Int. 8/3/04RESOLUTION NO 952 A RESOLUTION RELATED TO THE PLANNING BOARD'S JULY 8, 2004 APPROVAL OF THE TWENTY NINTH STREET DEVELOPMENT, A REDEVELOPMENT OF THE CROSSROADS MALL PROPERTY WHEREAS, THE CITY COUNCIL FINDS AND RECITES A The Boulder Crty Council recogmzes the importance of redevelopment of Twenty Nmth Street to meet the needs of Boulder residents and visitors. B The redevelopment of the former Crossroads Mall, a 62-acre site located at 1600 28`h Street (the "Property"), which ceased operat~on m 2003, is crucial to the mamtenance and improvement of the C~ty of Boulder's sales tax base C Twenty Nmth Street will provide added entertaznment, drverse shoppmg opportumhes, and h-ansportahon connechons wrthm Crty hmrts that w~ll provide for the needs of residents and visitors D Westcor and The Macench Partnerslup, L P("Westcor") worked closely wrth the Crty m developmg plans for an appropnately-scaled, well-designed shoppmg center consistent with the values of the City E The Boulder Crty Council has reviewed the Site Review Amendment and Use Review Nohce of Disposihon (#LUR2004-00007) approved by the Plannmg Boazd on July 8, 2004 F The City Council did not call-up the Twenty Nmth Street Site Review Amendment and Use Review Nohce of Disposrt~on G The Boulder Valley Comprehensive Plan states that m mixed use busmess areas, a busmess character will predommate, although housmg and pubhc uses supportmg housmg will be encouraged and may be required Specific zonmg and other regulations will be adopted which define the desired mtensity, mix, locat~on and design charactenstics of these uses (BVCP 2001, p 114) H In pubhc comments regardmg the Twenty Nmth Street proposal, a suggeshon was made md~catmg commumty support for outdoor rooftop seatmg I The Plamm~g Board adopted a cond~hon of approval to encourage Twenty Nmth Street and ~ts developer, Westcor, to stnve for and achieve Umted States Green Buildmg Council Leadership m Energy and Environmental Design (LEED) Silver Certificat~on m con~unchon w~th one or more of its tenants J The Planning Board adopted a resolution on July 8, 2004, attached to this resolution as Exhibit A (the "Planning Board Resolution"), regazdmg the further planning and development of the Property K The Planning Board, through rts resolution, requested that the Council further direct the Crty Manager to work with the Property owner to ensure the long term viability and sustaznabihty of the proposed plan well into the future, to fm•ther enhance a mixed use character for the area; increase the intensity and diversity of the uses of the Property, and include housing NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOULDER, COLORADO, THAT 1 The City Council wishes to express rts support and appreciation for Westcor m its efforts to redevelop the Crossroads Mall property into the new Twenty North Street protect, as approved by the Planning Boazd 2 The Crty Council thanks the members of the Planning Board for its cazefixl study and review of the redevelopment application and rts approval The Council encourages Westcor to a. Construct the protect m a timely manner and m accordance with community values that include, without limitation, resource conservation, energy- efficient building design and construction; waste minimization, use of recycled materials; and other techniques recognized m LEED certification practices b Consider adding rooftop searing to the Twenty Ninth Street protect, if and where it is appropriate 4 The Crty Council directs the Crty Manager to explore with Westcor achievement of the goals expressed m this resolution and m the Planning Board Resolution These items include a City programs, incentives, partnerships, or other planning efforts that will help to ensure the long term sustainabihty for the protect as a mixed use regional business area of the Crty, further enhance a mixed use chazacter of the area, and increase the intensity and diversity of the uses of the Property b City programs, incentives, partnerships, or other planning efforts that will lead to the construction of housing on the Property. 5 The Crty Council directs the Crty Manager to continue working with Westcor and its tenants to explore options for ach~evmg LEED Silver certification at the Twenty Ninth Street development, and to report back to Council on how such certification maybe accomplished, and what role, if any, the Crty may play m ass~stmg Westcor and rts tenants to achieve such certification 2 RESOLVED by the City Council of the City of Boulder, Colorado, this 3`d day of August, 2004 Mayor
