A RESOLUTION IN SUPPORT OF THE RENEWAL OF
THE SCIENTIFIC AND CULTURAL FACILTI'IES
DISTRICT.
WHEREAS, the Scienhfic and Cultural Facilihes District ("SCFD") is a
nahonally acclaimed method to fund cultural orgamzatrons, and
WHEREAS, the SCFD provides fundmg from a one-tenth of a cent sales tu~ m
the seven-county Denver metro area to more than 300 small and large meuopohtan arts
and science organizations and dces so wrth mmimal regulation and overhead, and
WHEREAS, more than 9 nullion people vis~ted the Denver metro azea's cultural
mstrtutions m 2001, which is more than attended professional sportmg events (5 3
million) or visited Front Range Colorado's ski resorts (7.5 million); and
WHEREAS, SCFD-funded organizahons provide entertaznment, educatron and
enhghtenment for itulhons of inetro residents. Cultural organizat~ons provide tours and
cultural expenences for 2 nulhon school children annually. More than 1 milhon people a
yeaz enroll m free and paid cultural classes and actrvihes An equal number are members
of inetro cultural organizations Neazly 1 milhon underserved audiences such as children
below the poverty level, seniors and diverse ethmc audiences expenenced cultural
programs m 2001 In addition, regional organizations offer azea residents more than 100
free days a yeaz, and
WHEREAS, SCFD funding helps metro cultural organizatrons preserve and
protect priceless collections of animals, ar[, plants, natural history and historical sites; and
WHEREAS, the regiods cultural orgamzations and facihries generate more than
$1 bilhon a yeaz m economic impact and provide more than 7,000~obs, and
WHEREAS, cultural tourism generated $139 milhon m 2001 Eleven of the top
15 tounsm attractions m the metro azea are beloved cultural organizatrons such as the
Denver Museum of Nature and Science, Denver Zoo, Denver Art Museum, Denver
Botanic Gardens and Denver Center for Perfornung Arts, and
WHEREAS, cultural programmmg m Colorado has been sigmficantly cut due to
state budget reductions and the econonuc tumdown, and
WHEREAS, the SCFD has been approved by the L.egislature and endorsed by
voters in two region-wide elecrions m 1988 and 1994 The SCFD mus[ be reauthonzed
by voters on or before 2006; and

WHEREAS, the SCFD's modest one-tenth of a cent sales tax equals only one cent
on a $10 purchase and m 2004 voters will be asked to extend, not increase the tax for an
addruonal 12 years
NOW, THEREFORE BE IT' RESOLVED BY THE CTfY COUNCIL OF THE
CTI'Y OF BOULDER, COLORADO, that rt supports the reauthorization of the Scientific
and Cultural Facilities Drstnct, urges legrslahve and voter support for renewal of the
Drstnct and the continued benefits the SCFD provides.
