TH~ HIGHWAY 93 RESOLUTION
WHER~AS, the City of Boulder is awt~re that certain organizafions and communities are
advocating the constntction of major transportation expansions to Highway 93 between Boulder
and Golden; and
WHEREAS, the proposal, as submitted by Jefferson County to DRCOG for consideration as a
2025 RTP amendment, is to widen Highway 93 to four lanes between Highways 58 and 128,
with six grade-separated interchanges. The estimated cost is $145.2 million, paid for through
local funding; and
WHER~AS, the proposed improvements to Highway 93, as cun•ently conceived, will have a
range of impacts on City of Boulder interests; and
~'`JIiEREtiS, tne City of Fsoulder nas consistentiy advocaied and encouraged integrated planning
of surface transportation facilities with land use to meet the goals of alternative modes
promotion, improved air quality, and wildlife habitat protection; and,
WHEREAS, the CiYy of Boulder acknowledges that tha corridor is in need of safety
improvements, but believes that community discussion and complete environmental review are
needed before any such improvements can be supported; and
WHEREAS, the City of Boulder is willing to consider support Por transportation improvements
if a review determines they are appropriate, and that they will not generate additional
development in the area. The City is also willing to participate in such a review;

BOULDER,COLORADO,THAP:
The Boulder City Council aurhorizes City participation in discussions to transportation
itnprovements ~long Highway 93 on the condition that any City of Boulder representatives who
participate in these planning activiCies are bound by the following City Council position
regarding Highway 93:

1} The City of Boulder :laes nct supporf plans for Hi~h:~~:~y 93 that are desiened to fuel
additional residential and commercial development, addressing transporfation facility needs that
exceed existing travel deman~l.
2) The City of 3otildes opposes expansion of Highway 93 wiYhout an agreemenC between the
affecYed local govermnents (the cities of Golden, Arvada, Superior and Boulder, and Boulcler and
Jefferson counties) as to the appropriate level of improveinents.
3) The City of Boulder opposes a major expansion of Highway 93 absent an exhaustive
investigation of all transportation investment options in the corridor and associated
environmental impacts.
4) The City of Boulder opposes the widening of Highway 93 and addition of interchanges if it is
not an integrated part of a land use plan which promotes the use of alternative modes, improves
air quality in the region, protects existing wildlife habitat, and discourages leap-flog
development.
5) The City of Boulder opposes expansion of Highway 93 until and unless additional traffic
impacts on South Broadway in Boulder are addressed.
6) The City of Boulder opposes expansion of Highway 93 absent the permanent dedication of an
open space buffer along either side of the facility.
7) The City of Boulder opposes expansion of Highway 93 that will negatively affect the City of
Boulder Open Space properties, Boulder County Open Space, and the soon-to-be-established
Rocky Flats National Wildlife Refuge.
8) The City of Boulder opposes expansion of Highway 93 without broad community
representation in all planning activities associated with the facility, including the involvement of
representatives from environmental, business, and community interests.
