will include options for fiscally responsible funding mechanisms and business plans that
have a minimal financial impact on City of Boulder resources. Staff will proceed with preliminary
detailed acquisition discussions with the property owners.
Section 2. The City Council directs the City Manager to coordinate with and include
opportunities for collaboration with the University of Colorado and the federal labs for both meeting
and conference opportunities and cultural venues.
Section 3. The City Council directs the City Manager to study the feasibility of including
civic, cultural, or educational uses with the community-wide conference/convention center. The
concept is that the conference /convention center would include smaller spaces for civic, cultural, or
educational uses within the greater envelope ofthe facility. Such civic, cultural, or educational uses
would comply with established criteria that would be compatible and complimentary with the
primary function of the facility as a conference/convention center.
Section 4. The City Council directs the City Manager to request that the Civic Use Task
Force assist the Council and the Manager with review and recommendations for potential civic use.
All recommendations will be submitted to City Council for final review and approval.
Section 5. The City Council directs the City Manager to make regular reports back to
City Council with the results of the analysis and make recommendations as to the feasibility of a
community-wide conference/convention center.
BE IT SO RESOLVED by the City Council of the City of Boulder, Colorado, on this
15th day of February, 2005.
